為深入貫徹黨的二十大精神和習(xí)近平總書(shū)記視察廣東重要講話、重要指示精神，認(rèn)真落實(shí)省委“1310”具體部署和市委“1312”思想舉措，聚焦“排頭兵、領(lǐng)頭羊、火車頭”標(biāo)高追求，加快發(fā)展數(shù)字經(jīng)濟(jì)，促進(jìn)數(shù)字經(jīng)濟(jì)和實(shí)體經(jīng)濟(jì)深度融合，推進(jìn)廣州人工智能與數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)琶洲核心片區(qū)建設(shè)，特開(kāi)展本次競(jìng)賽。本次競(jìng)賽將征集具有前瞻性與創(chuàng)新性的城市設(shè)計(jì)理念和獨(dú)具琶洲東區(qū)特色的城市設(shè)計(jì)方案，在梳理琶洲地區(qū)歷次規(guī)劃設(shè)計(jì)及研究成果的基礎(chǔ)上，對(duì)琶洲東區(qū)進(jìn)行整體性謀劃、高品質(zhì)設(shè)計(jì)，提前謀劃未來(lái)城市形象，打造現(xiàn)代化高質(zhì)量發(fā)展的新標(biāo)桿。
The Competition aims to thoroughly implement the guiding principles of the 20th CPC National Congress and the important instructions given by General Secretary Xi Jinping during his visit in Guangdong and Guangzhou;to practice Guangdong Provincial Party Committee's“1310”deployment(targeting at one goal,stimulating three drives,and making ten breakthroughs)and Guangzhou Municipal Party Committee's“1312”initiatives(acting as the pacesetter,stimulating drivers of reform,opening-up and innovation,and staying ahead as a model in twelve fields);and to anchor the pursuit of being a"pacesetter,leader,and engine",accelerate the development of the digital economy,further integrate it with the real economy,and promote the development of the Pazhou Core Area of Guangzhou Artificial Intelligence and Digital Economy Pilot Zone.Through the Competition,it is expected to solicit urban design proposals with forward-looking and innovative urban design concepts and the unique characteristics of Pazhou East District,and,based on the previous planning,design and research results of Pazhou,to conduct overall planning and high-quality design for Pazhou East District,plan its future urban image in advance,and make it a new benchmark for modern high-quality development.
琶洲東區(qū)位于琶洲島東端，是珠江高質(zhì)量發(fā)展帶的重要節(jié)點(diǎn)，也是廣東省、廣州市重點(diǎn)打造的人工智能與數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)琶洲核心片區(qū)。2021年7月，廣州市印發(fā)《廣州人工智能與數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)琶洲核心區(qū)數(shù)字經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展規(guī)劃（2021-2025年）》，提出琶洲東區(qū)要依托土地資源和區(qū)位優(yōu)勢(shì)，集聚一批科技型總部企業(yè)，打造超級(jí)總部集聚區(qū)，并重點(diǎn)結(jié)合黃埔古港古村歷史文化資源，打造數(shù)字文旅新亮點(diǎn)。2022年10月，廣東省人民政府正式批復(fù)設(shè)立廣州琶洲經(jīng)濟(jì)開(kāi)發(fā)區(qū)，琶洲東區(qū)作為其重要組成部分，需按照布局集中、產(chǎn)業(yè)集聚、用地集約、特色鮮明、規(guī)模適度、配套完善的要求，完善管理體制和運(yùn)行機(jī)制，切實(shí)提高發(fā)展質(zhì)量和效益，努力成為帶動(dòng)區(qū)域經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的重要引擎。
Pazhou East District is located at the east tip of Pazhou Island.It represents an important node on the Pearl River High-quality Development Belt,and the core area of the artificial intelligence and digital economy pilot zone prioritized by Guangdong Province and Guangzhou City.In July 2021,Guangzhou issued the Digital Economy Industry Development Plan for Pazhou Core Area of Guangzhou Artificial Intelligence and Digital Economy Pilot Zone(2021-2025),proposing to develop Pazhou East District with prominent land resources and location advantages into a hub of super headquarters for sci-tech enterprises,and a new spot for digital cultural tourism combining historical and cultural resources of Huangpu Ancient Port and Ancient Village.In October 2022,the People's Government of Guangdong Province officially approved the establishment of Guangzhou Pazhou Economic Development Zone.As an integral part of it,Pazhou East District is set to improve its management system and operation mechanism for better development quality and efficiency in accordance with the requirements for centralized layout,industrial agglomeration,intensive land use,distinctive characteristics,moderate scale and complete supporting facilities.It will strive to serve as an important engine driving economic restructuring and the transformation of economic development model in the region.
本次競(jìng)賽由廣州市規(guī)劃和自然資源局主辦，廣州市城市規(guī)劃編制研究中心、廣州市土地開(kāi)發(fā)中心、廣州市規(guī)劃和自然資源局海珠區(qū)分局共同承辦。廣州市城市規(guī)劃設(shè)計(jì)有限公司、采聯(lián)國(guó)際招標(biāo)采購(gòu)集團(tuán)有限公司為競(jìng)賽組織代理單位。
The Competition is hosted by Guangzhou Municipal Planning and Natural Resources Bureau,and organized jointly by Guangzhou Urban Planning and Research Center,Guangzhou Land Development Center,and Guangzhou Municipal Planning and Natural Resources Bureau Haizhu Branch.Its organizing consultants are Guangzhou Urban Planning and Design Company Limited and Guangdong Choicelink Internet Technology Group Co.,Ltd.

本次競(jìng)賽工作分為三個(gè)層次：
The work of the Competition is divided into three parts:
地區(qū)發(fā)展策略研究：結(jié)合區(qū)域發(fā)展新形勢(shì)，統(tǒng)籌考慮琶洲東區(qū)與周邊重點(diǎn)功能片區(qū)的協(xié)同發(fā)展關(guān)系，圍繞廣州人工智能與數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)、廣州琶洲經(jīng)濟(jì)開(kāi)發(fā)區(qū)等發(fā)展機(jī)遇，助力“一江兩岸三片區(qū)”錯(cuò)位發(fā)展、各展其能，建設(shè)數(shù)字經(jīng)濟(jì)高質(zhì)量發(fā)展示范區(qū)?？偨Y(jié)借鑒國(guó)內(nèi)外類似標(biāo)桿地區(qū)開(kāi)發(fā)建設(shè)經(jīng)驗(yàn)，分析本地區(qū)現(xiàn)狀問(wèn)題及發(fā)展?jié)摿Γ⒆愕貐^(qū)資源稟賦、功能定位和產(chǎn)業(yè)基礎(chǔ)，找準(zhǔn)優(yōu)勢(shì)，明確發(fā)展重點(diǎn)和特色，整體研判琶洲東區(qū)發(fā)展定位，提出發(fā)展策略、功能布局和產(chǎn)業(yè)模式等內(nèi)容。
Research on district development strategy:Based on the new development landscape of Pazhou East District,comprehensively consider its coordinated development relation with the surrounding key functional areas.By leveraging the development opportunities brought about by Guangzhou Artificial Intelligence and Digital Economy Pilot Zone and Guangzhou Pazhou Economic Development Zone,help realize staggered development of“Three Areas on Both Banks of the Pearl River”(i.e.,Pazhou Core Area on the south bank and Guangzhou International Financial City Area and Yuzhu Area on the north bank),and build a high-quality development demonstration area of digital economy.By learning from the development of similar benchmarking districts at home and abroad,analyze existing challenges and development potential of Pazhou East District,identify its development strengths,priorities and highlights based on its resource endowment,functional positioning and industrial base.By studying the overall development positioning of Pazhou East District,propose a proper development strategy,function layout and industry model for it.
概念城市設(shè)計(jì)：設(shè)計(jì)范圍西至環(huán)城高速公路，東至琶洲島尖，北至珠江前航道，南至珠江后航道、黃埔涌，面積336公頃。
Conceptual urban design:The design scope extends to Guangzhou Ring Expressway on the west,the tip of Pazhou Island on the east,the Pearl River front channel on the north,and the Pearl River rear channel and Huangpu Riverlet on the south,covering 336 hectares.
核心片區(qū)詳細(xì)設(shè)計(jì)：設(shè)計(jì)范圍西至新化快速、環(huán)城高速，東至珠江前航道與黃埔涌交匯處，北至沙仔島，南至黃埔涌，面積210公頃。
Detailed design for the Core Area:The design scope is defined by Guangzhou Ring Expressway and its Xinhua Branch Line on the west,the confluence of the Pearl River front channel and Huangpu Riverlet on the east,Shazi Island on the north,and Huangpu Riverlet on the south,covering 210 hectares.

(I)Registration Requirements
以下第1-5項(xiàng)為報(bào)名必要性要求，第6項(xiàng)為參考性要求。
Requirements in Items 1-5 below are mandatory,while those in Item 6 are preferred.
1.本次競(jìng)賽接受境內(nèi)設(shè)計(jì)機(jī)構(gòu)單獨(dú)或組成聯(lián)合體報(bào)名、境外設(shè)計(jì)機(jī)構(gòu)聯(lián)合體報(bào)名，不接受自然人或自然人組合進(jìn)行報(bào)名，其中境外設(shè)計(jì)機(jī)構(gòu)須聯(lián)合境內(nèi)設(shè)計(jì)機(jī)構(gòu)形成聯(lián)合體進(jìn)行報(bào)名。境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均須在其所在地完成合法、有效的機(jī)構(gòu)注冊(cè)；根據(jù)股權(quán)結(jié)構(gòu)持股比例占主導(dǎo)的為境外機(jī)構(gòu)的各類機(jī)構(gòu)，視為境外機(jī)構(gòu)。組成競(jìng)賽聯(lián)合體的設(shè)計(jì)機(jī)構(gòu)數(shù)量不得超過(guò)3家，聯(lián)合體內(nèi)各設(shè)計(jì)機(jī)構(gòu)不得再以自己名義單獨(dú)參賽，或與其他設(shè)計(jì)機(jī)構(gòu)組成新的聯(lián)合體參賽。聯(lián)合體報(bào)名時(shí)須提交《聯(lián)合體協(xié)議書(shū)》，并應(yīng)在聯(lián)合體協(xié)議中明確主體單位、分工及費(fèi)用比例分配情況。
1.The Competition is open to design firms inside the Chinese Mainland,which may sign up alone or as a consortium,and design firms outside the Chinese Mainland,which must sign up by forming a consortium with a local design firm.Natural persons or teams of natural persons will be rejected.Applicants must have been legally and effectively incorporated at their domiciles.A firm whose shares are predominantly held by another firm outside the Chinese Mainland as shown by its equity structure is deemed a firm outside the Chinese Mainland.Each consortium may have no more than three members.A firm who is already a consortium member shall not enter for the Competition twice,either in its own name or as the member of another consortium.Consortia signing up for the Competition must submit a Consortium Agreement clearly defining the consortium leader,the division of work,and the design fee distribution proportions.
2.設(shè)計(jì)機(jī)構(gòu)負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時(shí)單獨(dú)或加入不同的聯(lián)合體進(jìn)行報(bào)名參賽。
2.Design firms run by one same person or interrelated in terms of shareholding or management are not allowed to sign up for the Competition simultaneously,either alone or by joining different Consortia.
3.參與競(jìng)賽的領(lǐng)銜設(shè)計(jì)師和設(shè)計(jì)人員須為設(shè)計(jì)機(jī)構(gòu)的在職員工（若組成聯(lián)合體的設(shè)計(jì)機(jī)構(gòu)，領(lǐng)銜設(shè)計(jì)師須為聯(lián)合體主體設(shè)計(jì)機(jī)構(gòu)的在職員工）。領(lǐng)銜設(shè)計(jì)師須全程參與競(jìng)賽，并負(fù)責(zé)重要節(jié)點(diǎn)會(huì)議匯報(bào)。
3.The lead designer and design personnel participating in the Competition must be on the payroll of the applicant(if the applicant is a consortium,the lead designer must be on the payroll of the consortium leader).The lead designer must participate entirely in the Competition and take charge of design presentations of major milestones.
4.參賽設(shè)計(jì)機(jī)構(gòu)應(yīng)由多種專業(yè)的人員構(gòu)成，包括但不限于城市規(guī)劃與城市設(shè)計(jì)、建筑設(shè)計(jì)、園林景觀、交通、生態(tài)、產(chǎn)業(yè)、市政等專業(yè)人員。
4.The participating team of each applicant shall be composed of a variety of personnel specialized in,including but not limited to,urban planning and urban design,architecture,landscape architecture,transportation,ecology,industry,municipal utilities,etc.
5.參賽設(shè)計(jì)機(jī)構(gòu)能響應(yīng)本次競(jìng)賽設(shè)計(jì)任務(wù)要求，提出概念提案。
5.The applicant shall be capable of responding to the design work requirements of the Competition and propose a concept proposal.
6.領(lǐng)銜設(shè)計(jì)師具備以下同類項(xiàng)目主持經(jīng)驗(yàn)的優(yōu)先考慮：
6.Lead designers who have chaired the following projects of the same kind are preferred:
(1)具有大型城市群、都市圈內(nèi)城市重點(diǎn)片區(qū)、創(chuàng)新型產(chǎn)業(yè)片區(qū)、重要發(fā)展平臺(tái)節(jié)點(diǎn)的空間發(fā)展戰(zhàn)略、策劃及設(shè)計(jì)經(jīng)驗(yàn)；
(1)Experience in spatial development strategy,planning and design of large urban agglomerations,key urban areas within metropolitan areas,innovative industrial areas,and important development platform nodes;
(2)具有城市濱水重點(diǎn)地段詳細(xì)城市設(shè)計(jì)能力與實(shí)踐經(jīng)驗(yàn)；
(2)Competence and experience in detailed urban design for key urban waterfront areas;
(3)具有未來(lái)城市、生態(tài)韌性、碳中和、智慧交通、TOD綜合開(kāi)發(fā)等一個(gè)或多個(gè)方面的前沿性關(guān)鍵技術(shù)儲(chǔ)備。
(3)Knowledge reserve in cutting-edge key technologies in one or more fields among future city,ecological resilience,carbon neutrality,smart transportation,TOD,etc.

1.有意向參加競(jìng)賽的設(shè)計(jì)機(jī)構(gòu)須在報(bào)名截止時(shí)間2023年12月22日17:00前，到競(jìng)賽組織代理單位電子報(bào)名系統(tǒng)（https://qy.choicelink.cn:8301/clLogin）上注冊(cè)報(bào)名填寫(xiě)《采購(gòu)文件領(lǐng)購(gòu)登記表》。
1.Applicants must register and fill out the Procurement Document Acquisition Registration Form on the electronic registration system of the Organizing Consultant(https://qy.choicelink.cn:8301/clLogin)before 17:00,December 22,2023.
具體操作方式：登錄電子報(bào)名系統(tǒng)（https://qy.choicelink.cn:8301/clLogin）后搜索本項(xiàng)目，點(diǎn)擊“公告詳情”進(jìn)入公告頁(yè)面后再點(diǎn)擊右上角的“獲取文件”，按操作指引填寫(xiě)。

2.設(shè)計(jì)機(jī)構(gòu)須在報(bào)名截止時(shí)間2023年12月22日17:00前，將報(bào)名資料現(xiàn)場(chǎng)提交或郵遞送達(dá)（以郵件簽收記錄或現(xiàn)場(chǎng)簽收表記錄為準(zhǔn)），逾期送達(dá)的報(bào)名材料概不受理。若因郵寄等原因?qū)е聢?bào)名資料未在截止時(shí)間前送達(dá)及郵寄過(guò)程中產(chǎn)生的一切后果均由參與報(bào)名的設(shè)計(jì)機(jī)構(gòu)自行承擔(dān)。
2.The registration documents must be submitted on site or by post(subject to the mail receipt signature record or the on-site receipt signature form)before 17:00,December 22,2023.Those delivered later than the above deadline will not be accepted.In case the registration documents are not delivered before the deadline due to mailing problems or are subjected to any problem during the mailing process,all consequences arising therefrom shall be borne by the applicant.

(1)報(bào)名設(shè)計(jì)機(jī)構(gòu)須同時(shí)提交書(shū)面文件和電子文件，書(shū)面文件與電子文件不一致的，以書(shū)面文件為準(zhǔn)。

報(bào)名階段需提交商務(wù)文件、概念提案的書(shū)面文件及電子文件。具體要求如下：
The registration documents shall include hard and soft copies of commercial and concept proposal documents.
1.商務(wù)文件
1.Commercial documents
按《報(bào)名文件格式》（附件3）的內(nèi)容提交，要求為A4規(guī)格按順序編排，總頁(yè)數(shù)不超過(guò)200頁(yè)，80g以下紙張雙面打印，軟皮裝訂成冊(cè)，正本一份，副本十份，一并密封。正本除按格式文件標(biāo)注的位置加蓋機(jī)構(gòu)印章外，還需加蓋騎縫章（聯(lián)合體的騎縫章僅需加蓋主體設(shè)計(jì)機(jī)構(gòu)印章）。
The commercial documents shall be prepared in A4 size in proper order and in accordance with the requirements of the Registration Documents Template(Appendix 3).It is required to submit one original and ten duplicate brochures enclosed into one same sealed package.Each brochure shall feature soft covers and contain no more than 200 pages using paper no heavier than 80 gsm printed on both sides.The original brochure shall be stamped with a paging(or cross-page)seal(the official seal of the leader if the applicant is a consortium)in addition to the official seal required at the positions stipulated in the layout template file.
根據(jù)《琶洲東區(qū)（國(guó)際超級(jí)總部）城市設(shè)計(jì)國(guó)際競(jìng)賽參賽機(jī)構(gòu)遴選細(xì)則》（附件6）的要求，以下第（1）-（11）項(xiàng)為必備報(bào)名材料，第（12）項(xiàng)為可選報(bào)名材料，請(qǐng)嚴(yán)格按照《報(bào)名文件格式》（附件3）要求準(zhǔn)備。
In accordance with the International Competition of Urban Design for Pazhou East District(International Super Headquarters)-Selection Rules(Appendix 6),items(1)through(11)below are mandatory,while item(12)is optional.The registration documents shall be prepared strictly in accordance with the Registration Documents Template(Appendix 3).
(1)設(shè)計(jì)機(jī)構(gòu)信息表（簽字并加蓋公章）。

(4)設(shè)計(jì)機(jī)構(gòu)名稱及資質(zhì)說(shuō)明（提供資質(zhì)證書(shū)復(fù)印件）。
(4)Applicant’s Name and Qualifications(a photocopy of the qualification certificates).
(5)設(shè)計(jì)機(jī)構(gòu)簡(jiǎn)介（如為聯(lián)合體，各成員分別提供）。

(6)設(shè)計(jì)機(jī)構(gòu)注冊(cè)報(bào)名信息（提供有關(guān)注冊(cè)報(bào)名證書(shū)或執(zhí)照復(fù)印件，境外設(shè)計(jì)機(jī)構(gòu)由其在中國(guó)境內(nèi)分支機(jī)構(gòu)代表參賽的，應(yīng)提供分支機(jī)構(gòu)的股權(quán)結(jié)構(gòu)說(shuō)明）。

(11)設(shè)計(jì)機(jī)構(gòu)同類項(xiàng)目的設(shè)計(jì)經(jīng)驗(yàn)與相關(guān)業(yè)績(jī)（自2018年1月1日至今，提供項(xiàng)目合同關(guān)鍵頁(yè)復(fù)印件并加蓋公章）。單一報(bào)名設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體成員之一須具有主持設(shè)計(jì)過(guò)城市重點(diǎn)片區(qū)、創(chuàng)新產(chǎn)業(yè)片區(qū)、濱水片區(qū)的項(xiàng)目經(jīng)驗(yàn)（包括規(guī)劃中、規(guī)劃已完成、在建及已建成項(xiàng)目，提供最多不超過(guò)10個(gè)項(xiàng)目經(jīng)驗(yàn)；如為聯(lián)合體，則所有成員加起來(lái)總數(shù)不應(yīng)超過(guò)10個(gè)項(xiàng)目經(jīng)驗(yàn)）。
(11)Applicant’s Similar Project Experience(since January 1,2018;photocopies of key pages of project contracts stamped with the applicant’s official seal).The applicant signing up for the Competition either alone or as a consortium(in the latter case,one of the consortium members)must have chaired the design of key urban areas,innovative industry areas,and waterfront areas(no more than 10 projects,no matter their planning or construction is on-going or completed;if the applicant is a consortium,the cap means the combined total of all members).
(12)設(shè)計(jì)機(jī)構(gòu)認(rèn)為有必要的其他資料。

2.Concept proposal
概念提案應(yīng)以A3規(guī)格按順序編排，總頁(yè)數(shù)不超過(guò)10頁(yè)（頁(yè)數(shù)限制不含封面封底扉頁(yè)和目錄），80g以下紙張雙面打印，軟皮裝訂成冊(cè)，正本一份，副本十份。
It is required to submit one original and ten duplicate concept proposal brochures.Each brochure shall be prepared in A3 size in proper order,feature soft covers,and contain no more than 10 pages(excluding the front cover,back cover,title page and table of contents page)using paper no heavier than 80 gsm printed on both sides.
概念提案可采用多種形式表達(dá)設(shè)計(jì)構(gòu)思與想法，獨(dú)立成章，圖文混排，需體現(xiàn)設(shè)計(jì)團(tuán)隊(duì)對(duì)本競(jìng)賽項(xiàng)目的理解。主要內(nèi)容包括但不限于：
A variety of forms may be adopted for the representation of design concepts and ideas in the concept proposal,which may have independent chapters and a mixed layout of images and text,and shall reflect the design team's understanding of the Project.Its content shall include but is not limited to:
(1)基于對(duì)區(qū)域發(fā)展條件和未來(lái)發(fā)展趨勢(shì)的分析，歸納總結(jié)片區(qū)特色，初步研判琶洲東區(qū)未來(lái)發(fā)展意向。
(1)Based on the analysis of district development conditions and future development tendency,summarize the characteristics of the Pazhou East District and preliminarily identify its future development direction.
(2)明確指出重點(diǎn)解決問(wèn)題，并提出獨(dú)具創(chuàng)意的設(shè)計(jì)理念、解決思路及方法或可借鑒模式、新技術(shù)應(yīng)用等。
(2)Clearly point out the key problems to solve,and put forward creative design concepts,ideas and methods for addressing these problems,or models and new technology applications that can be referenced.
(3)制定技術(shù)路線，對(duì)競(jìng)賽最終成果構(gòu)成進(jìn)行預(yù)設(shè)，同時(shí)提出合理的團(tuán)隊(duì)及工作組織安排建議。
(3)Develop technical routes,presuppose the composition of the final deliverables,and put forward reasonable suggestions on team and work arrangements.

報(bào)名演示文件包括設(shè)計(jì)機(jī)構(gòu)簡(jiǎn)介、相關(guān)業(yè)績(jī)、概念提案及設(shè)計(jì)團(tuán)隊(duì)介紹等（15頁(yè)以內(nèi)，字體大小適合100英寸屏幕播放，格式詳見(jiàn)附件4），應(yīng)以A3規(guī)格按順序編排，80g以下紙張雙面打印，普通裝訂成冊(cè)，正本一份，副本十份。
The registration presentation file shall include the applicant’s company profile,portfolio of relevant projects,concept proposal and design team introduction(no more than 15 pages,with the font size suitable for 100-inch screen;see Appendix 4 for layout requirements).It is required to submit one original and ten duplicate brochures.Each brochure shall be prepared in A3 size in proper order,using paper no heavier than 80 gsm printed on both sides.
4.同時(shí)應(yīng)制作以下電子文件，以光盤與U盤形式，各一式一份，隨書(shū)面報(bào)名材料一同密封。報(bào)名設(shè)計(jì)機(jī)構(gòu)應(yīng)保證提交的電子文件是可讀取、無(wú)損壞、無(wú)病毒的。
4.The following soft copies shall be produced and submitted in both CD-ROM and USB flash drive forms(one set each),and be sealed together with the hard copies of the registration documents.The applicant shall guarantee that the submitted soft copies are readable,and free from damage or virus.
(1)報(bào)名文件（*.docx/*.doc文件以及正本蓋章后掃描的*.pdf文件）。

本次競(jìng)賽通過(guò)廣州市規(guī)劃和自然資源局網(wǎng)站（http://ghzyj.gz.gov.cn/）及微信公眾號(hào)、廣州市城市規(guī)劃協(xié)會(huì)（微信公眾號(hào)）、競(jìng)賽組織代理單位網(wǎng)站（http://www.chinapsp.cn）進(jìn)行發(fā)布，公開(kāi)接受境內(nèi)、境外設(shè)計(jì)機(jī)構(gòu)報(bào)名。本公告在各媒體發(fā)布的文本如有不同之處，以競(jìng)賽組織代理單位網(wǎng)站發(fā)布的文本為準(zhǔn)。
The Competition will be released on the website and WeChat official account of Guangzhou Municipal Planning and Natural Resources Bureau(http://ghzyj.gz.gov.cn/),the WeChat official account of Guangzhou Urban Planning Association,and the website of the Organizing Consultant(http://www.chinapsp.cn),opening to design firms both inside and outside the Chinese Mainland.In case of any inconsistency between the various versions released on the above platforms,the one released on the website of the Organizing Consultant shall prevail.

（一）參賽機(jī)構(gòu)選擇
(I)Selection of Participants
本次競(jìng)賽采用公開(kāi)報(bào)名的方式，通過(guò)在網(wǎng)站發(fā)布競(jìng)賽公告，公開(kāi)接受境內(nèi)外設(shè)計(jì)機(jī)構(gòu)報(bào)名，通過(guò)專家遴選進(jìn)行投票并排名，取前5名設(shè)計(jì)機(jī)構(gòu)為參賽機(jī)構(gòu)，6-8名為候補(bǔ)參賽機(jī)構(gòu)。如符合參賽資格的設(shè)計(jì)機(jī)構(gòu)不足5家的，則主辦單位可根據(jù)項(xiàng)目情況決定延長(zhǎng)報(bào)名時(shí)間或重新組織報(bào)名工作；如確定參賽機(jī)構(gòu)后技術(shù)文件發(fā)布前，出現(xiàn)參賽機(jī)構(gòu)因故放棄參賽資格的，在候補(bǔ)參賽機(jī)構(gòu)中依次替補(bǔ)，直至補(bǔ)足5家為止。
The Competition adopts open registration.The Competition Announcement will be released on websites to accept registration by design firms inside and outside the Chinese Mainland.A Selection Committee will be formed to vote on and rank the applicants.The top 5 applicants will be admitted as participants of the Competition,and those ranking the 6th to 8th as alternate participants.If there are less than 5 eligible applicants,the Host may decide to extend the registration time or re-organize the registration as the case may be.If any participants give up the entry qualification for some reason after being admitted but before the release of the Technical Documents,the alternate participants will take their places in turn until the vacancies are filled.
組織單位將向入選參賽機(jī)構(gòu)發(fā)出參賽邀請(qǐng)函，其余未收到參賽邀請(qǐng)函的設(shè)計(jì)機(jī)構(gòu)報(bào)送的競(jìng)賽方案將不被受理。
The Organizing Consultants will send an invitation letter to the admitted applicants.The competition documents submitted by applicants that do not have an invitation letter will not be accepted.
本競(jìng)賽參賽機(jī)構(gòu)遴選結(jié)果將于2024年1月4日17:00（暫定）前進(jìn)行公布。
The participants selection results will be announced before 17:00 on January 4,2024(tentative).
（二）競(jìng)賽技術(shù)文件發(fā)布
(II)Release of Technical Documents
本次競(jìng)賽技術(shù)文件發(fā)布暨答疑會(huì)將在廣州市舉行，時(shí)間為2024年1月17日10:00時(shí)（暫定），具體以邀請(qǐng)函中的地點(diǎn)和時(shí)間為準(zhǔn)；并視情況組織現(xiàn)場(chǎng)踏勘。
The Technical Documents release and Q&A meeting of the Competition will be held in Guangzhou at 10:00 on January 17,2024(tentative).The specific place and time shown in the invitation letter shall prevail.A site visit will be organized as the case may be.

(III)Submission of Competition Deliverables
成果提交截止時(shí)間為2024年4月17日17:00（暫定）前，具體以競(jìng)賽技術(shù)文件發(fā)布時(shí)通知的地點(diǎn)和時(shí)間為準(zhǔn)。所有參賽機(jī)構(gòu)須在指定截止時(shí)間前將最終競(jìng)賽成果文件提交到指定地點(diǎn)。
The deadline for submitting deliverables is 17:00 on April 17,2024(tentative),subject to the place and time indicated in the released Technical Documents.All participants must submit their final competition deliverables to the designated place before the given deadline.

(IV)Evaluation of Deliverables
本次競(jìng)賽成果評(píng)審包括以下三個(gè)階段。
The competition deliverables will be evaluated by the following three stages.
1.成果有效性審查：評(píng)審委員會(huì)對(duì)參與報(bào)名的設(shè)計(jì)機(jī)構(gòu)提交的競(jìng)賽成果進(jìn)行審查，并出具關(guān)于成果有效性的書(shū)面審查意見(jiàn)，由全體評(píng)委簽名后，提交競(jìng)賽委員會(huì)。只有有效性審查通過(guò)的參賽機(jī)構(gòu)才能進(jìn)入下一步綜合評(píng)審。
1.Deliverables validity review:The Evaluation Committee will review the submitted competition deliverables and issue written review opinions on their validity;the written opinions will be signed by all members of the Evaluation Committee and submitted to the Competition Committee.Only those that have passed the validity review can proceed to the next stage of comprehensive evaluation.
2.綜合評(píng)審：進(jìn)入綜合評(píng)審階段的參賽機(jī)構(gòu)抽簽確定匯報(bào)順序，由領(lǐng)銜設(shè)計(jì)師進(jìn)行設(shè)計(jì)成果匯報(bào)及答疑，評(píng)審委員會(huì)在認(rèn)真研究每家參賽機(jī)構(gòu)的設(shè)計(jì)成果和充分討論比較的基礎(chǔ)上進(jìn)行打分。
2.Comprehensive evaluation:Participants entering the comprehensive evaluation stage will draw lots to determine their presentation order,and their lead designers will present their deliverables and answer questions.The Evaluation Committee will score the design deliverables after meticulous study and thorough discussion and comparison.
3.計(jì)算綜合得分，完成評(píng)審報(bào)告：評(píng)審委員會(huì)根據(jù)各參賽機(jī)構(gòu)綜合得分情況由高到低進(jìn)行排序，完成評(píng)審報(bào)告。
3.Calculation of overall score and completion of evaluation report:The Evaluation Committee will rank the participants by overall score from highest to lowest and complete the evaluation report.
競(jìng)賽評(píng)審結(jié)果確定后將在指定媒體進(jìn)行公布。
The evaluation results will be released on the designated media.

(V)Prize Money and Payment
1.獎(jiǎng)金設(shè)置
1.Prize Money
根據(jù)評(píng)審委員會(huì)對(duì)提交的設(shè)計(jì)方案進(jìn)行評(píng)審及排名，參賽機(jī)構(gòu)（聯(lián)合體視為一家參賽機(jī)構(gòu)）將獲得獎(jiǎng)金如下：
Based on the Evaluation Committee’s evaluation and ranking of the submitted design proposals,the participants(a consortium will be deemed one participant)will receive the following prize money:
一等獎(jiǎng)（1名）：獲得人民幣280萬(wàn)元；
二等獎(jiǎng)（1名）：獲得人民幣170萬(wàn)元；
三等獎(jiǎng)（3名）：各獲得人民幣100萬(wàn)元。
The first prize(1 winner):RMB 2.8 million;
The second prize(1 winner):RMB 1.7 million;
The third prize(3 winners):RMB 1 million each.
2.支付方式

(1)獎(jiǎng)金在競(jìng)賽結(jié)果公示結(jié)束（且沒(méi)有異議）后開(kāi)始辦理支付手續(xù)。
(1)The prize money will be paid after the publicity period of the competition results ends(on the premise of zero objection).
(2)獎(jiǎng)金為含稅金額，以人民幣進(jìn)行支付，由競(jìng)賽承辦單位廣州市規(guī)劃和自然資源局海珠區(qū)分局負(fù)責(zé)與參賽機(jī)構(gòu)結(jié)算。
(2)The prize money will be tax-inclusive and paid in RMB.The Organizer Guangzhou Municipal Planning and Natural Resources Bureau Haizhu Branch will settle the prize money with the winners.
(3)若為聯(lián)合體參賽，獎(jiǎng)金將支付給聯(lián)合體中的其中一家境內(nèi)設(shè)計(jì)機(jī)構(gòu)（須滿足國(guó)內(nèi)的納稅主體要求）。
(3)If the winner is a consortium,the prize money will be paid to one of its members inside the Chinese Mainland(which must meet the requirements on subject of taxation in China).
(4)參賽機(jī)構(gòu)應(yīng)按照要求提供國(guó)內(nèi)合法增值稅專用發(fā)票等付款資料，并配合完成費(fèi)用結(jié)算各項(xiàng)手續(xù)。
(4)The winners shall provide payment information including a legal special VAT Fapiao of China as required,and cooperate on the settlement procedures.

(1)競(jìng)賽成果經(jīng)評(píng)審委員會(huì)評(píng)定為無(wú)效方案的參賽機(jī)構(gòu)，將不能獲得任何獎(jiǎng)金費(fèi)用。
(1)Participants whose competition deliverables are determined invalid by the Evaluation Committee will not receive any prize money.
(2)本次競(jìng)賽的獎(jiǎng)金費(fèi)用包含參賽機(jī)構(gòu)在本次競(jìng)賽期間所發(fā)生的全部費(fèi)用（包括但不限于設(shè)計(jì)費(fèi)用、成果制作費(fèi)用、調(diào)研費(fèi)用、配合召開(kāi)相關(guān)項(xiàng)目溝通會(huì)議所產(chǎn)生的差旅費(fèi)用、設(shè)計(jì)版權(quán)費(fèi)用、相關(guān)稅費(fèi)等），不再支付任何其他費(fèi)用。
(2)The prize money covers all expenses incurred by the participants during the period of the Competition(including but not limited to design cost,deliverables production cost,research cost,travel expense incurred from attending relevant project communication meetings,design copyright fee,related taxes,etc.),so no other expenses will be paid.
