國際征集!康巴什東部重點(diǎn)區(qū)域城市設(shè)計(jì)方案
在國家推動(dòng)城市更新戰(zhàn)略的契機(jī)下，鄂爾多斯市將康巴什區(qū)作為提升城市能級(jí)、探索城市高質(zhì)量發(fā)展行動(dòng)的重大戰(zhàn)略地區(qū)，打造新時(shí)期鄂爾多斯城市經(jīng)濟(jì)發(fā)展新引擎。
鄂爾多斯市自然資源局委托中國城市規(guī)劃協(xié)會(huì)，協(xié)助組織“鄂爾多斯市中心城區(qū)康巴什東部重點(diǎn)區(qū)域城市設(shè)計(jì)方案國際征集”活動(dòng)，并全程提供技術(shù)支持。
現(xiàn)將項(xiàng)目介紹如下并附征集公告。
資格預(yù)審文件領(lǐng)取截止時(shí)間：2023年5月15日。
項(xiàng)目背景
2018年2月，國家發(fā)展改革委批復(fù)了《呼包鄂榆城市群發(fā)展規(guī)劃》（以下簡稱“規(guī)劃”）。“規(guī)劃”指出，呼包鄂榆城市群應(yīng)當(dāng)充分發(fā)揮比較優(yōu)勢，彰顯區(qū)域和民族特色，建設(shè)面向蒙俄、服務(wù)全國、開放包容、城市協(xié)同、城鄉(xiāng)融合、綠色發(fā)展的中西部地區(qū)重要城市群，共同打造全國高端能源化工基地、向北向西開放戰(zhàn)略支點(diǎn)、西北地區(qū)生態(tài)文明合作共建區(qū)以及民族地區(qū)城鄉(xiāng)融合發(fā)展先行區(qū)。
2022年7月，國務(wù)院批復(fù)了《鄂爾多斯市國家可持續(xù)發(fā)展議程創(chuàng)新示范區(qū)建設(shè)方案》（以下簡稱“方案”）?！胺桨浮敝赋觯鯛柖嗨箲?yīng)加快推動(dòng)形成綠色生產(chǎn)方式，構(gòu)筑綠色產(chǎn)業(yè)體系，探索綠色轉(zhuǎn)型發(fā)展新思路，構(gòu)建可持續(xù)發(fā)展新格局，為全球類似地區(qū)發(fā)揮示范效應(yīng)，為落實(shí)2030年可持續(xù)發(fā)展議程提供實(shí)踐經(jīng)驗(yàn)。
按照鄂爾多斯市委提出的“構(gòu)筑四個(gè)世界級(jí)產(chǎn)業(yè)、建設(shè)四個(gè)國家典范、打造全國四個(gè)一流”的總部署要求，作為鄂爾多斯市級(jí)職能所在地的康巴什區(qū)亟待提升中心職能和服務(wù)能級(jí)，突出科研創(chuàng)新、教育醫(yī)療、金融服務(wù)、文化創(chuàng)意等綜合性城區(qū)職能，打造呼包鄂榆城市群重要的創(chuàng)新中心、區(qū)域金融中心和人才薈萃中心。
2023年康巴什區(qū)政府工作報(bào)告中明確指出，加快原華泰汽車廠區(qū)規(guī)劃調(diào)整和城市設(shè)計(jì)，將該區(qū)域打造成為以大型企業(yè)總部、商務(wù)辦公、創(chuàng)意研發(fā)為一體的城市功能區(qū)。著力發(fā)展與總部經(jīng)濟(jì)相適應(yīng)的現(xiàn)代服務(wù)業(yè)，構(gòu)建由信息技術(shù)服務(wù)、教育培訓(xùn)、會(huì)議展覽、現(xiàn)代物流等組成的配套服務(wù)產(chǎn)業(yè)體系，帶動(dòng)人力資源、法律、會(huì)計(jì)、設(shè)計(jì)、咨詢等商務(wù)服務(wù)業(yè)向高端延伸。

在培育發(fā)展呼包鄂榆城市群的國家戰(zhàn)略引領(lǐng)下，鄂爾多斯市進(jìn)一步明確了建設(shè)國家可持續(xù)發(fā)展議程創(chuàng)新示范區(qū)的綠色發(fā)展要求，在國家推動(dòng)城市更新戰(zhàn)略的契機(jī)下，將康巴什區(qū)作為提升城市能級(jí)、探索城市高質(zhì)量發(fā)展行動(dòng)的重大戰(zhàn)略地區(qū)，使康巴什區(qū)能夠成為以現(xiàn)代服務(wù)業(yè)帶動(dòng)的資源型城市產(chǎn)業(yè)轉(zhuǎn)型升級(jí)引領(lǐng)區(qū)和示范區(qū)，打造新時(shí)期鄂爾多斯城市經(jīng)濟(jì)發(fā)展新引擎?，F(xiàn)舉辦“鄂爾多斯市中心城區(qū)康巴什東部重點(diǎn)區(qū)域城市設(shè)計(jì)方案國際征集”活動(dòng)。
Under the guidance of the national strategy of cultivating and developing the Hohhot-Baotou-Ordos-Yulin Urban Agglomeration,Ordos has further clarified the requirements for green development in building an innovation demonstration zone for the implementation of the Agenda for Sustainable Development.Seizing the opportunity of the national urban renewal strategy,Kangbashi District has been identified as a major strategic region to enhance urban development levels and explore high-quality urban development actions,thus becoming a leading and demonstration area for the industrial transformation and upgrading of resource-based cities driven by modern service industry,and creating a new engine of urban economic development in Ordos in the new era.The International Solicitation of Urban Design Proposals for Key Areas in the East of Kangbashi in the Central Urban Area of Ordos will be held.
鄂爾多斯市政府作為主辦單位，鄂爾多斯市自然資源局、鄂爾多斯市康巴什區(qū)人民政府作為承辦單位，中國城市規(guī)劃協(xié)會(huì)作為組織單位，北京科技園拍賣招標(biāo)有限公司作為代理機(jī)構(gòu)。本次國際征集活動(dòng)將公開邀請具有相關(guān)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)前來申請應(yīng)征，提交資格預(yù)審申請文件（以下簡稱“申請文件”）。通過資格預(yù)審選取5個(gè)應(yīng)征人參加征集活動(dòng)，并提交應(yīng)征設(shè)計(jì)成果。
The Ordos Municipal People's Government will act as the Sponsor,Ordos Natural Resources Bureau and Kangbashi District People's Government of Ordos City as the Organizers,China Association of City Planning as the Organizational Unit,and Beijing Science Park Auction&Tender Co.,Ltd.as the Agency.Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Application Documents for Prequalification.The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

項(xiàng)目位置：鄂爾多斯市中心城區(qū)康巴什東部重點(diǎn)區(qū)域（以下簡稱“東部片區(qū)”）地處鄂爾多斯康阿城區(qū)的東部，是中心城區(qū)“一軸雙城一片區(qū)”結(jié)構(gòu)中“一城”的重要組成部分，是城市級(jí)中心和帶動(dòng)周邊發(fā)展的重要極核。東部片區(qū)位于烏蘭木倫河、阿布亥溝、吉?jiǎng)趹c川三河交匯區(qū)域，西臨東康快速路，東接包茂高速，半小時(shí)可達(dá)伊金霍洛機(jī)場和鄂爾多斯高鐵站，具有得天獨(dú)厚的自然資源和交通優(yōu)勢，是康巴什區(qū)可塑性最強(qiáng)、開發(fā)潛力最大的優(yōu)質(zhì)地塊之一。
Project location:Key Areas in the East of Kangbashi in the Central Urban Area of Ordos(hereinafter referred to as"Eastern Area"),located in the east of Kangbashi Azhen urban area of Ordos,is an important part of"one city"among the"one axis,two cities,and one area"in the central urban area,as well as a city-level center and an important core part that drives the development of surrounding areas.Located at the intersection of the Wulanmulun River,the Abuhaigou River and the Jilaoqingchuan River,the Eastern Area connects the Dongsheng-Kangbashi Expressway in the west and Baotou-Maoming Expressway in the east.It takes only half an hour from the Eastern Area to Ejin Horo International Airport and the Ordos High-speed Railway Station.With unique natural resources and transportation advantages,it is one of the best-quality plots with the greatest development potential in Kangbashi District.

本次國際征集工作研究范圍應(yīng)立足呼包鄂榆城市群發(fā)展的區(qū)域背景，站在鄂爾多斯市發(fā)展的全局，重點(diǎn)聚焦鄂爾多斯康巴什區(qū)開展規(guī)劃研究。
The research of the International Solicitation should be based on the regional background of the development of the Hohhot-Baotou-Ordos-Yulin Urban Agglomeration,start from the overall development situation of Ordos City,and focus on the planning and research of Kangbashi District in Ordos.
（2）整體城市設(shè)計(jì)范圍

鄂爾多斯市康巴什東部片區(qū)，西至天驕路，南至烏蘭木倫街，東至多日納路，北側(cè)包含考考什納片區(qū)，共包含三個(gè)區(qū)域即原工業(yè)片區(qū)、原居住片區(qū)和考考什納片區(qū)，面積約6.79平方公里（不含水域面積），編制深度應(yīng)達(dá)到控制性詳細(xì)規(guī)劃階段的城市設(shè)計(jì)編制深度。
The Eastern Area of Kangbashi District in Ordos extends to Tianjiao Road in the west,Wulanmulun Street in the south,and Duorina Road in the east.The northern part includes Kaokaoshina Area.There are three areas,namely the former industrial area,former residential area,and Kaokaoshina Area,covering an area of approximately 6.79 square kilometers(excluding the water area).The level of details should meet the requirement of urban design at the regulatory plan stage.

參與國際征集單位根據(jù)城市設(shè)計(jì)方案選取1平方公里重點(diǎn)地區(qū)開展深化城市設(shè)計(jì)及表達(dá)，編制深度應(yīng)達(dá)到修建性詳細(xì)規(guī)劃階段的城市設(shè)計(jì)編制深度。
The entities participating in the International Solicitation should select a key area of 1.0 square kilometer for in-depth urban design and expression according to the urban design proposal.The level of details should meet the requirement of urban design at the site plan stage.
設(shè)計(jì)目標(biāo)：本次國際征集旨在立足鄂爾多斯市及康巴什區(qū)新發(fā)展格局，提出具有前瞻性、先進(jìn)性的發(fā)展愿景，準(zhǔn)確把握形勢、深度研判區(qū)情，精準(zhǔn)提出康巴什東部片區(qū)的功能定位，明確產(chǎn)業(yè)發(fā)展方向和布局，籌劃三大片區(qū)主導(dǎo)功能并策劃重點(diǎn)項(xiàng)目，構(gòu)筑創(chuàng)新轉(zhuǎn)型背景下的現(xiàn)代服務(wù)體系，大型企業(yè)總部、商務(wù)辦公、創(chuàng)意研發(fā)為一體的城市功能區(qū)。設(shè)計(jì)方案應(yīng)體現(xiàn)國際城市規(guī)劃與設(shè)計(jì)前沿創(chuàng)新理念，協(xié)調(diào)各類空間資源利用與要素布局，提升城市空間品質(zhì)與活力，營造景觀風(fēng)貌特色，高水平、前瞻性規(guī)劃城市未來發(fā)展支撐系統(tǒng)，為康巴什東部片區(qū)的發(fā)展決策提供新理念、新思路和新方法，為資源型城市、生態(tài)環(huán)境脆弱地區(qū)及干旱地區(qū)等類似地區(qū)發(fā)揮示范效應(yīng)。
Design goals:The International Solicitation aims to propose forward-looking and advanced development vision based on the new development pattern of Kangbashi District and Ordos City,precisely grasp the situation,make an in-depth review of the situation in the district,accurately determine the functional orientation of the Eastern Area of Kangbashi,clarify the direction and layout of industrial development,make plans for the leading functions and key projects of the three areas,build a modern service system in the context of innovation and transformation,and establish an urban functional area integrating large-scale enterprise headquarters,business offices,and creative research and development.The design proposal should reflect the cutting-edge innovative ideas of international urban planning and design,coordinate the utilization of various spatial resources and the layout of elements,improve the quality and vitality of urban space,create landscape features and characteristics,make high-level and forward-looking plans for the supporting system of future urban development,provide new ideas,new perspectives,and new methods for the development decision-making of the Eastern Area of Kangbashi,and play an exemplary role for resource-based cities,ecologically fragile areas,arid areas and similar areas.
