項目背景
Project background
新昌歷史悠久、文化多元、人文薈萃，擁有兩千年佛道茶文化與千年儒家文化，是“佛教之旅”、“茶道之源”；魏晉以來成為浙東唐詩之路精華地，具有“山水詩城”之美譽；境內(nèi)天姥山是中國山水詩、山水畫搖籃。2019年，新昌縣榮獲國際旅游聯(lián)合會頒發(fā)的“最美中國文化旅游縣”稱號。
Xinchang has a long history,diverse cultures and a rich collection of cultural heritages.With two thousand years of Buddhism,Taoism and tea culture and a thousand years of Confucian culture,it is known as the“journey of Buddhism”and the“origin of tea ceremony”.Since the Wei and Jin Dynasties,Xinchang has become the essence on the Road of Tang Poetry in Eastern Zhejiang,and has the reputation of“a city of mountains,rivers and poetries”.Tianmu Mountain is located in Xinchang,which is the cradle of Chinese landscape poetry and painting.In 2019,Xinchang County was honored as the"Most Beautiful Cultural Tourism County in China"by the Federation Internationale du Tourisme.
新昌佛教文化源遠(yuǎn)流長，素有“東南佛國”之美稱，被專家學(xué)者與佛教界人士譽為“佛教中國化的發(fā)祥地”。大佛寺景區(qū)是天姥山國家級風(fēng)景名勝區(qū)的核心景區(qū)、國家地質(zhì)公園，也是集觀光朝圣、地質(zhì)科普、民俗體驗、禪意休閑于一體的大規(guī)模、多功能、綜合性的國家4A級旅游景區(qū)，旨在打造全國知名休閑旅游目的地及國內(nèi)知名祈福圣地。
Known as the“Southeastern Buddhist Kingdom”,Xinchang has a long history of Buddhist culture and is praised as the“birthplace of Chinese Buddhism"by experts,scholars and Buddhists.The Great Buddha Temple Scenic Area is the core scenic area and national geological park of the Tianmu Mountain Scenic Area.It is also a large-scale,multi-functional,and comprehensive national 4A tourist attraction which integrates sightseeing,pilgrimage,geological science popularization,folk experience,as well as meditation and relaxation.This project aims to create a nationally renowned leisure tourist destination and a famous holy place of blessing in China.

3.1研究范圍：本項目分析研究范圍為大佛寺景區(qū)及其周邊的關(guān)聯(lián)與輻射帶動地域，包括但不限于鼓山公園、老城區(qū)，可綜合考慮“南明山-鼓山-獨山”山水文化軸以及其他因素，自行確定研究范圍。
3.1 Scope of research:The analysis and research scope of this project covers the related and radiating areas of the Great Buddha Temple Scenic Area and its surrounding areas,including but not limited to Gushan Park and the old town.The scope of research can be determined by applicants themselves by taking into account the landscape cultural axis of“Nanmingshan-Gushan-Dushan”and other factors.

3.2策劃范圍：本項目策劃規(guī)劃范圍為現(xiàn)狀大佛寺景區(qū)以及大佛寺景區(qū)入口西側(cè)地塊（后面簡稱重點地塊），策劃規(guī)劃面積約2.9平方公里。
3.2 Planning scope:The planning scope of this project includes the current Great Buddha Temple Scenic Area as well as the plot on west side of the entrance to Great Buddha Temple Scenic Area(hereinafter referred to as the Key Plot),with a planning area of about 2.9 square kilometers.

其中大佛寺景區(qū)入口西側(cè)重點地塊設(shè)計范圍西到桂苑二路，北到人民西路，東到大佛城廣場東側(cè)，南到茶亭社區(qū)，用地面積約5.05公頃（75.75畝）。
The design scope of the Key Plot on the west side of the entrance to Great Buddha Temple Scenic Area extends from Guiyuan Second Road in the west,to Renmin West Road in the north,to the east of the Dafocheng Square in the east,and to the Chating Community in the south,with a land area of approximately 5.05 hectares(75.75 mu).

4．策劃內(nèi)容及設(shè)計深度要求：包括策劃范圍內(nèi)對整個大佛寺景區(qū)進(jìn)行研究，提出資源重組及發(fā)展思路；對重點地塊：大佛寺廣場入口西側(cè)地塊進(jìn)行初步空間設(shè)計與項目開發(fā)運營策劃。中選單位完成大佛寺景區(qū)以及大佛寺景區(qū)入口西側(cè)地塊規(guī)劃策劃及大佛寺景區(qū)入口西側(cè)地塊建筑方案、景觀方案，深化至全專業(yè)初步技術(shù)圖紙深度，并配合進(jìn)行項目報批。
4.Requirements for planning content and design depth:These requirements include to conduct research on the entire Great Buddha Temple Scenic Area within the planning scope,and propose resource reorganization and development ideas；conduct preliminary spatial design as well as project development and operation planning for the Key Plot(the plot on the west side of the entrance to Great Buddha Temple Scenic Area).The winner shall complete the planning of the Great Buddha Temple Scenic Area and the plot on the west side of the entrance to Great Buddha Temple Scenic Area,as well as the architectural design and landscape design of the plot on the west side of the entrance to Great Buddha Temple Scenic Area,deepen the preliminary technical drawings to professional designs,and cooperate in project approval.

1.資格條件：
1.Qualifications:
（1）境內(nèi)申請人須同時具有城鄉(xiāng)規(guī)劃編制甲級、建筑行業(yè)（建筑工程）設(shè)計甲級（或建筑設(shè)計事務(wù)所甲級）及風(fēng)景園林工程設(shè)計專項甲級。
(1)The domestic applicant must also have grade A qualification for urban and rural planning formulation,grade A qualification for the construction industry(construction engineering)design(or grade A qualification for architectural design firms),and grade A qualification for special landscape engineering design.
?。?）境外申請人其注冊所在國或者所在地區(qū)應(yīng)與中華人民共和國有商務(wù)往來，該企業(yè)應(yīng)具有所在國或所在地區(qū)主管部門或有關(guān)組織核發(fā)的企業(yè)注冊登記證明。設(shè)計人員應(yīng)為其所屬設(shè)計機(jī)構(gòu)的在冊人員，主創(chuàng)人員需真正負(fù)責(zé)本項目，參與本次國際競賽全過程，包括但不限于項目宣講會、踏勘、中期匯報、成果匯報及評審答疑等重要節(jié)點（含視頻會議）。如在本次國際競賽過程中，發(fā)現(xiàn)主創(chuàng)設(shè)計師與報名材料所提交人員不符，主辦方有權(quán)取消其參賽資格。為保障后續(xù)溝通及方案技術(shù)性指標(biāo)符合規(guī)范，境外申請人如在中國境內(nèi)無子公司或分公司的需與境內(nèi)具有相應(yīng)資質(zhì)要求的設(shè)計機(jī)構(gòu)組成聯(lián)合體。
(2)The country or region where the overseas applicant is registered shall have business dealings with People’s Republic of China(PRC),and the overseas applicant shall have an enterprise registration certificate issued by the competent department or relevant organization in the country or region where it is located.Designers should be the registered personnel of the design institutions to which they belong.The chief creators must be truly responsible for this project and participate in the entire process of this international competition,including but not limited to important nodes(including video conferences)such as project presentations,site surveys,mid-term reporting,results reporting,and review and Q&A.If during the course of this international competition,it is discovered that the chief designer is not the person submitted in the registration materials,the organizer has the right to disqualify him/her from participating in the competition.In order to ensure that the follow-up communication and technical specifications of the plan conform to the specifications,overseas applicants without subsidiaries or branches in China are required to form a consortium with domestic design institutions with corresponding qualifications.
?。?）本次征集接受聯(lián)合體。聯(lián)合體成員（含牽頭單位）數(shù)量不超過3家。聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議》，明確牽頭單位、分工、權(quán)益份額比例等。聯(lián)合體各方不得再單獨以自己名義，或者與另外的設(shè)計團(tuán)隊組成聯(lián)合體參加本次競賽。
(3)Consortium is accepted in this collection.The number of consortium members(including the leading unit)shall not exceed three.Each member of the consortium is required to sign a legally binding Consortium Agreement,specifying the leading unit,division of labor,and proportion of equity share.Each member of the consortium is not allowed to participate in this competition in its own name or act as a member in another consortium with other design teams.
（4）香港、澳門特別行政區(qū)和臺灣地區(qū)的規(guī)劃設(shè)計機(jī)構(gòu)的資格要求參照境外設(shè)計機(jī)構(gòu)資格要求的規(guī)定。
(4)The qualification requirements for the planning and design institutions in Hong Kong Special Administrative Region,Macao Special Administrative Region and Taiwan shall refer to the qualification requirements for overseas design institutions.

?。?）應(yīng)征單位自2010年以來承擔(dān)過綜合性的國家4A級及以上旅游景區(qū)項目經(jīng)驗為佳。
(1)It is preferred that the applicant has experience in comprehensive national 4A or above tourist attraction project since 2010.
（2）如有文旅目的地項目定位業(yè)態(tài)策劃和綜合性的國級旅游景區(qū)等類型策劃經(jīng)驗為佳。
(2)It is preferred that the applicant has experience in positioning planning of cultural tourism destination projects and comprehensive national tourist attractions.

1．報名方式：采用網(wǎng)絡(luò)報名或郵寄報名或現(xiàn)場報名的方式。

2.All applicants must scan the following QR code or click the link to fill in the relevant registration information before the registration deadline of 16:00 on December 10,2023.After successful registration,you will receive the"Guidance Manual for the Production of Registration Documents",which will be sent by the agency by email.Please check it in time.
3．報名成功后，報名單位須以紙質(zhì)文件提交（可郵寄或現(xiàn)場提交）報名資料。報名單位應(yīng)于北京時間2023年12月10日16時前，將完整的紙質(zhì)材料提交（可郵寄或現(xiàn)場提交），并在外包封上標(biāo)注“機(jī)構(gòu)全稱-項目報名材料-浙江新昌大佛寺景區(qū)入口西側(cè)地塊概念方案及深化設(shè)計”。
3.After successful registration,the applicants must submit the registration materials in paper form(either by mail or on site).The applicants shall submit the complete paper materials(either by mail or on site)before Beijing time 16:00 on December 10,2023,and mark“the full name of the applicant-registration materials-“Conceptual Proposal and In-depth Design for the Plot on the West Side of the Entrance to Zhejiang Xinchang Great Buddha Temple Scenic Area”on the outer envelope.
4．本次報名以收到紙質(zhì)報名資料為準(zhǔn)，不接受逾期提交的報名資料。

日程安排
Schedule
第一階段：報名。自公告發(fā)布之日起至2023年12月10日16:00時為報名有效時間。所有紙制報名資料請于報名有效時間內(nèi)送達(dá)征集單位（郵寄的以寄出日郵戳為準(zhǔn)）。
Stage I:Registration.The registration is valid from the date of announcement to 16:00 on December 10,2023.All paper registration materials must be delivered to the Organizer within the registration validity period(for mailings,the postmark on the date of mailing shall prevail).
第二階段：入圍評審。評審委員會根據(jù)最終入圍單位名單，發(fā)放書面入圍通知書。
Stage 2:Finalist review.The review board will issue a written finalist notice to the qualified finalists.
評審委員會先根據(jù)“報名資料”對各申請人進(jìn)行符合性審查；對符合“資格要求”的申請人5家全部入圍，對符合“資格要求”的申請人，5家以上由評審委員會根據(jù)對所有申請人的資質(zhì)、類似項目經(jīng)驗、主創(chuàng)人員綜合實力、擬派團(tuán)隊成員及對應(yīng)業(yè)績、獲獎情況等進(jìn)行綜合評定，最終擇優(yōu)選擇5家高水平單位入圍。
The review committee will firstly examine each applicant for compliance based on the“registration information”；in case the applicants that meet the“qualification requirements”are 5 or less,all of them are shortlisted,and in case the applicants that meet the“qualification requirements”are 5 or more,the review committee will comprehensively evaluate the qualification,the experience in similar projects,the comprehensive strength of the chief creators,the team members to be dispatched,corresponding performance and awards,and finally select five high-level institutions.
第三階段：成果文件提交及評審。入圍應(yīng)征單位在規(guī)定時間內(nèi)（約50個日歷天）報送成果文件，由征集單位組織評審并確定專家評審階段單位名次。
Stage III:Submission and evaluation of outcome documents.The shortlisted applicants shall submit the results within the specified time(about 50 calendar days),and the Organizer will organize the evaluation and determine the ranking of the applicants in the expert evaluation stage.
第四階段：最終由征集單位組建結(jié)果評定委員會，結(jié)果評定委員會根據(jù)專家組推薦意見及綜合分析，分別確定最終中選單位。
Stage IV:Finally,the Organizer will set up a result review committee,and the result review committee will determine the final winner according to the recommendation of the expert panel and comprehensive analysis.

費用及支付方式
Fees and payment methods
入圍應(yīng)征單位提交的方案成果應(yīng)滿足設(shè)計任務(wù)書要求，經(jīng)評審委員會評審為有效成果的，第一、二名應(yīng)征單位均將獲得120萬元人民幣補(bǔ)償金（含稅），第三名、第四名、第五名分別支付100萬元、80萬元、50萬元人民幣補(bǔ)償金（含稅）。最終提供后續(xù)深化設(shè)計服務(wù)咨詢的1家中選單位，補(bǔ)償金含在服務(wù)咨詢合同中，不再另行支付。
The proposal results submitted by the shortlisted applicants shall meet the requirements of the design specification.If the results are effective after review by the review committee,the applicants ranking the first place and the second place will each receive a prize of 1.2 million yuan(tax included),and those ranking the third,fourth,and fifth places will receive a prize of 1 million yuan,800,000 yuan,and 500,000 yuan(tax included)respectively.For the final winner that provides the follow-up in-depth design service and consultation,the design bonus is included in the service consultation contract and will not be paid separately.

1.本次征集所涉及的往來函電和文件均應(yīng)使用中文書寫。
1.All correspondence and documents involved in this collection shall be written in Chinese.
2．應(yīng)征單位所獲費用產(chǎn)生的稅金以及在征集過程中一切費用由應(yīng)征單位自行承擔(dān)。
2.Taxes arising from the design fees received by the applicants and all costs incurred in the collection process shall be borne by the applicants.
3．所提交的設(shè)計成果應(yīng)保持原創(chuàng)性，不得侵犯任何第三方知識產(chǎn)權(quán)，否則由此產(chǎn)生的后果由應(yīng)征單位承擔(dān)，征集單位保留追責(zé)、索賠的權(quán)利。
3.The design achievements submitted shall remain original and shall not infringe the intellectual property rights of any third party,otherwise the consequences arising therefrom shall be borne by the applicant,and the Organizer reserves the right to pursue and claim compensation.
