中國福利會少年宮新宮建筑概念方案國際競賽
上海國際招標(biāo)有限公司受中國福利會（以下簡稱“主辦單位”）的委托，作為競賽代理，就中國福利會少年宮新宮建筑概念方案組織開展國際競賽，歡迎有興趣的申請人參加本次競賽活動。本次競賽將通過公開資格預(yù)審的方式從所有申請人中擇優(yōu)選取6名參賽人進(jìn)入方案競賽階段。
Entrusted by China Welfare Institute(“Organizer”）as the Competition Agency,Shanghai International Tendering Co.,Ltd.(“SITC”)is organizing the International Competition for Conceptual Architectural Design of CWI Children's New Palace(“Project”).SITC welcomes all Applicants who are interested in this Project to participate.Through open prequalification,6 Participants will be selected to enter the following Design Competition Stage.
中國福利會下屬中國福利會少年宮成立于1953年6月1日，是新中國的締造者之一、國家名譽(yù)主席、中福會創(chuàng)始人宋慶齡站在締造未來的高度，以科學(xué)的兒童教育思想創(chuàng)立的全國第一家綜合性、群眾性的少年兒童校外教育機(jī)構(gòu)。70年來，少年宮始終遵循“全心全意為婦女兒童服務(wù)”的宗旨，堅(jiān)持“實(shí)驗(yàn)性、示范性，加強(qiáng)科學(xué)研究和對外交往與合作”的方針，在全國校外教育領(lǐng)域起到了重要的引領(lǐng)作用。目前，少年宮占地面積僅1.3萬平方米，建筑面積僅2.2萬平方米，年均服務(wù)量超40萬人次，基本滿負(fù)荷運(yùn)轉(zhuǎn)，幾乎無發(fā)展空間。在現(xiàn)有條件下，少年宮難以創(chuàng)新探索教育教學(xué)新模式，實(shí)現(xiàn)服務(wù)能級提升。
As a subsidiary of China Welfare Institute,CWI Children's Palace was established on June 1,1953.It is the first comprehensive and public out-of-school education institution for children in China,found by Soong Ching Ling,one of the founders and the honorary president of China,the founder of China Welfare Institute,with the height of creating future in scientific educational method.Over the past 70 years,CWI Children's Palace has always followed the purpose of“wholeheartedly serving women and children”,adhered to the principle of"experimental and exemplary,strengthening scientific research,foreign exchanges and cooperation",and played an important leading role in the field of after-school education nationally.At present,CWI Children's Palace operates at full capacity with no room for development because it covers an area of only 13,000 m2 with the floor area of only 22,000 m2,while it serves more than 400,000 people annually.So,it is difficult for CWI Children's Palace to innovate and explore a new model of education and teaching.
為了貫徹致中國福利會成立80周年賀信重要指示精神，落實(shí)時任上海市委書記李強(qiáng)提出的“加快中國福利會事業(yè)發(fā)展步伐，不斷提供新的試驗(yàn)示范和引領(lǐng)輻射”要求，響應(yīng)《關(guān)于推進(jìn)兒童友好城市建設(shè)的指導(dǎo)意見》和《上海市兒童友好城市建設(shè)實(shí)施方案》中關(guān)于“推進(jìn)‘一江一河’兒童濱水空間建設(shè)”的倡議，中國福利會積極籌建中福會少年宮新宮，打造守正創(chuàng)新儀式教育平臺、永不落幕的節(jié)展賽會集聚平臺、世界少兒文化交流平臺以及親子文化創(chuàng)享平臺，更好地在新時代背景下少年宮為黨育才、為國育才的獨(dú)特作用，提升更廣大少年兒童的獲得感和幸福感。
In order to implement the spirit of Chinese President Xi Jinping’s letter of congratulations to the 80th anniversary of China Welfare Institute,Secretary of the CPC Shanghai Municipal Committee Li Qiang's proposal of“accelerating the pace of development of China's welfare society,constantly providing new leading experimental demonstrations”,and response to the initiative of“Promoting the construction of‘One river,One Creek’waterfront space for children"presented in the“Guiding Opinions on Promoting the Construction of Child-Friendly Cities”and the“Implementation Plan for the Construction of Child-friendly Cities in Shanghai”,China Welfare Institute is actively preparing to build the CWI Children's New Palace as an education platform for upholding tradition and innovates,a gathering platform for never-ending festivals and exhibitions,a platform for world cultural exchange among children,and a platform for parent-child cultural creation and enjoyment.,to better play the unique role of CWI Children's Palace for the Party and country's education This will better leverage its unique role in cultivating talents for the Party and the country in the new era,and enhance the acquisition and happiness of a broader range of children.
中國福利會少年宮新宮選址于上海市黃浦區(qū)浦西文化博覽區(qū)內(nèi)，苗江路以西的807-03地塊，已建成的上海兒童藝術(shù)劇場同樣位于該地塊內(nèi)。807-03地塊總面積21102平方米，其中新宮項(xiàng)目用地面積10600平方米。新宮建筑面積39950平方米，其中地上建筑面積29450平方米，地下建筑面積10500平方米。
CWI Children's New Palace is located in the 807-03 block together with the completed Shanghai Children's Art Theatre,west of Miaojiang Road and in Huangpu Puxi Expo Area.The total area of the 807-03 block is 21,102㎡,of which the New Palace covers 10,600㎡.The floor area of the New Palace is 39,950㎡,of which the above-ground floor area is 29,450㎡and the underground florr area is 10,500㎡.

3.1申請人須具有獨(dú)立承擔(dān)民事責(zé)任的能力，不接受自然人參與競賽。
An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
3.2申請人須具有承擔(dān)本次競賽設(shè)計(jì)內(nèi)容相應(yīng)的資格及能力：
An Applicant must have the corresponding qualifications and abilities to undertake the content of this Project:
3.2.1申請人為境內(nèi)機(jī)構(gòu)的，須具備中華人民共和國住房和城鄉(xiāng)建設(shè)部核準(zhǔn)的建筑行業(yè)建筑工程專業(yè)設(shè)計(jì)甲級（或以上）資質(zhì)證書；
If the Applicant is a domestic institution,it must have the qualification certificate of Class A in Architectural Industry(Architectural Engineering)Design(or above)issued by Ministry of Housing and Urban-Rural Development,People’s Republic of China.
3.2.2申請人為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)合法注冊，具有相應(yīng)設(shè)計(jì)許可；
If the Applicant is an overseas institution,it must be legally registered in the country or region where it is located and be equipped with corresponding design license.
3.2.3港、澳、臺機(jī)構(gòu)按第3.2.2條要求執(zhí)行；
Applicants from Hong Kong,Macao or Taiwan shall comply with the requirement of Article 3.2.2.
3.2.4境外機(jī)構(gòu)在境內(nèi)已注冊子公司，并以子公司名義參與競賽申請的，該子公司按第3.2.1條要求執(zhí)行。
Where an overseas institution has registered a subsidiary in Chinese mainland and participates in the prequalification in the name of the subsidiary,the subsidiary shall comply with the requirements of Article 3.2.1.
3.3申請人須具有與本次競賽設(shè)計(jì)內(nèi)容類似的博覽或文化建筑項(xiàng)目業(yè)績。
Applicants must have relevant project performances in exhibition or cultural buildings similar to this Project.
3.4本項(xiàng)目不接受聯(lián)合體。
The Consortium is not accepted in this Project.
4.1凡有意參加本次競賽活動的潛在申請人，請于2023年9月5日10:00時至2023年9月12日16:00時（北京時間，下同），在上海國際招標(biāo)有限公司網(wǎng)站（www.shabidding.com，下同）在線領(lǐng)取《資格預(yù)審文件》。
All potential Applicants who are interested in participating in this Project can download the Prequalification Document through SITC Website(www.shabidding.com)from 10:00 September 5 to 16:00 September 12,2023(Beijing Time,same hereinafter).
4.2申請人首次使用上海國際招標(biāo)有限公司網(wǎng)站需完成注冊程序。已注冊的申請人可使用已獲取的供應(yīng)商登錄名和密碼登錄并從網(wǎng)站采購公告欄的相應(yīng)公告中進(jìn)入，點(diǎn)擊右上角“領(lǐng)購”按鈕下載《資格預(yù)審文件》。競賽代理不接受沒有在上海國際招標(biāo)有限公司網(wǎng)站上注冊和沒有《資格預(yù)審文件》下載記錄的申請人提交的《申請文件》。
Applicants who have never used SITC Website before shall finish the registration process first.Registered Applicants can download the Prequalification Document by clicking the“purchase”button in the corresponding announcement webpage on the purchase bulletin board of SITC Website after logging in.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.
4.3申請人成功領(lǐng)取《資格預(yù)審文件》并不意味著其資格條件符合要求。申請人是否符合本公告第3條“合格申請人資格條件”由資格預(yù)審評審委員會判定。
An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the Prequalification Jury.
5.1資格預(yù)審《申請文件》應(yīng)以電子文件和紙質(zhì)文件的形式提交。提交截止時間為2023年9月13日11:00時，提交的時間以電子文件上傳成功的時間為準(zhǔn)。除了在截止時間前成功上傳的《申請文件》外，未在截止時間前上傳或以其他形式提交的《申請文件》一律不被受理。
The Application Document shall be submitted in Electronic Documents as well as Paper Documents.The submission deadline of Application Document is 11:00 September 13,2023.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
5.2電子文件包括全套正本《申請文件》的PDF掃描件和PPT文件。申請人應(yīng)在上海國際招標(biāo)有限公司網(wǎng)站本項(xiàng)目的領(lǐng)購頁面下，點(diǎn)擊“投標(biāo)文件”按鈕后上傳資格預(yù)審《申請文件》的電子文件（以rar.或zip.形式壓縮后上傳，請注意無需加密）。
The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on the this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file in rar.or zip.form.)
5.3申請人應(yīng)將紙質(zhì)《申請文件》2套（正本1套、副本1套），以專人送達(dá)或郵寄形式提交至本公告第12條所示地址。
Applicants shall also submit 2 sets of Paper Documents of its Applicant Document(clearly mark one as“ORIGINAL”,and the another as“COPY”)by hand or by post to the address listed in Article 12.
5.4申請人應(yīng)當(dāng)確保其提交的資格預(yù)審《申請文件》的電子文件和紙質(zhì)文件內(nèi)容一致。當(dāng)資格預(yù)審《申請文件》的電子文件與紙質(zhì)文件內(nèi)容不一致時，以電子文件為準(zhǔn)。
Applicants shall ensure that the contents of their Electronic and Paper Application Document submitted are consistent.In the event of any discrepancy between the Electronic Documents and the Paper Documents,the Electronic Documents shall prevail.
6申請人提交了資格預(yù)審《申請文件》后，資格預(yù)審評審委員會將對申請人進(jìn)行綜合評審和比較，選擇6名申請人作為參賽人。如申請人數(shù)量正好為6名，資格預(yù)審評審委員會將對申請人的身份和資質(zhì)、綜合實(shí)力、主創(chuàng)設(shè)計(jì)師的資歷、設(shè)計(jì)團(tuán)隊(duì)的人員配置等進(jìn)行是否符合項(xiàng)目要求的判定。如判定符合項(xiàng)目要求，6參賽名申請人直接入圍，成為本次競賽的參賽人；如判定符合要求的申請人不足6名，主辦單位保留重新組織資格預(yù)審的權(quán)利。如申請人少于6名，主辦單位同樣保留重新組織資格預(yù)審的權(quán)利。
After the submission deadline of Application Document,the Prequalification Jury will conduct a comprehensive review of all Applicants and select 6 Applicants as Participants.If there are exactly 6 Applicants,the Prequalification Jury will determine whether these Applicants meet the requirements of this Project by reviewing their identity and qualification,comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,etc.If it is determined that all 6 Applicants have met the requirements,all 6 applicants will be directly shortlisted;if less than 6 Applicants are determined to have met the requirements,the Organizer reserves the right to reorganize the Prequalification.If there are fewer than 6 Applicants,the Organizer also reserves the right to reorganize the Prequalification.
7.1參賽人在方案評審會結(jié)束，并經(jīng)方案評審委員會評定其方案符合《設(shè)計(jì)任務(wù)書》要求的，將根據(jù)獎項(xiàng)獲得對應(yīng)獎金。本次競賽設(shè)一等獎1名，將獲得獎金人民幣100萬元（含稅，下同）；二等獎2名，將各獲得獎金人民幣50萬元；三等獎3名，將各獲得獎金人民幣30萬元。
Among Participants,those whose deliverables of this Project are evaluated to have met the requirements set in the Design Program by the Scheme Review Committee will receive the corresponding bonus according to the award after the Scheme Review Meeting.In this competition,there will be 1 First Prize,who will receive a bonus of RMB 1,000,000.00(including tax,the same below);2 Second Prizes,who will each receive a bonus of RMB 500,000;3 Third Prizes,who will each receive a bonus of RMB 300,000.
7.2如經(jīng)方案評審委員會評定，參賽人的方案沒有達(dá)到《設(shè)計(jì)任務(wù)書》要求的，應(yīng)由方案評審委員會單獨(dú)出具書面意見且有半數(shù)以上評委簽字，具體闡明不符合要求的設(shè)計(jì)內(nèi)容以及扣款標(biāo)準(zhǔn)，主辦單位將根據(jù)該書面意見扣減直至不支付該參賽人獎金。
If the Scheme Review Committee of the Scheme Review Meeting makes the decision that any Participant’s deliverables of this Project failed to meet the requirements set in the Design Program,the Scheme Review Committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified contents and the deduction standard.The Organizer is entitled to deduct a portion or all amount of the Participant’s Bonus according to this opinion.
7.3若參賽人通過建設(shè)工程設(shè)計(jì)公開招標(biāo)成為承接本項(xiàng)目后續(xù)設(shè)計(jì)工作的中標(biāo)單位，本次競賽的獎金將抵作中標(biāo)設(shè)計(jì)費(fèi)，在后續(xù)設(shè)計(jì)合同中予以扣還。
If the Participant undertakes the subsequent design work of the project successfully through the open bidding of construction engineering design,its bonus will be used as the design fee of the winning bid and will be deducted in the subsequent design contract.

申請人提交資格預(yù)審《申請文件》即視為接受以下知識產(chǎn)權(quán)條款。
Once submitting the Application Document,Applicants shall be deemed to have accepted the following terms of the intellectual property rights.
10.1參賽人承諾其擁有其提供服務(wù)時編制的所有圖紙、說明、電子文檔和其它相關(guān)文件（以下總稱“成果文件”）的合法權(quán)利和知識產(chǎn)權(quán)。
The Participant shall guarantee that it has the legal rights and intellectual property rights of all drawings,descriptions,electronic files and other relevant documents(hereinafter referred to as"Deliverables")prepared when it provides services.
10.2參賽人為本此競賽編制的成果文件系專用于本次競賽，各方均不得超過此范圍使用。
The Deliverables prepared by the Participant are exclusively for this Project and shall not be used by any party beyond this scope.
10.3所有由參賽人編制的成果文件，其著作權(quán)歸參賽人所有。主辦單位可對本次競賽參賽人提交的成果文件進(jìn)行印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式對成果文件進(jìn)行評價、展示和宣傳，但應(yīng)注明參賽人的名稱。若參賽人通過建設(shè)工程設(shè)計(jì)公開招標(biāo)成為承接本項(xiàng)目后續(xù)設(shè)計(jì)工作的中標(biāo)單位，主辦單位對該參賽人提交的成果文件享有專有使用權(quán)。主辦單位根據(jù)本公告第7條支付獎金后，可以借鑒使用其它參賽人成果中的局部設(shè)計(jì)亮點(diǎn)。
The Participant has the copyright of its Deliverables.The Organizer has the right to print,publish and exhibit the Deliverables and to evaluate,display and publicize the Deliverables through media,professional magazines,book and other forms,but the name of the Participant shall be indicated.If the Participant undertakes the subsequent design work of the project successfully through the open bidding of construction engineering design,the Organizer shall have the exclusive right to use the Deliverables submitted by the Participant.After paying the bonus in accordance with Article 7 of this Prequalification Announcement,the Organizer has the right to partially adopt and integrate the design ideas of other Participants'Deliverables.
10.4參賽人應(yīng)保證提交的成果文件在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。參賽人應(yīng)保證，如其成果文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，參賽人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。參賽人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部法律責(zé)任應(yīng)由參賽人承擔(dān)。
The Participant shall ensure that its Deliverables does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.The Participant shall guarantee that if its Deliverables uses or contains the intellectual property rights,proprietary technology or trade secrets of any other person,the Participant has obtained the legal,effective and sufficient authorization of the owner.The Participant shall be liable for all legal responsibilities arising from its infringement of others'intellectual property rights,proprietary technology or trade secrets.
11.1資格預(yù)審公告使用中文和英文書寫。當(dāng)中、英文兩種語言的意思表達(dá)不一致時，以中文為準(zhǔn)。
The Prequalification Announcement is written both in Chinese and English.In case of inconsistency between Chinese and English,Chinese shall prevail.
11.2凡參加本次資格預(yù)審的申請人均被視為同意并接受《資格預(yù)審文件》的全部內(nèi)容及條款。
All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.
11.3申請人在資格預(yù)審《申請文件》中所列出的主創(chuàng)設(shè)計(jì)師須親自開展本項(xiàng)目的設(shè)計(jì)工作，須參加項(xiàng)目啟動會與現(xiàn)場踏勘，須進(jìn)行成果方案匯報(bào)。因此，請所列出的主創(chuàng)設(shè)計(jì)師根據(jù)競賽活動時間安排提前預(yù)留時間、做好準(zhǔn)備。
The chief designer listed in the Application Document must carry out the design work,attend the Kick-off Meeting,participate in Site Visit and present the Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Competition.
11.4本次競賽活動及相關(guān)文件的最終解釋權(quán)歸主辦單位。
The Organizer reserves the right of final interpretation of this Project and related documents.
