無錫碩放機(jī)場T3航站樓、GTC綜合交通中心概念設(shè)計(jì)方案國際征集公告
上海國際招標(biāo)有限公司受蘇南碩放國際機(jī)場有限公司的委托，作為征集代理，就無錫碩放機(jī)場T3航站樓、GTC綜合交通中心概念設(shè)計(jì)組織開展國際方案征集活動，歡迎有興趣參與應(yīng)征的應(yīng)征人參加本次征集活動。本次征集分為兩個(gè)階段，第一階段將通過公開方案征集的方式從所有應(yīng)征人中擇優(yōu)選取3名應(yīng)征人進(jìn)入第二階段，第二階段從3名應(yīng)征人中擇優(yōu)選取優(yōu)勝單位。
Entrusted by Sunan Shuofang International Airport Co.,Ltd.(“Sponsor”)as the Solicitation Agency,Shanghai International Tendering Co.,Ltd.(SITC”)is organizing the International Scheme Solicitation for Wuxi Shuofang Airport Terminal 3 and GTC Conceptual Design(“Project”).SITC welcomes all Applicants who are interested in this Project to participate.This solicitation is divided into two stages.In the first stage,3 candidates will be selected from all applicants through open scheme solicitation to enter the second stage.In the second stage,the winning unit will be selected from the 3 candidates.
機(jī)場內(nèi)現(xiàn)有T1及T2航站樓，T1航站樓為國際航站樓，T2航站樓為國內(nèi)航站樓；貨運(yùn)設(shè)施包括機(jī)場公司貨運(yùn)庫，空港物流公司快件處理中心，京東庫，應(yīng)急庫，深航貨庫，順豐貨庫；塔臺設(shè)在跑道東側(cè)，航管樓位于機(jī)場西側(cè)，設(shè)有場務(wù)機(jī)務(wù)辦公室、航空器材庫、指揮中心、站坪特種車庫等。
There are T1 and T2 terminals in the airport,with T1 being the international terminal and T2 being the domestic terminal;Freight facilities include airport company cargo warehouse,airport logistics company express handling center,JD warehouse,emergency warehouse,Shenzhen Airlines cargo warehouse,and SF cargo warehouse;The tower is located on the east side of the runway,and the air traffic control building is located on the west side of the airport.It has a maintenance office,an aviation equipment warehouse,a command center,and a special parking lot on the apron.
T3航站樓按照設(shè)計(jì)規(guī)模約20萬平方米，根據(jù)預(yù)測數(shù)量布置遠(yuǎn)機(jī)位。研究T3航站樓構(gòu)型及相對應(yīng)的飛行區(qū)機(jī)坪滑行道、平滑等系統(tǒng)，航站區(qū)停車系統(tǒng)、停車場構(gòu)型和集疏運(yùn)體系及交通組織流線。GTC研究包括城際軌道，蘇錫?？炀€，無錫地鐵3號線與機(jī)場T1、T2、T3航站樓之間的銜接關(guān)系（地上、地下空間結(jié)構(gòu)），結(jié)合機(jī)場遠(yuǎn)期客流預(yù)測，研究并確定綜合交通換乘中心的選址、構(gòu)型、規(guī)模及各層大致功能布局。
The T3 terminal will be designed with a scale of approximately 200000 square meters,and remote parking spaces will be arranged based on the predicted quantity.Study the configuration of T3 terminal and its corresponding flight area apron taxiway,smooth system,parking system in the terminal area,parking lot configuration,collection and distribution system,and traffic organization flow.GTC research includes the connection relationship(above ground and underground spatial structure)between intercity rail,Suzhou Wuxi Changzhou Expressway,Wuxi Metro Line 3,and airport terminals T1,T2,and T3,combined with long-term passenger flow prediction of the airport,to study and determine the site selection,configuration,scale,and approximate functional layout of each floor of the comprehensive transportation transfer center.
3.1應(yīng)征人須具有獨(dú)立承擔(dān)民事責(zé)任的能力，不接受自然人參與應(yīng)征。
An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
3.2應(yīng)征人須具有承擔(dān)本次征集內(nèi)容相應(yīng)的資格及能力：
An Applicant must have the corresponding qualifications and abilities to undertake the content of this Project:
3.2.1應(yīng)征人為境內(nèi)機(jī)構(gòu)的，須具備中華人民共和國自然資源部認(rèn)定的城鄉(xiāng)規(guī)劃編制單位甲級資質(zhì)或中華人民共和國住房和城鄉(xiāng)建設(shè)部核準(zhǔn)的建筑行業(yè)建筑工程專業(yè)設(shè)計(jì)甲級或民航行業(yè)設(shè)計(jì)甲級（或以上）。
If the Applicant is a domestic institution,it must have the qualification certificate of Grade A of Urban and Rural Planning issued by Ministry of Natural Resources,People’s Republic of China or Class A in Construction Industry(Construction Engineering)Design issued by Ministry of Housing and Urban-Rural Development,People’s Republic of China or Class A in Civil Aviation Industry Design(or above).
3.2.2應(yīng)征人為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)合法注冊，具有相應(yīng)設(shè)計(jì)許可。
If the Applicant is an overseas institution,it must be legally registered in the country or region where it is located and be equipped with corresponding design license.
3.2.3港、澳、臺機(jī)構(gòu)按第3.2.2條要求執(zhí)行。
Applicants from Hong Kong,Macao or Taiwan shall comply with the requirement of Article 3.2.2.
3.2.4境外機(jī)構(gòu)在境內(nèi)已注冊子公司，并以子公司名義參與應(yīng)征，該子公司視為境內(nèi)機(jī)構(gòu)，按第3.2.1條要求執(zhí)行，須提供資質(zhì)證明。
The overseas institution has registered a subsidiary in China and participates in the application in the name of the subsidiary.The subsidiary shall be deemed as a domestic institution and shall comply with the requirements of Article 3.2.1,and qualification certificates shall be provided.
3.3本項(xiàng)目接受聯(lián)合體。聯(lián)合體成員數(shù)量不得超過3家。聯(lián)合體的所有成員均須滿足本公告第3.1條和第3.2條的要求。聯(lián)合體的組成以提交的方案征集《應(yīng)征文件》為準(zhǔn)。聯(lián)合體各方不得再以自己名義單獨(dú)參與本次征集，也不得同時(shí)加入?yún)⑴c本次征集的其他聯(lián)合體，否則，相關(guān)《應(yīng)征文件》均被否決。
The Consortium is accepted in this Project.The number of members of the Consortium shall not exceed 3.All members of the consortium must meet the requirements of Article 3.1 and Article 3.2 of this Announcement.The composition of the consortium shall be based on the Application Document submitted.Each member to the Consortium shall not participate in this Solicitation alone in their own name,nor shall they join other Consortia participating in this Solicitation at the same time.Otherwise,the relevant Application Document shall be rejected.
4.1凡有意參加本次方案征集活動的潛在應(yīng)征人，請于2023年12月28日09:00時(shí)至2024年1月10日16:00時(shí)（北京時(shí)間，下同），在上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com，下同）在線領(lǐng)取《方案征集文件》。
All potential Applicants who are interested in participating in this Project can download the Solicitation Document through SITC Website(www.shabidding.com)from 09:00 Dec 28th,2023 to 16:00 Jan 10th,2024(Beijing Time,same hereinafter).
4.2應(yīng)征人首次使用上海國際招標(biāo)有限公司網(wǎng)站需完成注冊程序。已注冊的應(yīng)征人可使用已獲取的供應(yīng)商登錄名和密碼登錄并從網(wǎng)站采購公告欄的相應(yīng)公告中進(jìn)入，點(diǎn)擊右上角“領(lǐng)購”按鈕下載《方案征集文件》。征集代理不接受沒有在上海國際招標(biāo)有限公司網(wǎng)站上注冊和沒有《方案征集文件》下載記錄的應(yīng)征人提交的《應(yīng)征文件》。如應(yīng)征人為聯(lián)合體，需在《方案征集文件》的獲取階段明確聯(lián)合體組成。提交的方案征集《應(yīng)征文件》不得改變聯(lián)合體組成。
Applicants who have never used SITC Website before shall finish the registration process first.Registered Applicants can download the Solicitation Document by clicking the“purchase”button in the corresponding announcement webpage on the purchase bulletin board of SITC Website after logging in.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Solicitation If the applicant is a consortium,the composition of the consortium needs to be clearly defined during the acquisition stage of the Proposal Collection Document.The submitted proposal collection"Application Documents"shall not change the composition of the consortium.
5.1方案征集《應(yīng)征文件》應(yīng)以電子文件和紙質(zhì)文件的形式提交。提交截止時(shí)間為2024年3月15日09:30時(shí)，提交的時(shí)間以電子文件上傳成功的時(shí)間為準(zhǔn)。除了在截止時(shí)間前成功上傳的《應(yīng)征文件》外，未在截止時(shí)間前上傳或以其他形式提交的《應(yīng)征文件》一律不被受理。
The Application Document shall be submitted in Electronic Documents as well as Paper Documents.The submission deadline of Application Document is 09:30 Mar 15th,2024.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
5.2電子文件包括全套正本《應(yīng)征文件》的PDF掃描件和PPT文件。應(yīng)征人應(yīng)在上海國際招標(biāo)有限公司網(wǎng)站本項(xiàng)目的領(lǐng)購頁面下，點(diǎn)擊“投標(biāo)文件”按鈕后上傳方案征集《應(yīng)征文件》的電子文件（以rar.或zip.形式壓縮后上傳，請注意無需加密）。
The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on the this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file in rar.or zip.form.)
5.3應(yīng)征人應(yīng)將紙質(zhì)《應(yīng)征文件》2套（正本1套、副本1套），以專人送達(dá)或郵寄形式提交至上海市延安西路358號美麗園大廈14樓，收件人：陳喆仡，電話：32173672。
Applicants shall also submit 2 sets of Paper Documents of its Applicant Document(clearly mark one as“ORIGINAL”,and the another as“COPY”)by hand or by post to the following address:Mr.Chen Zheyi,Mobile:021-32173672,Address:14 F,358 Yan An Road(W),Shanghai,China.
5.4應(yīng)征人應(yīng)當(dāng)確保其提交的方案征集《應(yīng)征文件》的電子文件和紙質(zhì)文件內(nèi)容一致。當(dāng)方案征集《應(yīng)征文件》的電子文件與紙質(zhì)文件內(nèi)容不一致時(shí)，以電子文件為準(zhǔn)。
Applicants shall ensure that the contents of their Electronic and Paper Application Document submitted are consistent.In the event of any discrepancy between the Electronic Documents and the Paper Documents,the Electronic Documents shall prevail.
應(yīng)征人提交了方案征集《應(yīng)征文件》后，方案征集第一階段評審委員會將對應(yīng)征人進(jìn)行綜合評審和比較，選擇3名應(yīng)征人作為入圍的應(yīng)征人。如應(yīng)征人數(shù)量正好為3名，方案征集評審委員會將對應(yīng)征人的身份和資質(zhì)、綜合實(shí)力、主創(chuàng)設(shè)計(jì)師的資歷、設(shè)計(jì)團(tuán)隊(duì)的人員配置等進(jìn)行是否符合項(xiàng)目要求的判定。如判定符合項(xiàng)目要求，3名應(yīng)征人直接入圍；如判定符合要求的應(yīng)征人不足3名，征集人保留重新組織方案征集的權(quán)利。如應(yīng)征人少于3名，征集人同樣保留重新組織方案征集的權(quán)利。
After the submission deadline of Application Document,the First Solicitation Jury will conduct a comprehensive review of all Applicants and select 3 Applicants as Shortlisted Applicants.If there are exactly 3 Applicants,the Solicitation Jury will determine whether these Applicants meet the requirements of this Project by reviewing their identity and qualification,comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,etc.If it is determined that all N Applicants have met the requirements,all 3 applicants will be directly shortlisted;if less than 3 Applicants are determined to have met the requirements,the Sponsor reserves the right to reorganize the Solicitation.If there are fewer than 3 Applicants,the Sponsor also reserves the right to reorganize the Solicitation.
7.1入圍應(yīng)征人在第二階段評審會結(jié)束，并經(jīng)第二階段評審委員會評定其方案符合《設(shè)計(jì)任務(wù)書》要求的，將各獲得方案征集費(fèi)人民幣100萬元（含稅）。優(yōu)勝的應(yīng)征人根據(jù)征集人要求完成方案深化調(diào)整后，將另行獲得深化設(shè)計(jì)費(fèi)人民幣200萬元（含稅）。
Among Shortlisted Applicants,those whose deliverables of this Project are evaluated to have met the requirements set in the Design Program by the Scheme Review Committee will receive a Scheme Solicitation Fee of RMB 1,000,000.00(tax included)after the Scheme Review Meeting.The winner will receive an additional design fee of RMB 2,000,000.00(tax included)after completing the detailed adjustment of the plan according to the requirements of the Sponsor.
7.2如經(jīng)第二階段評審委員會評定，應(yīng)征人的方案沒有達(dá)到《設(shè)計(jì)任務(wù)書》要求的，應(yīng)由第二階段評審委員會單獨(dú)出具書面意見且有半數(shù)以上評委簽字，具體闡明不符合要求的設(shè)計(jì)內(nèi)容以及扣款標(biāo)準(zhǔn)，征集人將根據(jù)該書面意見扣減直至不支付該應(yīng)征人的方案征集費(fèi)。
If the Scheme Review Committee of the Scheme Review Meeting makes the decision that any Applicant’s deliverables of this Project failed to meet the requirements set in the Design Program,the Scheme Review Committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified contents and the deduction standard.The Sponsor is entitled to deduct a portion or all amount of the Applicant’s Scheme Solicitation Fee according to this opinion.

Once submitting the Application Document,Applicants shall be deemed to have accepted the following terms of the intellectual property rights.
10.1應(yīng)征人承諾其擁有其提供服務(wù)時(shí)編制的所有圖紙、說明、電子文檔和其它相關(guān)文件（以下總稱“成果文件”）的合法權(quán)利和知識產(chǎn)權(quán)。
The Shortlisted Applicant shall guarantee that it has the legal rights and intellectual property rights of all drawings,descriptions,electronic files and other relevant documents(hereinafter referred to as"Deliverables")prepared when it provides services.
10.2應(yīng)征人為本項(xiàng)目編制的成果文件系專用于本項(xiàng)目，各方均不得超過此范圍使用。
The Deliverables prepared by the Shortlisted Applicant are exclusively for this Project and shall not be used by any party beyond this scope.
10.3所有由應(yīng)征人編制的成果文件，其著作權(quán)歸應(yīng)征人所有。如項(xiàng)目在方案征集后終止，或征集人聘用其他建筑師來完成方案征集階段以后的工作，征集人無權(quán)使用、復(fù)制及修改該成果文件。在征集人向應(yīng)征人付清本公告第7條定義的方案征集費(fèi)之后，征集人可對應(yīng)征人提交的成果文件進(jìn)行印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式對成果文件進(jìn)行評價(jià)、展示和宣傳，但應(yīng)注明應(yīng)征人的名稱。如征集人需在本次方案征集以后修改或?qū)嵤?yīng)征人的成果文件，則征集人和應(yīng)征人將另行簽訂后續(xù)協(xié)議。
The Shortlisted Applicant has the copyright of its Deliverables.If the Project is terminated after the scheme solicitation,or the Sponsor entrusts other architects to complete the work after the solicitation,the Sponsor has no right to use,copy and modify the Deliverables of the Shortlisted Applicant.After the full payment of the Scheme Solicitation Fee defined in Article 7 of the Solicitation Announcement,the Sponsor has the right to print,publish and exhibit the Deliverables and to evaluate,display and publicize the Deliverables through media,professional magazines,book and other forms,but the name of the Shortlisted Applicant shall be indicated.If the Sponsor needs to revise or implement the Deliverables after this Project,the Sponsor and the Shortlisted Applicant applicant will sign a follow-up agreement separately.
10.4應(yīng)征人應(yīng)保證提交的成果文件在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如其成果文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部法律責(zé)任應(yīng)由應(yīng)征人承擔(dān)。
The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights,proprietary technology or trade secrets of any other person,the Shortlisted Applicant has obtained the legal,effective and sufficient authorization of the owner.The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others'intellectual property rights,proprietary technology or trade secrets.
11.1方案征集公告使用中文和英文書寫。當(dāng)中、英文兩種語言的意思表達(dá)不一致時(shí)，以中文為準(zhǔn)。
The Solicitation Announcement is written both in Chinese and English.In case of inconsistency between Chinese and English,Chinese shall prevail.
11.2凡參加本次方案征集的應(yīng)征人均被視為同意并接受《方案征集文件》的全部內(nèi)容及條款。
All Applicants participating in this Solicitation are deemed to agree and accept all the contents and terms of the Solicitation Document.
11.3應(yīng)征人在方案征集《應(yīng)征文件》中所列出的主創(chuàng)設(shè)計(jì)師須親自開展本項(xiàng)目的設(shè)計(jì)工作，須進(jìn)行第二階段成果方案匯報(bào)。因此，請所列出的主創(chuàng)設(shè)計(jì)師根據(jù)征集活動時(shí)間安排提前預(yù)留時(shí)間、做好準(zhǔn)備。
The chief designer listed in the Application Document must carry out the design work,and present the second stage Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Solicitation.
11.4本次征集活動及相關(guān)文件的最終解釋權(quán)歸征集人。
The Sponsor reserves the right of final interpretation of this Project and related documents.
