Hangzhou is striving to speed up the construction of the comprehensive national science centre and bring about a new spatial pattern of mega-city. In this context, taking the advantage of its location, position and function, Yuhang District, as the new centre, is ready for making Hangzhou a world-class modern socialist cosmopolis and an urban paradigm of Chinese modernization. In order to achieve the strategic goal, build up the core image and improve the quality of city, this open international solicitation activity will be launched, aiming to guide the high-standard construction of the core area with international vision, forward thinking and creative urban design.

規(guī)劃范圍位于杭州市余杭區(qū)未來科技城重點區(qū)域，是余杭古今千年發(fā)展軸和城西科創(chuàng)大走廊“廊軸”戰(zhàn)略交匯點，也是杭州主城區(qū)重要的新功能中心。本次方案以落實建設(shè)杭州城市新中心戰(zhàn)略為目標，重點謀劃包括且不限于整體風貌品質(zhì)提升控制、重點空間和建筑形態(tài)塑造、功能產(chǎn)業(yè)重塑優(yōu)化、立體空間體系構(gòu)建等內(nèi)容，細化控規(guī)在片區(qū)綜合開發(fā)項目上的管控要求，提高建設(shè)的品質(zhì)化和規(guī)劃管理的精細化。

The site is located in the core area of Future Sci-Tech City in Yuhang District, Hangzhou. It is the strategic intersection of ‘Corridor, Axis‘, where Chengxi Sci-Tech Innovation Corridor meets Millennium Development Axis of Yuhang, and the important new function centre in the main urban area. With the purpose of implementing the strategic plan for building a new centre in Hangzhou, this competition focuses on following contents, including but not limited to controlling and improving the quality of overall cityscape, shaping major spatial and architectural forms, remodeling and optimizing functional industries, building stereoscopic spatial system and so on. It expects to refine the requirements for the control regulations of integrated development projects in the area, and improve the quality of construction and the refinement of planning management.

概念設(shè)計范圍：約8.95平方公里，東至高教路， 西至綠汀路，南至和睦水鄉(xiāng)，北至余杭塘路。

Concept design scope: it extends to Gaojiao Road on the east, Lvting Road on the west, Hemu Wetland on the south and Yuhangtang Road on the north, totaling approximately 8.95 square kilometers.

詳細設(shè)計范圍：約1.55平方公里，東至景興路， 西至舒心路，南至規(guī)劃景觀湖，北至向往街。

Detailed design scope: it extends to Jingxing Road on the east, Shuxin Road on the west, Planned Landscape Lake on the south and Xiangwang Street on the north, totaling approximately 1.55 square kilometers.

3.1本次國際方案征集不設(shè)資質(zhì)要求，采用公開報名的方式，國內(nèi)外設(shè)計機構(gòu)均可報名參加，不接受聯(lián)合體報名，不接受個人名義報名。

3.1 The registration is open to worldwide candidates with no requirements on qualification. This solicitation activity opens applications to domestic and international institutions. Applications by consortiums or individuals will not be accepted.

3.2應征機構(gòu)必須具有合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照或合法證明。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。

3.2 Domestic and foreign applicant institutions must be legally registered and have valid business licenses or legal certificates, and must be an independent corporate legal entity. For two or more legal entities whose legal representative is the same person, the parent company, the wholly-owned subsidiary and the holding company are not allowed to apply at the same time.

3.3應征機構(gòu)和主創(chuàng)團隊均須具有國內(nèi)一線城市或國際知名大都市重點核心片區(qū)（不小于1平方公里）的城市設(shè)計及建筑設(shè)計經(jīng)驗。

3.3 Applicant institutions and design teams must have the experience of urban design and architectural design in the major core area (no less than 1 square kilometer) in a first-tier city in China or a world-renowned metropolis.

3.3.1具有以下同類項目經(jīng)驗的設(shè)計機構(gòu)優(yōu)先考慮：

3.3.1 Priority will be given to the design teams with the following project experience:

·具有國內(nèi)一線城市或國際知名大都市商務(wù)金融、科技文化、休閑商業(yè)等高密度高混合地區(qū)規(guī)劃設(shè)計經(jīng)驗；

·Planning and design experience in high-density and mixed-use areas, such as business&finance, science&culture, entertainment&commercial in a first-tier city in China or a world-renowned metropolis;

·具有200米及以上的超高層建筑和公共文化建筑地標項目在建或已建經(jīng)驗；

·Experience in super high-rise building (over 200 meters high and above) projects and cultural landmark projects which are completed or under construction;

·具有城市濱水片區(qū)城市設(shè)計實踐經(jīng)驗；

·Urban design experience in urban waterfronts;

·具有TOD片區(qū)和地下空間一體化設(shè)計實踐經(jīng)驗；

·Practical experience in TOD areas and underground space integration design projects;

·具有豐富的公共景觀及環(huán)境營造經(jīng)驗；

·Profound experience in creating public landscape and environment;

3.4負責本次國際方案征集設(shè)計工作的主創(chuàng)設(shè)計師需參加重要節(jié)點的匯報等工作，如在本次國際征集過程中發(fā)現(xiàn)主創(chuàng)設(shè)計師與報名材料所提交的團隊人員名單不符，主辦單位有權(quán)取消其參加資格。為了保證項目設(shè)計人員對本次國際征集背景和相關(guān)要求的準確理解，項目設(shè)計人員中應至少有一名通曉漢語的人士。

3.4 The chief designer directing this project shall attend the presentation meetings for every important node. During the competition, if the chief designer does not match the team member profile submitted in the registration documents, the host has the right to cancel the participation qualification of the design institution. The project team should include at least one member who is proficient in the Chinese language to ensure the accurate understanding of the project background and relevant requirements of the competition.

3.5報名方式 

3.5 Registration method

（1）報名時間及方式：報名的設(shè)計機構(gòu)應在征集公告發(fā)布之日起至2023年05月23日17:00前（北京時間，以報名指定郵箱收到報名郵件的時間為準，逾期不予受理），將國際方案征集報名材料以網(wǎng)絡(luò)報名的方式發(fā)至指定郵箱，并在郵件上標注“《杭州城市新中心核心區(qū)（中軸線）實施性城市設(shè)計及重點建筑景觀概念設(shè)計》國際方案征集項目報名材料”。

(1)Registration date and method: from the release date of the announcement to 17:00 May 23, 2023 (Beijing Time; The time of receiving the registration email shall prevail, and no overdue applications shall be accepted), applicant institutions must send the registration documents for this solicitation activity to the designated email account by the online registration method, with “Registration Documents for International Solicitation for Implementary Urban Design and Major Architectural Landscape Concept Design of the Core Area (Central Axis) of Hangzhou New Centre” in the subject line.

報名內(nèi)容材料按要求加蓋印章，所有資料掃描后發(fā)送至報名指定郵箱。

The registration documents shall be duly stamped as required. All the documents shall be scanned and sent to the designated email accounts.

本次國際方案征集包括“資格預審”、“方案評審”二個階段，詳見下表。

5.1資格預審

5.1 Pre-qualification

報名結(jié)束后，征集主辦單位組建評審專家委員會，對報名單位和其擬派設(shè)計人員的執(zhí)業(yè)資格、類似項目設(shè)計業(yè)績等方面進行評議、比選，從中擇優(yōu)選取5家設(shè)計單位入圍資格（另選2家設(shè)計單位作為備選，當有獲得入圍資格的設(shè)計單位放棄時擇優(yōu)替補），對未入圍的設(shè)計單位不作任何解釋。

Once registration closes, the organizers will set up an Expert Review Committee to review and compare from the aspects including the practice qualification of the applicant institutions and their design teams, their performance in similar design projects and so on. Five teams will be shortlisted to participate in the next phase (two alternative applicant institutions will be selected; if the shortlisted applicant institutions quit from the subsequent phase, the alternative applicant institutions will fill the vacancy in order.). No explanation will be given to the institutions that are not shortlisted.

征集主辦單位將發(fā)放《應征入圍通知書》通知入圍的應征申請設(shè)計單位。如收到《應征入圍通知書》的應征申請設(shè)計單位未按要求及時遞交《入圍確認函》的，則視作自動放棄入圍資格，征集主辦單位將在備選中擇優(yōu)替補。

The organizers will issue Notification Letter of Shortlisting to notify the shortlisted institutions. Those who do not submit Confirmation Letter of Shortlisting in time as required shall be deemed to have automatically abandoned the qualification, and shall be replaced by the alternative team. 

5.2設(shè)計成果評審

5.2 Official review of the design proposals

征集主辦單位組建評審專家委員會，完成評審工作及方案評分，并上報杭州市余杭區(qū)委、區(qū)政府審定和確定方案深化單位。

The organizers will set up an Expert Review Committee, who will review and mark the design proposals. The Yuhang Municipal Government will finally approve and confirm one design team to deepen its proposal. 

6.1獎金費用 

6.1 Prizes

一等獎（1名）：獲得獎金人民幣400萬元（含稅）；

First prize (one): RMB 4,000,000 (tax included)

二等獎（2名）：各獲得獎金人民幣350萬元（含稅）；

Second prize (two): RMB 3,500,000 each (tax included)

三等獎（2名）各獲得獎金人民幣280萬元（含稅）；

Third prize (two): RMB 2,800,000 each (tax included)

后期城市設(shè)計導則深化階段獎金人民幣280萬元（含稅）。

The design team that will undertake the follow-up deepening urban design guideline will be paid RMB 2,800,000 (tax included) 

7.1設(shè)計機構(gòu)和主辦方共同享有城市規(guī)劃研究和城市設(shè)計層面成果的版權(quán)。設(shè)計機構(gòu)保留參賽所提交的建筑概念設(shè)計文件的版權(quán)，主辦方享有建筑概念設(shè)計文件的使用權(quán)，供主辦方僅用于本次競賽工作的后續(xù)整合深化。未經(jīng)主辦方同意，設(shè)計機構(gòu)不得將獲獎方案用于其他項目。主辦方有權(quán)對提交的所有設(shè)計成果進行無償使用，包括在評審結(jié)束后公布評審成果，并通過傳媒、專業(yè)雜志、專業(yè)書刊或其它形式介紹、展示及評價設(shè)計成果。所有應征文件在評審后不退還應征單位。

7.1 The copyright of urban planning research and urban design works should be shared by the design institution and the organizer. The design institution can always keep the copyright of its own architectural conceptual design documents submitted in this competition, while the organizer shall have the right to use the architectural conceptual design documents only when they use the documents solely for the purpose of the subsequent integration, furthering and deepening of the competition project. Without the consent of the organizer, the design institution shall not be allowed to use the winning scheme for any other project other than this one. The organizer is entitled to use all submitted design works for free, including announcement of the review result and the introduction, display and evaluation of the design works through the media, professional magazines, books or other forms after the review. None of the submitted design documents will be returned to the design institution after the review.

7.2設(shè)計機構(gòu)應保證設(shè)計成果中所有內(nèi)容均為設(shè)計機構(gòu)原創(chuàng)，不得包含任何侵犯第三者知識產(chǎn)權(quán)的資料。如發(fā)生侵權(quán)行為，將由涉及侵權(quán)的設(shè)計機構(gòu)自行承擔一切法律后果。

7.2 Design institutions shall ensure that all contents of the design submissions are originally developed by themselves and contain no data which may infringe upon the intellectual property rights of a third party. Otherwise the design institution involved in infringement will be held liable to bear all legal consequences.

7.3主辦單位提供的所有基礎(chǔ)資料（包括：文字、圖紙、電子數(shù)據(jù)等）均受版權(quán)保護。僅為本次征集活動使用，不得作其它用途，未得授權(quán)任何人不得將內(nèi)容復制、改編、分發(fā)、發(fā)布、外借、轉(zhuǎn)讓，否則將依法追究其相應法律責任。

7.3 All basic materials (including: texts, drawings, electronic data and etc.) provided by the organizers are under copyright protection and can ONLY be used in this solicitation activity. They shall not be used for other purposes. Without due authorization, any organization or individual must not duplicate, adapt, distribute, release, lend or transfer the contents thereof; otherwise the corresponding party will be investigated for legal liability.

7.4 保密

7.4 Confidentiality

征集及方案設(shè)計活動結(jié)束前，設(shè)計機構(gòu)或其設(shè)計人員未征得主辦單位的許可，不得以任何方式披露、公開或展示設(shè)計成果，否則將依法追究其相應法律責任，并取消其參與本次征集活動的資格。

Before the end of competition, none of the design firms or their designers is allowed to disclose, make public or display the design submissions in any manner without the permission of the organizers; otherwise the corresponding party will be investigated for legal liability and disqualified for the competition.

8.1用語和時間標準

8.1 Language and time

本次國際方案設(shè)計征集活動采用中英文對照格式；當中英文內(nèi)容不一致時，以中文為準。主辦單位的日程安排計劃時間均以北京時間為準。

Chinese-English version is adopted for this solicitation activity. In case of any discrepancy between the Chinese version and English version, the Chinese version should prevail. The organizers’ schedule is subject to Beijing Time.

8.2主辦單位保留更改日程安排時間表的權(quán)力。如有改動，將及時通知設(shè)計機構(gòu)。

8.2 The organizers reserve the right to change the schedule. In case of any change, timely notice will be given to the design teams.

8.3遞交《入圍確認函》設(shè)計機構(gòu)的首席設(shè)計師或主要設(shè)計人員須親自參與現(xiàn)場踏勘活動，請設(shè)計機構(gòu)做好相關(guān)準備（請境外設(shè)計機構(gòu)提前準備好簽證）。

8.4 Design firms need to bring their own interpreters for the site visit, Q&A and expert review meeting.

8.5所有參加本次國際方案設(shè)計征集活動的設(shè)計機構(gòu)的首席設(shè)計師和主要設(shè)計人員須始終參與規(guī)劃設(shè)計工作。

8.5 The chief designer and main design personnel of all participating design firms must participate in the project throughout the whole planning and design process. 

8.6參加本次征集活動的設(shè)計機構(gòu)均視為承認本次征集活動規(guī)則以及各階段相應的文件內(nèi)容要求。

8.6 All participating design firms are deemed to have accepted the work rules and the documentation requirements of corresponding phrases.

8.7 在本次征集活動中，應征單位自身發(fā)生的差旅費、交通費、勞務(wù)費、文本費、稅金等一切費用自行承擔。

8.7 All expenses including travel, transportation, labor, text, taxes and etc. incurred to the participating design firms during the competition period will be covered by themselves.

8.8 結(jié)合實際報名情況，征集主辦單位有權(quán)調(diào)整征集公告條件，并酌情延長申請報名時間。

8.8 According to actual registration circumstance, the organizers have the right to adjust the conditions in the solicitation announcement, and may extend the application time accordingly. 

8.9 其他具體內(nèi)容和要求詳見方案征集文件，本征集公告與下一階段方案征集文件有不一致之處，以下一階段方案征集文件為準。

8.9 Other detailed contents and requirements may refer to scheme solicitation documents. In case of any discrepancy between this announcement and the next-phase scheme solicitation documents, the documents for the next-phase shall be final.   

8.10主辦方對本次國際征集活動擁有最終解釋權(quán)，解釋語言以中文為準。
