湖州南太湖新區(qū)管理委員會和湖州市自然資源和規(guī)劃局作為主辦方，浙江南太湖控股集團(tuán)有限公司作為承辦方，上海國際招標(biāo)有限公司作為征集代理，就湖州弁山云起谷長田漾區(qū)域城市設(shè)計及湖州濕地?文化廣場建筑概念方案設(shè)計進(jìn)行方案國際公開征集，歡迎符合報名條件的申請人報名參加本次征集活動。本次征集將先對申請人進(jìn)行資格預(yù)審，資格預(yù)審?fù)ㄟ^的申請人方可作為合格的應(yīng)征人進(jìn)入后續(xù)的征集階段。
International Scheme Solicitation for Urban Design of Yunqi Valley Changtianyang Area in Bian Mountain and Conceptual design of Wetland·Cultural Square of Huzhou is hosted by Huzhou South Taihu New Area Management Committee and Huzhou Natural Resources and Planning Bureau,and organized by Zhejiang South Taihu Holding Group.Shanghai International Tendering Co.,Ltd.is entrusted to conduct this international scheme solicitation project.We welcome all eligible applicants to participate in this project.Applicants who have passed the Prequalification will enter the following solicitation stage as qualified Participants.

項目設(shè)計背景
Project Background
湖州地處長三角中心區(qū)域，是滬、杭、寧三大城市的共同腹地，是連接長三角南北兩翼和東中部地區(qū)的節(jié)點城市，離杭州75公里、上海130公里、南京220公里。湖州是一座有著100萬年人類活動史、2300多年建城史的國家歷史文化名城，也是環(huán)太湖地區(qū)唯一因湖得名的江南城市。湖州是“綠水青山就是金山銀山”理念的誕生地，近年來，湖州主動融入長三角區(qū)域一體化發(fā)展國家戰(zhàn)略，扎實推進(jìn)湖州市“五谷豐登”計劃實施，推動湖州高水平建設(shè)現(xiàn)代化濱湖花園城市。為重估弁山云起谷長田漾區(qū)域山水特色空間與亮點地區(qū)的價值，營造新勢力城市的先行窗口，進(jìn)一步助推城市能級提升，弁山云起谷長田漾區(qū)域就城市設(shè)計和湖州濕地?文化廣場建筑概念方案設(shè)計面向全球優(yōu)秀設(shè)計機(jī)構(gòu)征集方案。
Huzhou is located in the central area of the Yangtze River Delta.75km away from Hangzhou,130km away from Shanghai and 220km away from Nanjing,Huzhou is a node city connecting the north and South wings of the Yangtze River Delta and the East and central region.Huzhou is a national historical and cultural city with one-million-year history of human activities and has a history of more than 2300 years.It is also the onlycity named after the lake in the area around Taihu Lake.As the birthplace of the concept of"Clear waters and green mountains are as valuable as mountains of gold and silver.",Huzhou has actively integrated into the national strategy of regional integration development in the Yangtze River Delta,solidly promoted the implementation of Huzhou's plan,and promoted Huzhou's high-level construction of a modern lakeside garden city in recent years.In order to reassess the value of landscape characteristic space and bright spot areas in YunqiValleyChangtianyang Area of Bian Mountain,create a pioneeringnew power city,and further boost the improvement of urban functionlevel,therefore

征集設(shè)計范圍
Design Scope
弁山云起谷長田漾區(qū)域位于湖州南太湖新區(qū)，北望太湖，西靠弁山，東側(cè)為太湖國家旅游度假區(qū)建成區(qū)，南側(cè)為仁皇片區(qū)。周邊有太湖龍之夢樂園、奧體中心、月亮酒店、湖州影視城、奧特萊斯、南太湖山莊、鑫遠(yuǎn)健康城、邱城文化遺址公園等重要旅游景點和配套設(shè)施，是太湖旅游度假區(qū)的重要組成。弁山云起谷長田漾區(qū)域依托太湖路、同心路和弁山大道，與城市其他功能板塊交通聯(lián)系便捷，距離湖州高鐵站約10公里。具體位置見圖1所示。
Bian Mountain YunqiValleyChangtianyang Area locates in South Taihu New Area in Huzhou,to the south of Taihu Lake,to the east of Bian Mountain,to the west of Taihu Lake National Tourism Resort,to the north of Renhuang Area.It is surrounded by several tourist attractions and supporting facilities such as Taihu Lake Dragon Dream Paradise,Olympic Sports Center,etc.,which is an important element of Taihu Lake Tourist Resorts.Bian Mountain YunqiValleyChangtianyang Area has convenient transportation links with other functional sections,about 10km away from Huzhou Railway Station.The site location is shown in the figure below.
本次征集的設(shè)計咨詢內(nèi)容共分為三個層次，分別為湖州弁山云起谷長田漾區(qū)域總體設(shè)計、深度城市設(shè)計、湖州濕地?文化廣場建筑概念方案設(shè)計：
?。?）總體設(shè)計范圍由長田漾濕地景區(qū)和弁山云起谷構(gòu)成，總面積約9.7平方公里；
（2）深度城市設(shè)計范圍由濕地文化廣場板塊、湖州飯店板塊和弁山云起谷、長田漾濕地公園核心區(qū)域構(gòu)成，總面積約160公頃；
?。?）建筑概念方案設(shè)計范圍為濕地文化廣場板塊，面積約44公頃。
The design scope is divided into three levels:the overall design ofBian Mountain Yunqi Valley Changtianyang Area,the in-depth urban design,and the architectural conceptual scheme design of Wetland·Cultural Square of Huzhou:
?。?）The overall design scope consists of Changtianyang Wetland scenic spot and Bian Mountain Yunqi Valley,with a total area of about 9.7 square kilometers;
（2）The in-depthurban design scope consists of Wetland CulturalSquare,Huzhou Hotel,and the core areas of Bian MountainYunqi Valley and Changtianyang Wetland Park,with a total area of about 160 hectares;
（3）The architectural conceptualscheme design scope is the Wetland CulturalSquare,covering an area of about 44 hectares.

申請人資格要求
Qualification Requirements of Applicants
3.1申請人具有獨立承擔(dān)民事責(zé)任的能力，不接受自然人參與；法人的分支機(jī)構(gòu)以自己的名義參與時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的對參與該項目承擔(dān)全部直接責(zé)任的明確承諾。
Applicants must havethe ability to bear civil liability independently and the participation of natural personis not accepted.When a branch of a legal entityparticipates in the project in its own name,it shall provide relevant supporting materials and a clear commitment issued by the legal person to bear all direct responsibilities for participating in the project.
3.2申請人須在其所在國家或地區(qū)合法注冊，具有規(guī)劃設(shè)計（咨詢）和建筑設(shè)計（咨詢）許可，且具有與本次征集內(nèi)容類似的規(guī)劃設(shè)計、城市設(shè)計和建筑設(shè)計的經(jīng)驗；
Applicants must be legally registered in the country or region where they are located and permitted for corresponding planning(consulting)and architectural(consulting)design,and have relevant experiences of similar projects(i.e.planning design,urban design,architectural design);
3.3本項目接受聯(lián)合體。聯(lián)合體的組成以遞交的資格預(yù)審《申請文件》為準(zhǔn)。聯(lián)合體各方不得再以自己名義單獨參與本次征集活動，也不得同時加入?yún)⑴c本次征集活動的其他聯(lián)合體，否則，相關(guān)申請文件均被否決。聯(lián)合體成員最多不超過兩家。
This project accepts applicants from Consortium.Any member of the Consortium shall neither individually participate in the prequalification on its own,nor concurrently participate as a member of another Consortium.The number of Consortium members shall not exceed

4.1凡有意參加本次方案征集活動的潛在申請人，請于2022年1月19日14:00時至2022年1月29日10:00時（北京時間，下同），在上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）注冊并在線下載資格預(yù)審文件。
All potential Applicants who are interested in participating in this solicitation can registerand downloadthisprequalification documentthrough Shanghai International Tendering Co.,Ltd.website(https://www.shabidding.com)from 14:00 January 19th,2022to 10:00January 29th,2022(Beijing time,same hereinafter).
4.2首次注冊的申請人需要登陸上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com），進(jìn)行供應(yīng)商注冊，獲取登錄名和密碼后，方可下載資格預(yù)審文件。已注冊的申請人可從網(wǎng)站采購公告欄的相應(yīng)公告中進(jìn)入在線領(lǐng)取資格預(yù)審文件流程。征集代理不接受沒有在上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）上注冊和沒有資格預(yù)審文件下載記錄的申請人遞交的《申請文件》。如申請人為聯(lián)合體，則聯(lián)合體中任何一成員在上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）上注冊并有資格預(yù)審文件下載記錄即可。

4.3申請人成功領(lǐng)取資格預(yù)審文件并不意味著其資格條件符合要求。申請人是否符合本公告第3條“申請人資格條件”的要求由資格預(yù)審評審委員會判定。
The Applicant's successful collection of the prequalification document does not mean that the qualifications meet certain requirements.Whether the Applicant passes the qualification evaluation is determined by the Prequalification Jury.

資格預(yù)審《申請文件》的遞交
Submission of APPLICATION DOCUMENTS
5.1資格預(yù)審《申請文件》以電子文件和紙質(zhì)文件的形式遞交。遞交截止時間為2022年1月29日11:00時，遞交的時間以電子文件上傳成功的時間為準(zhǔn)。除了在截止時間前成功上傳的《申請文件》外，未在截止時間前上傳和以其他形式提交的《申請文件》一律不被受理。
The prequalification application documents should be submitted in the form of electronic documents AND paper documents.The deadline for submission is 11:00 January29th,2022.The time of submission is subject to the time when the Email reaches the inbox.Any late submission or submission in any other form will not be accepted.
5.2電子文件包括全套正本《申請文件》（PDF掃描件和PPT格式）。申請人應(yīng)在上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）本項目的領(lǐng)購頁面下，點擊“投標(biāo)文件”按鈕后上傳資格預(yù)審《申請文件》的電子文件（請注意不要對壓縮文件進(jìn)行加密）。
The electronic documents include a full set of application document(PDF formatscanned copiesand PPTformat document).Applicants should submit by clicking the“tender documents”button under the procurement webpage toupload the electronic documents(please do not encryptcompressed file).
5.3申請人還應(yīng)遞交紙質(zhì)文件2套（正本1套、副本1套），可以派專人送達(dá)或郵寄送達(dá)至浙江省湖州市吳興區(qū)濱湖街道震澤路418號南太湖建設(shè)開發(fā)有限公司。收件人：孫磊，電話：18705724413。當(dāng)電子文件與紙質(zhì)文件內(nèi)容不一致時，以電子文件為準(zhǔn)。

入圍方式
Prequalification
申請人遞交了資格預(yù)審《申請文件》后，資格預(yù)審評審委員會將對申請人進(jìn)行綜合評審和比較，選擇6名申請人作為入圍的應(yīng)征人。如申請人數(shù)量正好為6名，資格預(yù)審評審委員會將對申請人的綜合情況、項目業(yè)績和團(tuán)隊組成等進(jìn)行是否符合項目要求的判定，如判定符合項目要求，6名申請人直接入圍。如申請人不足6名，征集人保留重新組織資格預(yù)審的權(quán)利。
Once Applicants have submitted prequalification application documents,the Prequalification Jury will conduct a comprehensive review of all Applicants and select 6Applicants as shortlisted Participants.If the number of Applicants is exactly 6,the Prequalification Jury will determine whether the Applicants'overall ability,relevantexperiences of similar projects,and team composition have met the project requirements.If all 6applicants are determined to meet the project requirements,all 6applicants will be directly shortlisted.If less than 6applicants are determined tohave met the project requirements,the Sponsor reserves the right to reorganize the Prequalification.

方案征集費和深化設(shè)計咨詢費
Design Fee and Deepening Design Consulting Fee
7.1 6名應(yīng)征人在最終設(shè)計方案評審結(jié)束，并經(jīng)專家委員會評定符合最終設(shè)計任務(wù)要求的，將各獲得方案征集費180萬人民幣（含稅）。
After the final review meeting,6shortlisted participant who meets the requirements of the design brief assessed by the expert committee will receive the design fee of RMB 1,800,000(tax included).
7.2中選應(yīng)征人將根據(jù)征集人的委托，提供深化設(shè)計咨詢服務(wù)，包括但不限于對規(guī)劃和城市設(shè)計方案進(jìn)行整合、提供建筑方案設(shè)計和建筑初步設(shè)計咨詢服務(wù)。深化設(shè)計咨詢費由應(yīng)征人自行報價，是成果文件的組成部分。深化設(shè)計咨詢費的報價將被作為方案評審的考慮因素之一。中選應(yīng)征人的方案征集費抵作深化設(shè)計咨詢費，不另行單獨支付，除非征集人未與其簽署深化設(shè)計咨詢合同。
The selectedshortlisted participant will provide deepening design consulting services including but not limited to theintegration of planning and urban design schemes,architectural scheme design service and design development consulting service.The consulting fee ofdeepening design shall be quoted by the shortlisted participant and is an integral part of the deliverables.The quotation of the consulting fee will be considered as one of the factors for the final review.Design Fee ofselectedshortlisted participant shall be included in the deepening design consulting fee and shall not be paid separately,unless the Sponsor has not signed the deepening design consulting contract with the selected shortlisted participant.

申請人遞交資格預(yù)審《申請文件》即視為接受以下知識產(chǎn)權(quán)條款：

10.1所有由應(yīng)征人編制的成果文件，其著作權(quán)歸應(yīng)征人所有。

10.2對于規(guī)劃和城市設(shè)計的成果文件，在征集人向應(yīng)征人付清本公告第7條定義的方案征集費之后，該部分成果文件的知識產(chǎn)權(quán)歸征集人所有，征集人有權(quán)使用、復(fù)制、修改及宣傳成果文件。
The Intellectual Property Rights of the Deliverables of planning and urban design submitted by the shortlisted applicant belongs to the sponsor upon full payment for the design fee defined in Item 8.The sponsorhas the right to use,copy,revise and propaganda the Deliverables.
10.3對于建筑概念方案設(shè)計的成果文件，征集人與應(yīng)征人簽署了深化設(shè)計咨詢合同后，征集人可以使用應(yīng)征人遞交的建筑概念方案設(shè)計成果。如果項目在方案征集后終止，或應(yīng)征人的建筑概念方案未能中選，或征集人未能與概念方案中選的應(yīng)征人簽訂深化設(shè)計咨詢合同，征集人不可將應(yīng)征人的建筑概念方案用于本項目的方案設(shè)計、初步設(shè)計及施工圖設(shè)計。
The sponsor can use the architectural conceptual design deliverables after signing the deepening design consulting contract with the shortlisted participant.If the project is terminated after the scheme solicitation,or the scheme fails to be selected,or the sponsor does not sign the deepening design consulting contractwith the shortlisted participant,the sponsor shall not use shortlisted participant’s corresponding Deliverables for the Scheme Design,Design Development or Construction Drawing.
10.4雙方均不能將成果文件部分或全部地用于本項目之外的其他項目。
Neither the sponsor nor the shortlisted participant has the right to use all or part of the design scheme for projects other than this Project.
10.5應(yīng)征人應(yīng)保證遞交的設(shè)計方案在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其設(shè)計方案使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。
Shortlistedapplicant shall ensure that the design scheme does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.Shortlistedapplicant shall guarantee that if its design scheme uses or contains the intellectual property rights or proprietary technology or trade secrets of any other person,Shortlistedapplicant has obtained the legal,effective and sufficient authorization of the owner.Shortlistedapplicant shall be liable for all compensation liabilities arising from its infringement of others'intellectual property rights or proprietary technology or trade secrets.
10.6征集人可對應(yīng)征人遞交的設(shè)計成果進(jìn)行印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式對設(shè)計方案進(jìn)行評價、展示和宣傳，但應(yīng)注明應(yīng)征人的名稱。在征得征集人書面同意后，應(yīng)征人可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其設(shè)計方案的相關(guān)內(nèi)容。
The sponsor may print,publish and exhibit the Deliverables submitted by the shortlisted participant,and evaluate,display and publicize the design scheme through media,professional magazines,books and other forms,but shortlisted participant’s name shall be indicated.With written consent of the sponsor,shortlisted participant may evaluate and display relevant content of the scheme through media,professional magazines,books and other forms.

11.1凡參加本次資格預(yù)審的申請人均被視為同意并接受資格預(yù)審文件的全部內(nèi)容及條款。
