Background
競(jìng)賽背景
片區(qū)位于廈門本島西部，由牛頭山北路以南，鎮(zhèn)海路以北，東渡路-湖濱西路-思明南北路以西，廈門島西海岸線以東圍合的區(qū)域。片區(qū)東臨中山路歷史文化街區(qū)，西與鼓浪嶼世界遺產(chǎn)地相望，南接廈港歷史地段，歷史底蘊(yùn)深厚，交通區(qū)位條件優(yōu)越，具有山、海、湖、城一體的景觀資源優(yōu)勢(shì)，是廈門重要的濱海公共空間和游客集聚地。但同時(shí)，片區(qū)局部交通組織不暢，部分設(shè)施陳舊，整治提升已成為“兩高兩化”城市建設(shè)的必然要求。
The area,located in the western part of Xiamen Island,is bounded by Niutou Mountain North Road to the north,Zhenhai Road to the south,Dongdu Road-Hubin West Road-Siming North-South Road to the east,and the western coastline of Xiamen Island to the west.It is adjacent to the historical and cultural district of Zhongshan Road to the east,faces the Gulangyu world heritage site to the west,and connects to the historical area of Xiagang to the south,with rich historical connotations and superior transportation location conditions.It boasts integrated landscape resources of mountains,sea,lake,and city,making it an important coastal public space and tourist gathering area in Xiamen.However,the area currently faces issues such as poor local traffic organization and outdated facilities,making renovation and enhancement a necessity in line with the urban construction requirements of building Xiamen into a city of high aesthetic and quality standards,modernity,and internationalization.
堅(jiān)持“發(fā)展戰(zhàn)略引領(lǐng)、目標(biāo)導(dǎo)向規(guī)劃、國(guó)際標(biāo)準(zhǔn)建設(shè)”，以國(guó)際先進(jìn)的開發(fā)理念來(lái)科學(xué)謀劃片區(qū)設(shè)計(jì)方案。塑造富有歷史底蘊(yùn)、地域特色、人氣活力的城市空間，打造功能復(fù)合、空間集約的典范岸線。為促進(jìn)片區(qū)高質(zhì)量發(fā)展，根據(jù)市委、市政府的工作部署，由廈門市自然資源和規(guī)劃局、廈門市市政園林局、廈門港口高質(zhì)量發(fā)展指揮部共同組織本次方案競(jìng)賽。
Adhering to the principles of"development strategy-leading,goal-oriented planning,and international-standard construction",the competition aims to scientifically plan the area design scheme with internationally advanced development concepts.The goal is to create urban spaces rich in historical depth,regional characteristics,and vibrant popularity,and to establish a model shoreline with functional integration and spatial compactness.To promote high-quality development of the area,the competition is jointly organized by the Xiamen Municipal Bureau of Natural Resources and Planning,the Xiamen Municipal Bureau of Municipal and Garden Affairs,and the Xiamen Port High-Quality Development Command.

本次設(shè)計(jì)范圍包括兩個(gè)層次
總體研究范圍
Overall Research Scope
北至牛頭山北路，南至鎮(zhèn)海路，東至東渡路-湖濱西路-思明南北路，西至廈門島西海岸線，總面積約3.5平方公里。
North to Niutou Mountain North Road,south to Zhenhai Road,east to Dongdu Road-Hubin West Road-Siming North-South Road,west to the western coastline of Xiamen Island,it covers a total area of approximately 3.5 square kilometers.
方案設(shè)計(jì)范圍
Scheme Design Scope
北至牛頭山路，南至海濱公園，東至雙獅西路-湖濱西路-西堤路-鷺江道，西至廈門島西海岸線，包括雙獅山、郵輪中心、海灣公園、BRT第一碼頭樞紐、海濱公園等，約1.4平方公里。
North to Niutou Mountain Road,south to Haibin Park,east to Shuangshi West Road-Hubin West Road-Xidi Road-Lujiang Avenue,west to the western coastline of Xiamen Island,including Shuangshi Mountain,Cruise Center,Bay Park,BRT First Dock Hub,Haibin Park,etc.,it covers approximately 1.4 square kilometers.
其中改造建筑包括新旅游客運(yùn)碼頭、原金樽、原榮譽(yù)和臨時(shí)商業(yè)街、西堤陽(yáng)臺(tái)、BRT第一碼頭樞紐站節(jié)點(diǎn)（含清水及電力進(jìn)島隧道工作井、舊第一碼頭至警備區(qū)船運(yùn)大隊(duì)碼頭）和輪渡碼頭，約11公頃；保留建筑為其他已批已建建筑，包括海上世界綜合體、郵輪中心航站樓、郵輪城二期商業(yè)綜合體及下沉廣場(chǎng)、廈門邊防船艇營(yíng)房、海警110碼頭和鷺江碼頭等。
Buildings that need to be renovated include the new tourist passenger terminal,former Jin Zun,former Rong Yu and temporary commercial street,Xidi Balcony,BRT First Dock Hub Node(including fresh water and power island tunnel working shaft,old first dock to garrison area shipping team dock)and ferry terminal,approximately 11 hectares.Buildings that need to be preserved include other approved and built structures,including the Sea World Complex,Cruise Center Terminal Building,Cruise City Phase II Commercial Complex and Sunken Plaza,Xiamen Border Defense Boat Camp,Coast Guard 110 Dock,and Lujiang Dock,etc.

競(jìng)賽征集方式
本次國(guó)際競(jìng)賽分為“報(bào)名及參賽機(jī)構(gòu)遴選”“方案設(shè)計(jì)及評(píng)審”“后期深化”三個(gè)工作階段。參賽機(jī)構(gòu)（聯(lián)合體）根據(jù)本次征集文件，提交相應(yīng)文件。
This international competition is divided into three work stages:"Registration and Selection of Participating Institutions","Scheme Design and Evaluation",and"Post-Stage Deepening".Participating institutions(consortiums)must submit relevant documents according to the solicitation documents.

注：以上時(shí)間以北京時(shí)間為準(zhǔn)，主辦單位可對(duì)具體時(shí)間節(jié)點(diǎn)、評(píng)審會(huì)形式作適時(shí)調(diào)整。

Competition Prizes
競(jìng)賽獎(jiǎng)金
本次國(guó)際競(jìng)賽的獎(jiǎng)勵(lì)均以人民幣支付，為含稅金額，各單位自行依法辦理涉稅手續(xù)和繳納稅款。
All rewards for this international competition are paid in RMB,including tax amounts.Each unit is responsible for handling tax-related matters and paying taxes according to the law.
入圍參賽機(jī)構(gòu)按照正式任務(wù)書要求遞交最終設(shè)計(jì)成果后，由評(píng)審委員會(huì)按程序?qū)?家機(jī)構(gòu)提交的方案設(shè)計(jì)成果進(jìn)行評(píng)審，入圍方案將獲得如下征集獎(jiǎng)金（含稅）：
After submitting the final design deliverables as required by the official task book,the evaluation committee will evaluate the design deliverables submitted by the six institutions according to the procedures.The shortlisted schemes will receive the following solicitation prizes(including tax):
第一名（1名）：獲得人民幣壹佰捌拾萬(wàn)元整（小寫￥1,800,000.00元），并獲得后續(xù)整合深化設(shè)計(jì)合同；
第二名（1名）：獲得人民幣壹佰陸拾萬(wàn)元整（小寫￥1,600,000.00元）；
第三名（1名）：獲得人民幣壹佰肆拾萬(wàn)元整（小寫￥14,00,000.00元）；
第四至六名：各獲得人民幣壹佰萬(wàn)元整（小寫￥10,00,000.00元）。
后期深化費(fèi)用人民幣肆佰萬(wàn)元整（小寫￥4,000,000.00元）。
First Prize(1):RMB 1,800,000.00 and a subsequent integration and deepening design contract;
Second Prize(1):RMB 1,600,000.00;
Third Prize(1):RMB 1,400,000.00;
Fourth to Sixth Prize:Each receives RMB 1,000,000.00.
The post-stage deepening fee is RMB 4,000,000.00.
Registration Requirements
競(jìng)賽報(bào)名要求
以下第1-4、6項(xiàng)為報(bào)名必要性要求，第5項(xiàng)為參考性要求。
The following items 1-4 and 6 are necessary requirements for registration,while item 5 is for reference.
1.本次國(guó)際競(jìng)賽采用全球公開報(bào)名的方式，為保證本次方案征集成果的質(zhì)量與水平，對(duì)參賽機(jī)構(gòu)須設(shè)置高標(biāo)準(zhǔn)的準(zhǔn)入門檻和遴選標(biāo)準(zhǔn)。本次征集活動(dòng)不設(shè)資質(zhì)要求，境內(nèi)外參賽機(jī)構(gòu)均可報(bào)名參加本次國(guó)際征集工作。任一參賽機(jī)構(gòu)須是國(guó)內(nèi)外注冊(cè)的獨(dú)立法人或合伙制企業(yè)或其他組織。相互間有直接控股關(guān)系、管理關(guān)系或法定代表人為同一人的不同法人，不得同時(shí)報(bào)名參賽。母公司和其下屬子公司不可以同時(shí)參賽，但是同一個(gè)母公司下屬的不同子公司，在滿足各自是獨(dú)立法人，且子公司之間不存在控股或管理關(guān)系，可同時(shí)報(bào)名參賽。
1.This international competition publicly accepts applications from around the world.To ensure the quality and standard of the outcomes of this scheme solicitation,high entry and selection criteria are set for participating institutions.There are no qualification requirements for this solicitation;both domestic and overseas institutions can register to participate.Any participating institution must be a registered independent legal entity,partnership,or other organization domestically or internationally.Different legal entities with direct controlling relations,management relations,or the same legal representative cannot register simultaneously.A parent company and its subsidiaries cannot participate simultaneously,but different subsidiaries of the same parent company,if they are independent legal entities and do not have controlling or management relations between them,can register simultaneously.
2.鼓勵(lì)參賽機(jī)構(gòu)以聯(lián)合體形式報(bào)名參賽，聯(lián)合體成員數(shù)量不超過(guò)兩家。以聯(lián)合體參賽的，聯(lián)合體各成員不得再單獨(dú)或以其他名義與其他參賽機(jī)構(gòu)組成聯(lián)合體參與報(bào)名，聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議書》，并明確牽頭單位、各方工作分工及權(quán)益分配等。
2.Institutions are encouraged to register as a consortium,with the number of consortium members not exceeding two.If participating as a consortium,each member of the consortium may not register individually or form another consortium with other institutions.All members of the consortium must sign a legally binding"Consortium Agreement",specifying the leading unit,division of work,and distribution of rights and interests.
3.不接受個(gè)人或個(gè)人組合的報(bào)名。
3.Individual or individual group registrations are not accepted.
4.境外（含港澳臺(tái)地區(qū)）參賽機(jī)構(gòu)需提供以下有效證明材料：
?。?）所在國(guó)（地區(qū)）政府主管部門核發(fā)的機(jī)構(gòu)注冊(cè)登記證明（至少注冊(cè)成立一年，且有固定辦公地點(diǎn)）。
（2）所在國(guó)（地區(qū)）政府主管部門或者有關(guān)行業(yè)組織核發(fā)的設(shè)計(jì)許可證明（如有）。
4.Overseas(including Hong Kong,Macau,and Taiwan)participating institutions need to provide the following valid proof materials:
(1)Institution registration certificate issued by the relevant government department of the country(region)(registered for at least one year with a fixed office location).
(2)Design license certificate issued by the relevant government department or industry organization of the country(region)(if any).
5.熟悉中國(guó)國(guó)情，鼓勵(lì)具有規(guī)劃、建筑、景觀、運(yùn)營(yíng)策劃等專業(yè)人員構(gòu)成，具有以下條件的團(tuán)隊(duì)優(yōu)先考慮：
5.Teams familiar with the national conditions of China,having professionals in planning,architecture,landscape,and operation planning,and meeting the following conditions will be given priority:
（1）近10年具有國(guó)際或國(guó)內(nèi)重要濱海/濱水片區(qū)城市設(shè)計(jì)或景觀設(shè)計(jì)等實(shí)踐經(jīng)驗(yàn)，包括環(huán)境景觀、公共空間、建筑風(fēng)貌、交通組織、運(yùn)營(yíng)策劃等。
(1)Having international or domestic significant coastal/waterfront area urban design or landscape design practice experience in the past 10 years,including environmental landscape,public space,architectural style,traffic organization,operation planning,etc.
?。?）近10年具有岸線設(shè)計(jì)實(shí)踐經(jīng)驗(yàn)，包括岸線沿岸提升改造、岸線線型優(yōu)化、濱水公共空間設(shè)計(jì)等。
(2)Having shoreline design practice experience in the past 10 years,including shoreline enhancement and transformation,shoreline line optimization,waterfront public space design,etc.
?。?）項(xiàng)目負(fù)責(zé)人、主創(chuàng)設(shè)計(jì)師資歷具備相應(yīng)專業(yè)的正高級(jí)以上職稱的。主創(chuàng)設(shè)計(jì)師主持過(guò)國(guó)際或國(guó)內(nèi)重要濱水地區(qū)類型項(xiàng)目，并有10年以上相關(guān)工作經(jīng)驗(yàn)。
(3)Project leader and chief designer with senior professional titles in the relevant field.The chief designer has hosted significant international or domestic waterfront area projects and has more than ten years of relevant work experience.
?。?）近10年（獲獎(jiǎng)時(shí)間以證書上載明的時(shí)間為準(zhǔn)）參賽機(jī)構(gòu)承擔(dān)的項(xiàng)目獲得過(guò)規(guī)劃、建筑、景觀專業(yè)國(guó)家行業(yè)協(xié)會(huì)獎(jiǎng)等權(quán)威獎(jiǎng)項(xiàng)。
(4)Participating institutions whose projects have received authoritative awards such as national industry association awards in planning,architecture,landscape,etc.,in the past ten years(based on the certificate's award date).
?。?）項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)師獲得院士或全國(guó)工程勘察設(shè)計(jì)大師稱號(hào)的。
(5)Project leaders or chief designers who have received titles such as academicians or national engineering survey and design masters.
?。?）英國(guó)WA或建筑刊物《Building Design(BD)》建筑設(shè)計(jì)公司100強(qiáng)的建筑參賽機(jī)構(gòu)或美國(guó)著名刊物《Architectural Record(建筑實(shí)錄)》前50強(qiáng)建筑設(shè)計(jì)公司，或有獲得國(guó)際建筑獎(jiǎng)項(xiàng)的知名建筑師作為主創(chuàng)設(shè)計(jì)師領(lǐng)銜的參賽機(jī)構(gòu)。
(6)Architectural design companies ranked in the top 100 by the UK WA or Building Design(BD)or the top 50 by the US Architectural Record,or participating institutions with renowned architects who have received international architectural awards as chief designers.
注：上述涉及的設(shè)計(jì)經(jīng)驗(yàn)須提供設(shè)計(jì)合同或中標(biāo)通知書或證明文件。
Note:The design experience mentioned above must be provided with design contracts,winning notices,or proof documents.

?。?）參與本次國(guó)際征集的設(shè)計(jì)人員應(yīng)為該參賽機(jī)構(gòu)的在冊(cè)人員，主創(chuàng)設(shè)計(jì)師須直接參與本次方案設(shè)計(jì)全過(guò)程，親自參與現(xiàn)場(chǎng)踏勘、成果匯報(bào)、評(píng)審答疑等重要節(jié)點(diǎn)工作。如在本次國(guó)際征集過(guò)程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與參賽材料所提交的團(tuán)隊(duì)人員不符，主辦單位有權(quán)取消其參加資格。境外參賽機(jī)構(gòu)的項(xiàng)目規(guī)劃設(shè)計(jì)人員中應(yīng)至少有一名通曉漢語(yǔ)的人士。
(1)The design personnel participating in this international solicitation should be registered personnel of the participating institution.The chief designer must participate in the entire design process,including on-site surveys,results presentations,and Q&A during evaluations.If the chief designer is found to be inconsistent with the team members submitted in the registration materials during the solicitation process,the hosts have the right to disqualify the institution.The project planning and design personnel of overseas institutions should include at least one person fluent in Chinese.
?。?）方案評(píng)審后確定優(yōu)勝方案前，如需要入圍方案參賽機(jī)構(gòu)根據(jù)專家論證意見對(duì)方案進(jìn)行修改、優(yōu)化的，入圍方案參賽機(jī)構(gòu)應(yīng)無(wú)條件完成。
(2)Before determining the winning scheme,if the shortlisted institutions need to modify and optimize the scheme based on expert opinions,they must complete it unconditionally.
?。?）為了保證項(xiàng)目溝通銜接到位，優(yōu)勝方案參賽機(jī)構(gòu)需在深化階段合計(jì)駐場(chǎng)辦公不少于40天，期間差旅費(fèi)自理。
(3)To ensure smooth project communication,the winning institution must have a cumulative on-site office period of no less than 40 days during the deepening phase,with travel expenses borne by themselves.
?。?）本項(xiàng)目采用“總設(shè)計(jì)師負(fù)責(zé)制”，優(yōu)勝方案第一名的主創(chuàng)設(shè)計(jì)師將作為片區(qū)后續(xù)項(xiàng)目實(shí)施的總設(shè)計(jì)師，負(fù)責(zé)統(tǒng)籌片區(qū)實(shí)施計(jì)劃、跟蹤重點(diǎn)項(xiàng)目“規(guī)建管”全過(guò)程、把關(guān)各項(xiàng)目設(shè)計(jì)質(zhì)量等。
(4)This project adopts a"Chief Designer Responsibility System",where the chief designer of the first-prize winning will serve as the chief designer for subsequent implementation,responsible for coordinating the implementation plan,tracking key projects throughout the"planning,construction,and management"process,and ensuring design quality.
?。?）參賽機(jī)構(gòu)向主辦方提交的全部設(shè)計(jì)成果所具有的知識(shí)產(chǎn)權(quán)歸主辦方所有并使用。參賽機(jī)構(gòu)不得提供不屬于自己的設(shè)計(jì)成果。
(5)The intellectual property rights of all design results submitted by participating institutions to the hosts belong to and are used by the hosts.Participating institutions must not provide design results that do not belong to them.

資格預(yù)審、方案設(shè)計(jì)及評(píng)審
報(bào)名及參賽機(jī)構(gòu)遴選階段
Registration and Selection Phase
市建筑景觀藝術(shù)委員會(huì)聯(lián)合主辦單位組成資格審查委員會(huì)，綜合考慮公司資信、公司相關(guān)業(yè)績(jī)、團(tuán)隊(duì)實(shí)力等，通過(guò)多輪投票的資格審查方式，擇優(yōu)選出6家參賽機(jī)構(gòu)（聯(lián)合體）參與下一階段方案編制（無(wú)排序）。同時(shí)評(píng)選出2家備選單位（有排序），如入圍的6家參賽機(jī)構(gòu)退出下一階段方案設(shè)計(jì)或評(píng)審，則備選單位依序替補(bǔ)。
The Municipal Architectural and Landscape Art Committee,together with the hosts,will form a qualification review committee.They will comprehensively consider the company's credentials,relevant performance,and team strength,and select six participating institutions(consortia)through multiple rounds of voting(without ranking)to participate in the next phase of scheme preparation.Two backup units(with ranking)will also be selected.If any of the six shortlisted institutions withdraw from the next phase,the backup units will replace them in order.
入圍參賽機(jī)構(gòu)應(yīng)在收到入圍通知后，按時(shí)提交《參賽機(jī)構(gòu)承諾書》（入圍后發(fā)放各參賽機(jī)構(gòu)），若遞交《參賽機(jī)構(gòu)承諾書》的參賽機(jī)構(gòu)因自身原因中途退出或最終放棄參與，主辦單位有權(quán)在今后拒絕該參賽機(jī)構(gòu)參加主辦機(jī)構(gòu)的任何項(xiàng)目。
Shortlisted institutions must submit a"Participating Institution Commitment Letter"(provided to each institution after shortlisting)on time upon receiving the notification.If the institution withdraws or ultimately gives up participation for its reasons,the hosts reserve the right to refuse the institution's participation in any of the hosts'future projects.
方案設(shè)計(jì)及評(píng)審階段
Scheme Design and Evaluation Phase
1.在與入圍參賽機(jī)構(gòu)簽訂《參賽機(jī)構(gòu)承諾書》后，主辦單位將提供設(shè)計(jì)基礎(chǔ)資料，組織現(xiàn)場(chǎng)踏勘和答疑。入圍參賽機(jī)構(gòu)按照《設(shè)計(jì)任務(wù)書》要求提交成果文件。每家參賽機(jī)構(gòu)只允許提交一個(gè)方案。
1.After signing the"Participating Institution Commitment Letter",the hosts will provide basic design information and organize on-site surveys and Q&A sessions.Shortlisted institutions must submit the results following the"Design Brief"requirements.Each institution is allowed to submit only one scheme.
2.主辦單位組建方案評(píng)審委員會(huì)，成員由6名專家（包括規(guī)劃、建筑、景觀、運(yùn)營(yíng)策劃等方面）和3名部門代表組成。
2.The hosts will form a scheme evaluation committee consisting of six experts(including planning,architecture,landscape,operation planning,etc.)and three department representatives.
3.參賽機(jī)構(gòu)通過(guò)抽簽順序，采用多媒體匯報(bào)的方式進(jìn)行，匯報(bào)成果以交標(biāo)時(shí)的文件為準(zhǔn)，不得更改替換；方案設(shè)計(jì)成果匯報(bào)，每個(gè)參賽機(jī)構(gòu)多媒體演示時(shí)間不超過(guò)15分鐘(含3分鐘動(dòng)畫展示)，專家提問及補(bǔ)充匯報(bào)時(shí)間不超過(guò)15分鐘，共計(jì)30分鐘。
3.Participating institutions will present their schemes in the order determined by a draw,using multimedia presentations.The presentation results must be based on the submitted documents and cannot be changed.Each institution's multimedia presentation should not exceed 15 minutes(including a 3-minute animation display),with an additional 15 minutes for expert questions and supplementary presentations,totaling 30 minutes.
4.市建筑景觀藝術(shù)委員會(huì)聯(lián)合評(píng)審委員會(huì)在認(rèn)真研究6家入圍參賽機(jī)構(gòu)的方案設(shè)計(jì)成果文件和充分討論基礎(chǔ)上，推薦3個(gè)優(yōu)勝方案上報(bào)市城市規(guī)劃委員會(huì)決選。
4.The Municipal Architectural and Landscape Art Committee,together with the evaluation committee,will recommend three winning schemes to the Municipal Urban Planning Committee for final selection after thoroughly studying the design results of the six shortlisted institutions and fully discussing them.

Post-Stage Deepening Phase
優(yōu)勝方案第一名的參賽機(jī)構(gòu)（聯(lián)合體）將獲得后續(xù)深化設(shè)計(jì)合同，聯(lián)合地方設(shè)計(jì)單位，按照主辦單位、專家評(píng)審等各方意見深化細(xì)化方案，整合為一版具有整體性和獨(dú)創(chuàng)性的設(shè)計(jì)方案，方案應(yīng)達(dá)到初步設(shè)計(jì)深度。
The first-prize winning institution(consortium)will receive the subsequent deepening design contract.They will work with local design institutions to deepen and refine the scheme based on the hosts'and experts'opinions,integrating it into a comprehensive and original design scheme,reaching a preliminary design depth.

1.參賽機(jī)構(gòu)填寫報(bào)名信息蓋章掃描后連同報(bào)名演示文件發(fā)送至指定郵箱：423810276 qq.com，并于北京時(shí)間2025年01月20日（周一）17:00前提交，報(bào)名截止，電子報(bào)名信息須與紙質(zhì)文件一致。
1.Participating institutions should fill out and stamp the application information,scan it,and send it along with the presentation file to the designated email:423810276 qq.com,and submit by 17:00 Beijing time on January 20,2025(Monday),which is the deadline for application.The electronic application information must be consistent with the paper documents.

文本文件：A3規(guī)格（297毫米×420毫米），采用雙面軟膠裝的規(guī)格進(jìn)行打印裝訂，共計(jì)21份，其中正本1本單獨(dú)裝訂包裝（標(biāo)注參賽機(jī)構(gòu)名稱），副本20本單獨(dú)裝訂包裝（不得標(biāo)注參賽機(jī)構(gòu)名稱）。
Text document:A3 size(297mm×420mm),double-sided soft glue binding,total 21 copies,with 1 original separately bound and packaged(labeled with the participating institution name),and 20 copies separately bound and packaged(without labeling the participating institution name).

One set of A0 size(840 mm×1180 mm,vertical format),with 6 mounted illustration boards.The illustration boards should be accompanied by an explanation or serial numbers indicating the arrangement order(the name of the participating institution is not allowed to be marked).

(C)Physical Model
提供片區(qū)范圍1:2000的實(shí)體模型和自選重要節(jié)點(diǎn)1:500實(shí)體模型（自選重要節(jié)點(diǎn)不超過(guò)3個(gè)），模型表達(dá)內(nèi)容由參賽機(jī)構(gòu)自行考慮,尺寸不小于2米×2米。模型附近無(wú)電源，如需要請(qǐng)自備電源，為了統(tǒng)一展示，自備黑色絨布覆蓋模型下方，參賽機(jī)構(gòu)安排人員到場(chǎng)安裝。
Provide a physical model of the area at a 1:2000 scale and self-selected important nodes at a 1:500 scale(no more than 3 self-selected important nodes),the model content is at the discretion of the participating institution,and the model size should not be less than 2 meters×2 meters.There is no power supply near the model,so please bring your own power supply if needed.For uniform display,bring black velvet cloth to cover below the model,and arrange personnel to install on-site.

中文多媒體文件及PPT演示文稿表達(dá)完整，不得體現(xiàn)與參賽機(jī)構(gòu)有任何關(guān)聯(lián)的信息，動(dòng)畫展示時(shí)間控制在3分鐘以內(nèi)(含)，多媒體總匯報(bào)時(shí)間控制在15分鐘以內(nèi)(含)。
The multimedia file and PPT presentation should be in Chinese and fully express the content without any information related to the participating institution.The animation display should be within 3 minutes,and the total multimedia presentation should be within 15 minutes.

以U盤形式提交，含設(shè)計(jì)文本（PPT、doc文件或可編輯的PDF格式）、CAD圖紙（DWG格式）、三維數(shù)字化模型文件（SketchUp或3Dmax或Rhino格式）、評(píng)審展示用圖（A0，300DPI的JPG或PDF格式）、多媒體演示文件（MP4、AVI或WMV格式）、PPT演示文件（PPT或PDF格式）等。
Submit via USB flash disk,including design text(PPT,doc,or editable PDF format),CAD drawings(DWG format),3D digital model files(SketchUp,3Dmax,or Rhino format),evaluation display images(A0,300DPI JPG or PDF format),multimedia presentation files(MP4,AVI,or WMV format),and PPT presentation files(PPT or PDF format).

成果要求與有效性
在規(guī)定截止日期前送達(dá)，有下列情形之一者，經(jīng)評(píng)審委員會(huì)三分之二以上評(píng)委認(rèn)定視為無(wú)效成果：
Deliverables should be submitted before the deadline.They will be deemed invalid under any of the following circumstances,as determined by a two-thirds majority of the evaluation committee:
1.成果提交后，更改設(shè)計(jì)成果的內(nèi)容；
1.Modifying the content of the design deliverables after submission;
2.成果不符合任務(wù)書要求，包括成果內(nèi)容不全、未達(dá)到任務(wù)書中設(shè)計(jì)深度要求；
2.Deliverables not meeting the requirements of the task book,including incomplete content or failure to meet the design depth requirements specified in the task book;
3.將設(shè)計(jì)任務(wù)轉(zhuǎn)包或混合其他機(jī)構(gòu)設(shè)計(jì)人員完成的設(shè)計(jì)成果；
3.Subcontracting the design task or mixing design personnel from other organizations;
4.參加聯(lián)合體的各成員再以自己的名義單獨(dú)參加的，或同時(shí)與兩個(gè)或兩個(gè)以上的聯(lián)合體參加的；
4.Members of a consortium participating again in their own name,or simultaneously participating with two or more consortia;
5.成果非原創(chuàng)、已經(jīng)發(fā)表過(guò)、與其他設(shè)計(jì)方案雷同的；
5.Non-original deliverables,previously published,or similar to other design schemes;
6.逾期送達(dá)。

Copyright Issues and Legal Matters
版權(quán)問題及法律
1.主辦單位對(duì)設(shè)計(jì)成果共同享有版權(quán)，但參賽機(jī)構(gòu)享有設(shè)計(jì)成果的署名權(quán)。此外，主辦單位對(duì)本次國(guó)際競(jìng)賽活動(dòng)收到所有設(shè)計(jì)成果享有所有權(quán)，所有設(shè)計(jì)成果在評(píng)審后將不予退還參賽機(jī)構(gòu)。
1.The hosts jointly own the copyright of the design deliverables,but the participating institution retains the right to be credited for the design deliverables.Additionally,the hosts hold ownership of all design deliverables received in this international competition event,and all design deliverables will not be returned to the participating institutions after evaluation.
2.主辦單位對(duì)領(lǐng)取征集獎(jiǎng)金的入圍參賽機(jī)構(gòu)的方案設(shè)計(jì)成果享有使用權(quán)。
2.The hosts have the right to use the design deliverables of the shortlisted participating institutions that receive the prizes for this solicitation.
3.主辦單位有權(quán)使用本次國(guó)際競(jìng)賽活動(dòng)收到的所有設(shè)計(jì)成果進(jìn)行出版和展覽，并通過(guò)傳媒、專業(yè)雜志、專業(yè)書刊或其它形式介紹、展示及評(píng)價(jià)成果文件。
3.The hosts have the right to use all design deliverables received in this international competition event for publication and exhibition,and to introduce,display,and evaluate deliverables through media,professional magazines,professional books,or other forms.
4.參賽機(jī)構(gòu)應(yīng)保證設(shè)計(jì)成果中所有內(nèi)容均為參賽機(jī)構(gòu)原創(chuàng)，不得侵犯第三者知識(shí)產(chǎn)權(quán)。如發(fā)生侵權(quán)行為，將由涉及侵權(quán)的參賽機(jī)構(gòu)自行承擔(dān)一切法律后果，主辦單位及承辦單位有權(quán)取消其參與本次國(guó)際競(jìng)賽的資格，并有權(quán)要求退回或不予支付涉嫌侵權(quán)的參賽機(jī)構(gòu)的獎(jiǎng)金。
4.The participating institution must ensure that all content in the design deliverables is original and does not infringe on third-party intellectual property rights.In the event of infringement,the infringing participating institution will bear all legal consequences,and the hosts and organizers have the right to disqualify them from participating in this international competition and to demand the return of or refuse to pay the prize money to the infringing participating institution.
5.參賽機(jī)構(gòu)從主辦單位及承辦單位獲得的與本次國(guó)際競(jìng)賽有關(guān)或因本次國(guó)際競(jìng)賽產(chǎn)生的所有文件、項(xiàng)目數(shù)據(jù)、技術(shù)秘密、工作方案、會(huì)議資料、相關(guān)協(xié)議、補(bǔ)遺資料等，無(wú)論以何種形式或載于何種載體，無(wú)論在披露時(shí)是否以口頭、圖像或以書面方式表明，皆具有保密性。
5.All documents,project data,technical secrets,work plans,meeting materials,related agreements,and supplementary materials obtained by the participating institution from the hosts and organizers in relation to or arising from this international competition are confidential,regardless of their form or the medium they are stored on,and regardless of whether they were indicated as confidential when disclosed.
6.未公布本次國(guó)際競(jìng)賽結(jié)果之前，參賽機(jī)構(gòu)或其設(shè)計(jì)人員未征得主辦單位和承辦單位的許可，不得以任何方式披露、公開或展示設(shè)計(jì)成果，否則將依法追究其相應(yīng)法律責(zé)任，并取消其參與本次國(guó)際競(jìng)賽的資格。
6.Before the results of this international competition are announced,participating institutions or their design personnel may not disclose,publicize,or display the design deliverables in any way without the permission of the hosts and organizers,otherwise legal responsibility will be pursued,and their qualification to participate in this international competition will be canceled.
7.本次國(guó)際競(jìng)賽適用中華人民共和國(guó)法律（港澳臺(tái)地區(qū)的法律除外）。因本次國(guó)際競(jìng)賽引發(fā)或與本次競(jìng)賽活動(dòng)相關(guān)的一切爭(zhēng)議，各方應(yīng)協(xié)商解決；若協(xié)商不成時(shí)，任何一方有權(quán)向廈門市人民法院提起訴訟。
7.This international competition is governed by the laws of the People's Republic of China(excluding the laws of Hong Kong,Macau,and Taiwan).Any disputes arising from or related to this competition event should be resolved through consultation;if consultation fails,either party has the right to file a lawsuit in the Xiamen City People's Court.

不正當(dāng)競(jìng)爭(zhēng)與紀(jì)律監(jiān)督
1.嚴(yán)禁應(yīng)征參賽機(jī)構(gòu)向參與方案評(píng)審的有關(guān)人員行賄，使其泄露一切與方案評(píng)審工作相關(guān)的信息。
1.Participating organizations are strictly prohibited from bribing personnel involved in the scheme evaluation to disclose any information related to the evaluation work.
2.應(yīng)征參賽機(jī)構(gòu)在本次征集活動(dòng)中嚴(yán)禁互相串通、結(jié)盟，損害征集活動(dòng)的公正性，或以任何方式影響其他應(yīng)征參賽機(jī)構(gòu)參與正當(dāng)征集活動(dòng)。
2.Participating organizations are strictly prohibited from colluding,forming alliances,damaging the fairness of the solicitation event,or influencing other participating organizations from participating in legitimate solicitation activities in any way.
3.如發(fā)現(xiàn)應(yīng)征參賽機(jī)構(gòu)有上述不正當(dāng)競(jìng)爭(zhēng)行為，主辦單位有權(quán)取消其征集資格或撤銷其所獲獎(jiǎng)項(xiàng)，不再支付獎(jiǎng)金或補(bǔ)償金，若獎(jiǎng)金或補(bǔ)償金已支付則由參賽機(jī)構(gòu)退回主辦單位，并追究相應(yīng)責(zé)任。
3.If any participating organization is found to have engaged in the above unfair competition behavior,the hosts have the right to disqualify them from the solicitation or revoke any awards,and will not pay any prize money or compensation.If prize money or compensation has already been paid,the participating organization must return it to the hosts,and corresponding responsibilities will be pursued.

其他
1.參加本次國(guó)際競(jìng)賽的參賽機(jī)構(gòu)均視為承認(rèn)本次國(guó)際競(jìng)賽規(guī)則以及各階段相應(yīng)的文件內(nèi)容要求。
1.All institutions participating in this international competition are deemed to have acknowledged the rules of this international competition and the respective document content requirements at each stage.
2.方案評(píng)審結(jié)束后，主辦單位不對(duì)未勝出的參賽機(jī)構(gòu)就評(píng)審過(guò)程以及未能勝出原因作出任何解釋，未獲勝參賽機(jī)構(gòu)不得向評(píng)審小組人員或其他有關(guān)人員索問評(píng)審過(guò)程的情況和材料。
2.After the scheme evaluation,the hosts will not provide any explanation to unsuccessful participating institutions regarding the evaluation process or the reasons for not winning,and unsuccessful participating institutions shall not inquire about the evaluation process or materials from evaluation team members or other relevant personnel.
3.主辦單位對(duì)本次國(guó)際競(jìng)賽規(guī)則及設(shè)計(jì)任務(wù)書擁有最終解釋權(quán)，文本內(nèi)容的解釋與適用以中文為準(zhǔn)。
3.The hosts reserve the final right of interpretation regarding the rules of this international competition and the design brief.In case of any discrepancy,the Chinese version of the text shall prevail for interpretation and application purposes.
4.所有成果文件的計(jì)量單位均應(yīng)采用國(guó)際標(biāo)準(zhǔn)計(jì)量單位。距離長(zhǎng)度單位以米（m）為單位，建筑面積以平方米（㎡）為單位，用地面積以公頃（ha）為單位。
4.All deliverable files should use international standard measurement units.Distance and length units should be in meters(m),building area in square meters(m2),and land area in hectares(ha).
