群山環(huán)抱，商賈云集，樞紐之城煥發(fā)榮光。
義烏四面青山如黛，坐落于浙江中部，坐擁金衢盆地東緣，東鄰東陽(yáng)，南接永康與武義，西連金東與蘭溪，北接諸暨與浦江。
義烏，古稱烏傷，其名源自“顏烏至孝侍親”的動(dòng)人傳說。歲月的流轉(zhuǎn)，見證了社會(huì)更迭與城邑變遷，也賦予了這座城市獨(dú)特的文化魅力——崇文、尚武、善賈。
義烏的小商品市場(chǎng)自上世紀(jì)60年代悄然興起，歷經(jīng)數(shù)十載，已發(fā)展為今日擁有640多萬(wàn)平方米的營(yíng)業(yè)面積、7.5萬(wàn)余個(gè)商鋪、外向度達(dá)65%的國(guó)際商貿(mào)城。來自全球的商賈匯聚于此，義烏也以“世界小商品之都”的美名享譽(yù)全球，國(guó)際商貿(mào)的交互往來也塑造了城市多元文化交融的特質(zhì)。
義烏買賣，全球脈動(dòng)。作為國(guó)家“G60科創(chuàng)走廊”和“長(zhǎng)三角一體化”協(xié)同發(fā)展的重要城市，國(guó)家物流樞紐與“一帶一路”的關(guān)鍵節(jié)點(diǎn)，義新歐中歐班列從這里啟程，貫通歐亞大陸，義甬舟海上通道連接亞太，義烏的商業(yè)脈動(dòng)與全球經(jīng)濟(jì)同頻共振。
在新時(shí)代的背景下，我們立足于義烏“國(guó)際開放樞紐區(qū)”，向全球規(guī)劃師、建筑師、設(shè)計(jì)師征集義烏“國(guó)際開放樞紐區(qū)”統(tǒng)合規(guī)劃設(shè)計(jì)方案，希望打造出展現(xiàn)義烏貿(mào)易、產(chǎn)業(yè)、文化、生態(tài)等多維“樞·融”的全新形象展示窗、共同描繪義烏城市新門戶的未來畫卷。
The Hub City glories in rolling hills and thriving commerce.
Yiwu City is encircled by lush green mountains,and located in the middle of Zhejiang Province,on the eastern edge of Jinqu Basin,east of Dongyang,south of Yongkang and Wuyi,west of Jindong and Lanxi,north of Zhuji and Pujiang.
Anciently known as Wushang,Yiwu derives its name from the touching legend of“Yanwu serve his father with the utmost filial piety.”Years have passed,witnessing social changes and urbanization and giving the city a unique civilization charm—culture advocates,revere martial arts,and excel in business.
Since the 1960s,Yiwu’s Small Commodity Market has quietly emerged.After dozens of years,it has developed into an international trade city with more than 6.4 million square meters of business area,over 75,000 stores,and an economic extroversion of 65%.Gathering merchants from all over the world,Yiwu is also known as the“World Capital of Small Commodities,”the interaction of international trade and commerce has shaped the city's multicultural character.
Commercial trade in Yiwu impacts the worldwide economy.As an important city in the coordinated development of the“G60 S&T Innovation Vally of Yangtze River Delta,”a national logistics hub and a vital node of the“Belt and Road,”the Yixinou China-Europe freight train departs here and transcontinental Eurasia,the Yiyongzhou sea lane connects the Asia-Pacific region.It demonstrates a simultaneous resonance between Yiwu’s commerce and the global economy.
In the new era,we stand from the Yiwu“International Open Hub Area”to invite planners,architects,and designers worldwide to collect unified planning and design.We hope to create a multidimensional,brand-new“Hub-Fusin”window showing Yiwu's trade,industry,culture,and ecology and jointly depict the future picture of Yiwu’s North Gateway.

Yiwu“International Open Hub Area”is located northwest of Yiwu,adjacent to the Pujiang.There are two major transport hubs in the area,Yiwu Station and Yiwu Airport,as well as dry ports,seaports,and highway hubs.See the map below for details:

借助義烏高鐵站和義烏機(jī)場(chǎng)擴(kuò)容擴(kuò)建的契機(jī)，義烏“國(guó)際開放樞紐區(qū)”將進(jìn)一步提升其能級(jí)效應(yīng)，未來也將成為義烏面向國(guó)際最佳的形象展示窗口。在此背景下，聚焦于“協(xié)調(diào)多港區(qū)聯(lián)動(dòng)，塑造新貿(mào)易核心，發(fā)掘新質(zhì)生產(chǎn)力，生態(tài)高性能用地，打造城市迎客廳”等多重主題，依托義烏“國(guó)際開放樞紐區(qū)”，以全新的視角和方法來探討義烏未來發(fā)展的方向與路徑。通過區(qū)域整合與功能重構(gòu)，以“世界小商品之都”的堅(jiān)實(shí)基礎(chǔ)為依托，勾勒出一幅面向未來，多維共生，城鄉(xiāng)共富、生態(tài)活力的城市發(fā)展新圖景。
Yiwu has taken the strategy of building the city by promoting business and taking small commodities as the communication medium.From“Chicken Feathers for Sugar”to“World Supermarket”,Yiwu has become an important global trade hub for six generations for decades.
Facing the profound changes in the global trade pattern and the transformation and upgrading of the domestic economy,Yiwu dares to take on the important responsibility and constantly explore new development paths.By docking with“YiYongZhou”in the east and integrating with“YiXinOu”in the west,Yiwu is gradually developing into an internationalized city with a special place.
Yiwu connects with the world with its open attitude,promotes regional development with the spirit of walking with the times,and devotes itself to upgrading the function and level of the internationalized hub and strengthening the clustering effect of global resources.By attracting international industries,embracing diversified cultures,and creating an international quality of life,Yiwu is gradually improving the city's comprehensive carrying capacity and global influence,deeply integrating into constructing“the Belt and Road Initiative”and realizing high-quality development.As an important support for the development of“the Belt and Road Initiative”,Yiwu's“International Open Hub Area”will also become the best carrier of its international image.
With the opportunity to expand Yiwu High-speed Railway Station and Yiwu Airport,Yiwu International Open Hub Zone will further enhance its capacity effect.In the future,it will also become the best image window of Yiwu towards the world.In this context,focusing on the multiple themes of‘coordinating the linkage of multiple port areas,shaping the new trade core,exploring the new quality of productivity,ecological high-performance land use,and creating an urban living room’,and relying on the Yiwu International Open Hub Area,the direction and path of future development of Yiwu from a new perspective and approach will be explored.Through regional integration and functional restructuring,and based on the solid foundation of the‘Small Commodity Capital of the World’,a new picture of future-oriented,multi-dimensional symbiosis,urban and rural wealth,and ecological vitality of urban development is outlined.
本次競(jìng)賽針對(duì)3個(gè)不同的設(shè)計(jì)任務(wù)，劃定如下3個(gè)范圍：
This competition addresses three distinct design tasks,delimiting the following three scopes:
1）區(qū)域性空間戰(zhàn)略研究范圍：
東至G351（近在建蘇溪站），西至疏港快速路（近義烏西站），北至德勝巖景區(qū)，總面積約99.2平方公里。
2）概念性總體規(guī)劃范圍：
東至西城北路（近義東高速），南至西站大道（近義烏機(jī)場(chǎng)），北至德勝巖景區(qū)，總面積約46.7平方公里。
3）樞紐核心區(qū)城市設(shè)計(jì)范圍：
東至商城大道（近黃檗山景區(qū)），南至洪深路，西至機(jī)場(chǎng)路，北至滬昆高速、義東高速交界處，總面積約13.7平方公里。
1)Scope of regional spatial strategy study:
East to G351(near Suxi Station under construction),west to Shugang Expressway(near Yiwu West Station),and north to Deshengyan Scenic Area,with a total area of about 99.2 square kilometers.
2)Scope of Conceptual Planning:
East to Xicheng North Road(near Yiwu East Highway),south to West Station Avenue(near Yiwu Airport),and north to Deshengyan Scenic Spot,with a total area of about 46.7 square kilometers.
(3)Scope of Urban Design of the Core Area:
East to Shangcheng Road(near Huangboshan Mountain Scenic Area),south to Hongshen Road,west to Airport Road,and north to the junction of Hukun Expressway and Yidong Expressway,with a total area of about 13.7 square kilometers.

本次競(jìng)賽分為如下3個(gè)設(shè)計(jì)任務(wù)：

1）區(qū)域性空間戰(zhàn)略研究
Scope of Regional Spatial Strategy Study
99.2平方公里，主要內(nèi)容為銜接國(guó)土空間規(guī)劃，重點(diǎn)整合梳理義烏各大樞紐港區(qū)之間的交通聯(lián)系與職能分工。基于場(chǎng)地基礎(chǔ)條件，整合各類資源，從國(guó)際視角出發(fā)，大膽設(shè)想、適度超前，針對(duì)跨國(guó)際貿(mào)易物流、高效能區(qū)域協(xié)同、優(yōu)質(zhì)化功能配置、重大產(chǎn)業(yè)布局等命題提出符合區(qū)域未來發(fā)展的相關(guān)戰(zhàn)略性和引導(dǎo)性的建議。
99.2 square kilometers,the main content of which is to connect the land space planning,focusing on integrating and sorting out the transportation links and functional division of labor among the major hub port areas in Yiwu.Based on the primary conditions of the site incorporating various types of resources,from an international perspective boldly envisioning and moderately ahead of the curve,according to the proposal,cross-international trade logistics,high-performance regional synergism,high-quality functional configuration,and significant industrial layout contribute relevant strategic and guiding recommendations for the region's future development.
2）概念性總體規(guī)劃
Scope of Conceptual Planning
46.7平方公里，以空、鐵、公綜合交通樞紐規(guī)劃范圍作為載體，包含義烏高鐵新城、機(jī)場(chǎng)空港及臨港區(qū)、后宅片區(qū)、德勝巖/黃檗山景區(qū)等，通過要素和資源評(píng)價(jià)對(duì)城市空間進(jìn)行整體謀劃。深化“樞·融”的理念，依托空鐵樞紐經(jīng)濟(jì)區(qū)，深入研究區(qū)域內(nèi)產(chǎn)業(yè)規(guī)劃、城市空間布局、對(duì)內(nèi)對(duì)外綜合交通網(wǎng)絡(luò)等，構(gòu)建義烏國(guó)際綜合樞紐高效、高水平運(yùn)行體系，打造獨(dú)具義烏特色的開放樞紐門戶。同時(shí)，合理確定片區(qū)開發(fā)功能和容量，提出適合本區(qū)域的、兼具開放性和創(chuàng)意性的總體規(guī)劃理念與策略。
46.7 square kilometers,with the planning scope of air,railway,and public transportation hub as the carrier,including Yiwu High-speed Railway New City,Airport Airport and Port Area,Houzhai Area,Deshengyan/Huangboshan Mountain Scenic Spot,etc.,making overall planning of urban space through evaluation of elements and resources,conducting an in-depth study of the sustainable transportation network,comprehensive urban functions,ecologically sustainable development,futuristic urban image,and other propositions.Deepening the concept of“Hub-Harmony”,relying on the air-rail hub economic zone,in-depth study of the region's industrial planning,urban spatial layout,internal and external comprehensive transport network,etc.,to build a highly efficient,high-level operation system of Yiwu International Comprehensive Hub,to create an open hub and gateway with unique characteristics of Yiwu.At the same time,rationally determine the development functions and capacity of the area,and forward master-planning concepts and strategies that are suitable for the region and that are both open and creative.
3）樞紐核心區(qū)城市設(shè)計(jì)
Scope of Urban Design of the Core Area
13.7平方公里，圍繞高鐵新城和后宅片區(qū)核心區(qū)作為承載樞紐核心功能的潛力開發(fā)空間進(jìn)行城市設(shè)計(jì)，打造義烏城北商旅新城，宜居宜業(yè)城市客廳，文旅科創(chuàng)新質(zhì)窗口為特征的義烏城市新門戶。此外，在樞紐核心區(qū)13.7平方公里內(nèi)，根據(jù)設(shè)計(jì)需求，自主選定6平方公里左右區(qū)域作為重點(diǎn)片區(qū)，進(jìn)行詳細(xì)城市設(shè)計(jì)工作。
13.7 square kilometers,around the high-speed rail new town and the core area of Houzhai district as the potential development space to carry the core functions of the hub for urban design,to create a new city of business and tourism in the northern part of Yiwu,livable and livable city living room,cultural tourism and science and technology innovation and quality of the new image of the northern gateway to Yiwu as a feature.In addition,within the 13.7 square kilometers of the core area,an area of about 6 square kilometers will need to be independently selected as a focus area for detailed urban design work based on the design requirements.

后續(xù)成果深化設(shè)計(jì)服務(wù)費(fèi)：240萬(wàn)元（含稅）
備注：評(píng)審會(huì)中專家評(píng)委根據(jù)參賽單位提交的方案評(píng)定出獲獎(jiǎng)單位名次，主辦單位根據(jù)專家評(píng)委的專業(yè)技術(shù)評(píng)審意見，綜合各參賽單位的綜合實(shí)力，在前2名的獲獎(jiǎng)單位中，選定1家單位作為本項(xiàng)目的后續(xù)深化設(shè)計(jì)單位，負(fù)責(zé)本項(xiàng)目的優(yōu)化整合及后續(xù)深化設(shè)計(jì)工作，深化設(shè)計(jì)時(shí)間約為3個(gè)月。

Expert judges will determine the rank of participating units based on the proposals during the review meeting.The host,guided by the expert judges'professional and technical opinions and considering each participating unit's overall strength,will select one unit from the top two winners to be the subsequent detailed design unit for the project.The duration of the consulting service for the following detailed design unit is about three months.

境內(nèi)外具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)單位均可報(bào)名參加。本次競(jìng)賽接受設(shè)計(jì)單位單獨(dú)報(bào)名以及組成聯(lián)合體報(bào)名，要求所有參賽單位必須持有在所在國(guó)家注冊(cè)的合法有效的營(yíng)業(yè)執(zhí)照（或在境外等同于營(yíng)業(yè)執(zhí)照的合法證照）。以聯(lián)合體進(jìn)行報(bào)名的，要求聯(lián)合體成員單位的數(shù)量不得超過3家，且聯(lián)合體中的成員單位不得再單獨(dú)或與其他設(shè)計(jì)單位另行組成聯(lián)合體進(jìn)行報(bào)名。
All participating units with relevant design experience globally are eligible to register.This competition accepts registrations from design units individually and in consortiums.All participating units must hold a valid business license registered in their respective countries(or equivalent legal documents overseas).One consortium shall consist of at most three members,and the member units are not allowed to register individually or form a separate consortium with other design units.
