Announcement of International Solicitation forPlanning and Key Area Urban Design of Yiwu(Suxi)International Hub Port
中國城市規(guī)劃學(xué)會（組織策劃單位）受義烏自由貿(mào)易發(fā)展區(qū)管理委員會、義烏市自然資源和規(guī)劃局（主辦單位）聯(lián)合委托，面向全球開展《義烏（蘇溪）國際樞紐港規(guī)劃與重點(diǎn)地段城市設(shè)計(jì)》國際方案征集活動（以下簡稱“本次征集活動”）?，F(xiàn)將相關(guān)事項(xiàng)公告如下：
The Urban Planning Society of China(the organizing entity)has been commissioned jointly by the Yiwu Free Trade Development Zone Management Committee and the Yiwu Natural Resources and Planning Bureau(the hosting entities)to launch this call for international solicitation activity for Planning and Key Area Urban Design of Yiwu(Suxi)International Hub Port(hereinafter referred to as“the solicitation activity”).The relevant details are hereby announced as follows:
一、項(xiàng)目概況
I.Project Background
義烏市是享譽(yù)全球的世界小商品貿(mào)易中心、一帶一路節(jié)點(diǎn)城市、國家物流樞紐城市，也是中國唯一一個縣級國家級國際貿(mào)易綜合改革試驗(yàn)區(qū)。改革開放以來，義烏堅(jiān)持和深化“興商建市”，走出了一條富有自身特色的發(fā)展道路。習(xí)近平總書記先后10余次到義烏調(diào)研指導(dǎo)，盛贊義烏的發(fā)展具有“莫名其妙、無中生有、點(diǎn)石成金”的特色。
Yiwu City is a globally renowned World Small-Commodity Trade Center,a main note city along the Belt and Road Initiative,a national logistics hub,and the only county-level national comprehensive reform pilot zone for international trade in China.Since the initiation of reform and opening up,Yiwu has adhered to the principle of“developing the city through revitalizing commerce,”carving out a distinctive path of development.General Secretary Xi Jinping has visited Yiwu for research and guidance on more than ten occasions,praising Yiwu's development for its unique characteristics of being“an unprecedented miracle,a work of imagination,and a Midas touch.”
近年來，義烏深度融入國家對外開放戰(zhàn)略，主動服務(wù)“一帶一路”倡議，以國際貿(mào)易綜合改革試點(diǎn)為引領(lǐng)，全方位構(gòu)建“樞紐+通道+網(wǎng)絡(luò)”的現(xiàn)代物流體系，形成了樞紐聯(lián)天下、通道達(dá)四方、網(wǎng)絡(luò)布全球的鮮明特征，成為“中國看世界，世界看中國”的重要窗口、陸上絲綢之路和海上絲綢之路的重要交匯點(diǎn)，國內(nèi)國際雙循環(huán)的重要節(jié)點(diǎn)。
In recent years,Yiwu has deeply integrated into the national strategy of opening up.Actively supporting the Belt and Road Initiative,and guided by the international trade comprehensive reform pilot zone,Yiwu has comprehensively constructed a modern logistics system characterized by“hubs+corridors+networks.”Yiwu has emerged as a significant gateway connecting the world to China and China to the world,a crucial intersection of both the land and maritime Silk Roads,and an important node in the domestic and international dual circulation.
義烏（蘇溪）國際樞紐港是浙中地區(qū)“一軸兩核三區(qū)多平臺”格局的重點(diǎn)戰(zhàn)略發(fā)展區(qū)，V字型海陸開放通道“義烏-寧波（遠(yuǎn)洋）”的重要戰(zhàn)略支撐點(diǎn)；也是義烏深化內(nèi)陸開放功能和樞紐城市建設(shè)，高標(biāo)準(zhǔn)建設(shè)商貿(mào)服務(wù)型國家物流樞紐城市，打造國際陸港城市新標(biāo)桿的重要舉措。國際樞紐港建設(shè)對于義烏做強(qiáng)全球小商品供應(yīng)鏈集成示范和小商品服務(wù)貿(mào)易，打造內(nèi)外雙循環(huán)中轉(zhuǎn)和多式聯(lián)運(yùn)窗口、內(nèi)陸型國際商貿(mào)服務(wù)樞紐、區(qū)域商貿(mào)物流中心具有深遠(yuǎn)意義。
Yiwu(Suxi)International Hub Port is a key strategic development area within the“One Axis,Two Cores,Three Zones,and Multiple Platforms”structure in the central Zhejiang region.It serves as a crucial strategic support point for the V-shaped sea-land openning channel“Yiwu-Ningbo(Ocean).”It is also an important initiative for Yiwu to deepen inland opening functions,and construct a high-standard national logistics hub city for trade and services,aiming to create a new benchmark for port cities around the world.Moreover,the construction of this international hub port is of profound significance for Yiwu in strengthening the integration of the global small commodities supply chain and service trade.It aims to establish a hub for domestic and international dual circulation,multimodal transport,an inland international trade and service hub,and a regional trade and logistics center.
為聚焦高質(zhì)量發(fā)展新方向，培育轉(zhuǎn)型升級新動能，探索協(xié)調(diào)發(fā)展新路徑，搶抓“一帶一路”、長江經(jīng)濟(jì)帶發(fā)展、長三角一體化發(fā)展等國家戰(zhàn)略機(jī)遇，借鑒國內(nèi)外一流陸港樞紐發(fā)展經(jīng)驗(yàn)，更加科學(xué)、前瞻地謀劃義東北區(qū)域發(fā)展，現(xiàn)面向全球邀請具有卓越水準(zhǔn)和豐富經(jīng)驗(yàn)的團(tuán)隊(duì)，開展規(guī)劃研究與城市設(shè)計(jì)工作。
In order to focus on a new direction of high-quality development,cultivate new driving forces for transformation and upgrading,explore new paths for coordinated development,and seize national strategic opportunities such as the Belt and Road Initiative,the development of the Yangtze River Economic Belt,as well as the integrative development strategy for the Yangtze River Delta,draw upon the development experiences of top-notch land-port hubs both domestically and internationally,and plan the development of the Yiwu Northeast region in a more scientific and forward-looking manner,this project is now inviting teams with outstanding expertise and abundant experience from around the world to undertake planning research and urban design work.
二、征集要求
II.Objectives
本次征集活動分為資格預(yù)審、方案編制和后期深化三個階段。
This solicitation activity is divided into three stages:prequalification,proposal preparation,,and later-stage refinement.

本次征集活動采用公開征集的方式。應(yīng)征機(jī)構(gòu)需根據(jù)《資格預(yù)審文件》要求提供完整的資格預(yù)審申請文件。通過資格審查，最終從合格的應(yīng)征機(jī)構(gòu)中擇優(yōu)選出4家應(yīng)征機(jī)構(gòu)作為入圍應(yīng)征機(jī)構(gòu)參與方案編制，2家應(yīng)征機(jī)構(gòu)作為備選應(yīng)征機(jī)構(gòu)，如入圍應(yīng)征機(jī)構(gòu)退出，備選應(yīng)征機(jī)構(gòu)依次替補(bǔ)。
This solicitation activity adopts an open solicitation process.Responding organizations are required to provide complete prequalification application materials in accordance with the Prequalification Document requirements.Through the qualification review,a total of four outstanding organizations will be selected from the qualified respondents to participate in the proposal preparation as shortlisted respondents;while two organizations will be selected as alternate respondents,In the event that a shortlisted respondent withdraws,the alternate respondents will be substituted in order.

方案編制階段的主要任務(wù)包括：
The task in the proposal preparation stage mainly includes:
緊緊圍繞義烏高質(zhì)量高水平建成世界小商品之都的總目標(biāo)，落實(shí)全國內(nèi)陸地區(qū)具有港口服務(wù)功能的現(xiàn)代物流中心，“一帶一路”的重要節(jié)點(diǎn)城市的重要職能，承載國家物流樞紐城市的重要使命；將義烏（蘇溪）國際樞紐港打造成為內(nèi)外雙循環(huán)中轉(zhuǎn)和多式聯(lián)運(yùn)窗口、內(nèi)陸型國際商貿(mào)服務(wù)樞紐、區(qū)域商貿(mào)物流中心；推動義東北地區(qū)以港務(wù)發(fā)展為牽引，港產(chǎn)城高度融合、高質(zhì)量發(fā)展。
Closely aligned with the overarching goal of growing Yiwu into a world-renowned hub for high-quality and high-level small commodities,the proposal should implement the important functions of a modern logistics center with port services in the national inland region.Yiwu,as a vital node city along the Belt and Road Initiative,bears the important mission of serving as a national logistics hub city.The objective is to develop Yiwu(Suxi)International Hub Port into a hub for both domestic and international circulation,a multimodal transportation gateway,an inland international trade and service hub,and a regional trade and logistics center.Furthermore,it will drive the integrated and high-quality development of the Yiwu Northeast region,with port operations serving as the driving force for a highly integrated harbor-industry-city development model.
規(guī)劃研究需重點(diǎn)銜接國土空間總體規(guī)劃，研究該區(qū)域發(fā)展策略及定位，明確國際樞紐港核心功能和規(guī)模，完善陸港樞紐集疏運(yùn)體系，梳理整合資源，優(yōu)化總體空間結(jié)構(gòu)，協(xié)調(diào)港產(chǎn)城空間關(guān)系。
The planning research should primarily align with the comprehensive territorial spatial planning,and examine development strategies and positioning across the region.This includes clarifying the core functions and scale of the international hub port,enhancing the land-port hub transportation system,streamlining and integrating resources,optimizing the overall spatial structure,and coordinating the spatial relationships among the port,industry,and city.
城市設(shè)計(jì)需進(jìn)一步聚焦重點(diǎn)地段，細(xì)化功能布局，研究空間形態(tài)，完善聯(lián)運(yùn)系統(tǒng)與交通組織，系統(tǒng)塑造樞紐港特色景觀風(fēng)貌，提出各類公共空間和地塊系統(tǒng)的建設(shè)管控和引導(dǎo)要求。
The urban design should concentrate on key areas,refine the functional layout,study spatial forms,enhance inter-modal systems and traffic organization,systematically shape the distinctive landscape of the hub port.The design should also propose construction control and guidance for various types of public spaces and land parcel systems.

（Ⅲ）Later-stage refinement
負(fù)責(zé)后期深化設(shè)計(jì)的應(yīng)征機(jī)構(gòu)須按照評審委員會及主辦單位意見，吸取其它方案優(yōu)點(diǎn)，對規(guī)劃研究范圍的產(chǎn)業(yè)策劃、功能及空間組織、集疏運(yùn)系統(tǒng)、空間形態(tài)等細(xì)化完善；對重點(diǎn)地段城市設(shè)計(jì)范圍進(jìn)行深化設(shè)計(jì)和控制引導(dǎo)，以指導(dǎo)控規(guī)編制。
The design organization responsible for the later-stage refinement is required to incorporate the advantages of other proposals based on the opinions of the review committee and the organizing entity.Furthermore,industrial planning,functional and spatial distribution,integrated transportation system,and spatial form within the scope of the planning research should be refined and improved.In order to guide the formulation of the regulatory plan,in-depth design and control guidance for the urban design scope in key areas should be conducted as well.
三、征集范圍
III.Scope of Work
本次方案征集范圍包括2個層次，分別為規(guī)劃研究范圍、重點(diǎn)地段城市設(shè)計(jì)范圍。（詳見附圖）
The scope of this proposal solicitation encompasses two spatial level:the planning research scope and the urban design scope in key areas.(Refer to the attached diagram for details)
（1）規(guī)劃研究范圍：面積約31.6平方公里，主要目標(biāo)是銜接國土空間總體規(guī)劃，明確國際樞紐港核心功能和規(guī)模，完善陸港集疏運(yùn)交通體系，優(yōu)化總體布局。
Planning research scope:Approximately 31.6 square kilometers in area,the main objective is to align with the comprehensive territorial spatial planning,define the core functions and scale of the international hub port,improve the land-port integrated transportation system,and optimize the overall spatial distribution.
?。?）重點(diǎn)地段城市設(shè)計(jì)范圍：在劃定的設(shè)計(jì)范圍內(nèi)選擇約3-4平方公里進(jìn)行重點(diǎn)城市設(shè)計(jì)。主要目標(biāo)是進(jìn)一步完善布局、功能、強(qiáng)度、形態(tài)等，系統(tǒng)塑造樞紐港特色景觀風(fēng)貌，提出各類公共空間和地塊系統(tǒng)的建設(shè)管控和引導(dǎo)要求。
Key area urban design scope:Within the delineated design area,approximately 3-4 square kilometers will be selected for focused urban design.The main objective is to further refine the layout,functions,intensity,and forms,while systematically shaping the distinctive landscape and aesthetic characters of the hub port.Moreover,it involves proposing construction,control,and guidance requirements for various types of public spaces and land parcels.
四、應(yīng)征要求
?、?Application Requirements
?。?）本次征集活動采用公開征集的方式，境內(nèi)外合法注冊的機(jī)構(gòu)均可參加。
(1)This solicitation adopts an open call for submissions,and both domestic and foreign organizations that are legally registered are eligible to participate.
?。?）鼓勵中外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報名，但聯(lián)合體成員不得超過3家，聯(lián)合體各方不得再單獨(dú)以自己名義，或與另外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報名。
(2)Encouragement is given for domestic and foreign responding organizations to form consortiums for registration.However,the consortium must not exceed three members,and each member of the consortium should not participate individually or form another consortium with other responding organizations.
?。?）不接受個人及個人組合的報名。法定代表人為同一個人的兩個及兩個以上法人、母公司、全資子公司及其控股公司，不得同時報名。
(3)Individuals and individual combinations are not accepted for registration.Legal entities,parent companies,wholly-owned subsidiaries,and their holding companies with the same legal representative are not allowed to register simultaneously.
（4）應(yīng)征機(jī)構(gòu)（聯(lián)合體）需具有相應(yīng)的空間規(guī)劃、產(chǎn)業(yè)規(guī)劃、物流及綜合服務(wù)、集疏運(yùn)交通組織、設(shè)計(jì)綜合研究能力，即具有：
1）內(nèi)陸綜合型樞紐港、集疏運(yùn)交通組織等綜合研究能力與實(shí)踐經(jīng)驗(yàn)；
2）豐富的城市設(shè)計(jì)、建筑風(fēng)貌、公共空間等設(shè)計(jì)經(jīng)驗(yàn)。
(4)Responding organizations(consortiums)are required to possess corresponding capabilities in spatial planning,industrial planning,logistics and integrated services,integrated transportation organization,and comprehensive design research.Specifically,they should have:
1）Comprehensive research capabilities and practical experience in inland integrated hub ports and integrated transportation organization.
2）Rich experience in urban design,architectural design,and public space design.
?。?）參與本次征集活動的專業(yè)技術(shù)人員須為該應(yīng)征機(jī)構(gòu)的在冊人員，主創(chuàng)設(shè)計(jì)師須有主持過多個同類型項(xiàng)目經(jīng)驗(yàn)，主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)成員須全過程參與本次征集活動（項(xiàng)目啟動會及現(xiàn)場踏勘、方案設(shè)計(jì)、現(xiàn)場方案匯報）。項(xiàng)目團(tuán)隊(duì)需各專業(yè)工種配備齊全，為了保證項(xiàng)目團(tuán)隊(duì)人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)的專業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語人士。
(5)Professionals participating in this solicitation activity must be registered members of the responding organization.The chief designer must have experience in leading multiple projects of similar nature.The chief designer and team members must participate in the entire process of this solicitation activity,including the project launch meeting,on-site survey,concept design,and on-site concept presentation.The project team should have a complete complement of professionals from various disciplines.To ensure a precise understanding of the local context and relevant requirements in China,at least one member of the professional technical team from overseas responding organizations should be fluent in Chinese.
五、費(fèi)用設(shè)置
Ⅴ.Fees and Prizes
本次征集活動擇優(yōu)選取4家入圍應(yīng)征機(jī)構(gòu)獲得參與方案編制階段的資格。入圍應(yīng)征機(jī)構(gòu)按照《征集文件》要求遞交最終設(shè)計(jì)成果后，經(jīng)評審委員會評審后確定方案排名，獲得相應(yīng)獎金或補(bǔ)償金：
Four outstanding responding organizations will be shortlisted to participate in the proposal preparation stage.After the shortlisted applicant institutions submit valid rendering documents in accordance with the requirements in the Solicitation Document.The proposals will be ranked after evaluation by the review committee,the respective design fees(prize)or compensations will be granted accordingly.
第一名：獎金人民幣240萬元（含稅）；
第二名：獎金人民幣200萬元（含稅）；
第三名：獎金人民幣160萬元（含稅）；
第四名：補(bǔ)償金人民幣120萬元（含稅）；
后期深化設(shè)計(jì)費(fèi)用：人民幣260萬元（含稅）。
First Place:Prize of 2.4 million RMB(including taxes);
Second Place:Prize of 2.0 million RMB(including taxes);
Third Place:Prize of 1.6 million RMB(including taxes);
Fourth Place:Compensation of 1.2 million RMB(including taxes);
Later-stage refinement Fee:2.6 million RMB(including taxes).
經(jīng)綜合考量，主辦單位將從獲得前兩名方案的應(yīng)征機(jī)構(gòu)中選取一家，作為后期深化的設(shè)計(jì)機(jī)構(gòu)。具體事宜根據(jù)后續(xù)工作的安排進(jìn)行協(xié)商并另簽訂合同，深化周期約2個月。
After comprehensive consideration,the organizing entity will select one design organization from the top two proposals as the agency for later-stage refinement.Specific details will be negotiated and a separate contract will be signed based on subsequent arrangements.The refinement process is expected to take approximately two months.
但對于未按規(guī)定時間提交應(yīng)征文件，或其應(yīng)征文件按《征集文件》規(guī)定不被接受，或被取消應(yīng)征資格的應(yīng)征機(jī)構(gòu)，將不支付獎金或補(bǔ)償金。
However,responding organizations that fail to submit their proposal documents within the specified timeframe,or have their proposal documents rejected according to the requirements stated in the Solicitation Document,or have their bidding qualifications revoked,will not receive any prize or compensation.
六、時間計(jì)劃
?、?Timeline
計(jì)劃于2024年4月中旬確定入圍應(yīng)征機(jī)構(gòu)、在義烏市組織現(xiàn)場踏勘及召開項(xiàng)目啟動會，屆時需應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計(jì)師本人及其團(tuán)隊(duì)參會。方案編制階段設(shè)計(jì)周期自項(xiàng)目啟動會起約為90個日歷天左右（含節(jié)假日）。
The shortlisted respondents will be determined in mid-April 2024,and a site visit and project kickoff meeting will be organized in Yiwu City.The chief designer and their team from the responding organization are required to attend the meeting.The design period of the proposal preparation stage is approximately 90 calendar days(including holidays)from the date of the project kickoff meeting.

七、申請方式
Ⅶ.Submission Guidelines
凡有意參加本次征集活動的應(yīng)征機(jī)構(gòu)，需先進(jìn)行申請登記，應(yīng)征機(jī)構(gòu)下載申請表格（附件1）并完整填寫申請信息后，發(fā)送郵件至指定郵箱zxb planning.org.cn，組織策劃單位收到申請表后，以郵件方式回復(fù)資格預(yù)審文件等相關(guān)文件。
Any organization who intends to participate in this solicitation activity are required to register first.Responding organizations should download the application form(Attachment 1),complete the application information,and send it to the designated email address zxb planning.org.cn.Once the organizing entity receives the application form,they will reply with the Prequalification Document and other relavant documents via email.
資格預(yù)審申請文件需要嚴(yán)格按照相關(guān)要求制作，遞交資格預(yù)審申請文件包括現(xiàn)場遞交和快遞郵寄兩種方式。以快遞郵寄方式遞交時，請預(yù)留足夠的快遞運(yùn)輸時間；現(xiàn)場遞交需持法定代表人授權(quán)委托書。
The prequalification application documents shall be made in strict accordance with the relevant requirements.There are two methods for submitting the prequalification application documents:on-site submission and courier delivery.When submitting via courier,please allow sufficient time for the delivery process.For on-site submission,a power of attorney from the legal representative is required.
遞交資格預(yù)審申請文件的時間及地點(diǎn)：報名應(yīng)征機(jī)構(gòu)需于2024年4月1日16時前將資格預(yù)審申請文件的紙質(zhì)文件送達(dá)到下述指定地點(diǎn)，并將全部資格預(yù)審申請文件電子版發(fā)送至指定郵箱（zxb planning.org.cn）。資格預(yù)審申請文件紙質(zhì)文件遞交地址：北京市海淀區(qū)三里河路9號住建部北配樓一層，中國城市規(guī)劃學(xué)會，張工（收），010-58323854。接收資格預(yù)審申請文件時間為工作日09:00-16:00，逾期送交或不符合規(guī)定的資格預(yù)審申請文件恕不接受。如遇特殊情況，時間或地點(diǎn)變更將另行通知。
Deadline and Location for Submitting Prequalification Application Documents:Participating organizations must deliver the hard copies of their prequalification application documents to the designated location below before 16:00 on April 1,2024.They should also send the electronic version of the complete prequalification application documents to the designated email address(zxb planning.org.cn).

Announcement of prequalification result:The selection result of shortlisted responding organizations will be announced within 30 calendar days after the deadline for submission of prequalification application documents.
