臨空經(jīng)濟(jì)被視為繼海運(yùn)、天然運(yùn)河、鐵路、公路之后，第五波城市發(fā)展浪潮的經(jīng)濟(jì)發(fā)展形式和主要推動(dòng)力。以新加坡樟宜機(jī)場(chǎng)為例，作為亞洲的主要空中樞紐，如今已是世界第七大繁忙的國(guó)際機(jī)場(chǎng)，帶動(dòng)了片區(qū)與周邊全球總部聚集地、會(huì)展、物流運(yùn)輸?shù)认嚓P(guān)產(chǎn)業(yè)發(fā)展，支撐著新加坡國(guó)民生產(chǎn)總值的10%。近年來，《廣州市臨空經(jīng)濟(jì)區(qū)條例》《廣州臨空經(jīng)濟(jì)發(fā)展“十四五”規(guī)劃》先后出臺(tái)。除了坐擁國(guó)家臨空經(jīng)濟(jì)示范區(qū)、國(guó)家級(jí)綜合保稅區(qū)、空港型國(guó)家物流樞紐、廣東自貿(mào)區(qū)聯(lián)動(dòng)發(fā)展片區(qū)等國(guó)家、省功能平臺(tái)，廣州白云國(guó)際機(jī)場(chǎng)三期擴(kuò)建工程也在加快建設(shè)中，廣州空港經(jīng)濟(jì)區(qū)迎來新的發(fā)展契機(jī)。本次國(guó)際咨詢將借助國(guó)際視野和經(jīng)驗(yàn)，充分發(fā)揮白云機(jī)場(chǎng)的樞紐優(yōu)勢(shì)，聯(lián)動(dòng)發(fā)展周邊區(qū)域與重大平臺(tái)，明確未來臨空經(jīng)濟(jì)的發(fā)展方向，統(tǒng)籌機(jī)場(chǎng)及周邊116平方公里區(qū)域的規(guī)劃建設(shè)，推動(dòng)“交通樞紐”向“經(jīng)濟(jì)樞紐”“開放樞紐”“門戶樞紐”的轉(zhuǎn)變，打造引領(lǐng)粵港澳大灣區(qū)、輻射全球的更高質(zhì)量發(fā)展的國(guó)際航空城。
Airport economy is regarded as the economic development form and the main driver in the fifth wave of urban development,after sea transportation,natural canal,railway and highway.For example,Singapore Changi Airport,as a main air hub in Asia,is currently the seventh busiest international airport around the world.It drives the development of related industries such as international headquarters cluster,exhibition and logistics in and around the area,and supports 10%of Singapore’s GNP.These years,the Regulations of Guangzhou Airport Economic Zone and the 14th Five-Year Plan for Guangzhou’s Airport Economic Development were promulgated successively.Guangzhou Airport Economic Zone boasts national and provincial functional platforms,including National Airport Economic Demonstration Zone,National Comprehensive Bonded Area,Aerotropolis National Logistics Hub,and Guangdong Free Trade Zone Linkage Development Zone.Moreover,the Phase III expansion project of Guangzhou Baiyun International Airport is being accelerated.Guangzhou Aerotropolis Development District is welcoming new development opportunities.With international vision and experience,this international consultation will take the advantage of Baiyun Airport as the hub to develop surrounding areas and major platforms.With a clear development trend of airport economy in the future,it will coordinate the planning and construction of the airport and the 116km2 surrounding areas.Like this,it will promote the transformation from a“transportation hub”to an“economic hub”,“opening-up hub”and“gateway hub”,and build an international aviation city that leads the higher-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area and has a global reach.

本次國(guó)際咨詢范圍分為研究范圍、規(guī)劃范圍兩個(gè)層次。
研究范圍：統(tǒng)籌研究空港經(jīng)濟(jì)區(qū)及周邊區(qū)域，總面積不作限定要求。
規(guī)劃范圍：空港經(jīng)濟(jì)區(qū)116平方公里，東至流溪河、南至北二環(huán)高速、西至鐵山河—106國(guó)道—鏡湖大道、北至花都大道，加上原白云機(jī)場(chǎng)綜合保稅區(qū)北區(qū)和南區(qū)范圍。
This international consultation falls into two levels:research scope and planning scope.
Research scope:The Aerotropolis Development District and surrounding areas as a whole,and the total area is not limited.
Planning scope:116km2 Aerotropolis Development District,with Liuxi River in the east,North Second Ring Expressway in the south,Tieshan River-National Highway 106-Jinghu Avenue in the west,and Huadu Avenue in the north,as well as the northern and southern areas of the former Baiyun Airport Comprehensive Bonded Area.

全面梳理地區(qū)現(xiàn)狀情況與相關(guān)規(guī)劃；研究國(guó)內(nèi)外知名機(jī)場(chǎng)、臨空經(jīng)濟(jì)區(qū)、國(guó)內(nèi)長(zhǎng)三角、京津冀、成渝等地區(qū)機(jī)場(chǎng)群案例，橫向?qū)Ρ然浉郯拇鬄硡^(qū)機(jī)場(chǎng)群，全面把握臨空經(jīng)濟(jì)發(fā)展的新動(dòng)向、新趨勢(shì)、新業(yè)態(tài)。
2.2.1 Current situation and development trend
Preparing a comprehensive summary of the current situation and relevant plan of the area;studying well-known airports in and outside of China,and airports in airport economic zones,Yangtze River Delta,Beijing-Tianjin-Hebei Region,Chengdu-Chongqing Region and other regions,comparing airports in the Guangdong-Hong Kong-Macao Greater Bay Area horizontally,and analyzing the new dynamics,trends and business formats of airport economic development as a whole.

全面銜接廣州“一廊一帶、雙核五極”城市發(fā)展戰(zhàn)略規(guī)劃，明確其在區(qū)域中差異化協(xié)同發(fā)展的角色，提出區(qū)域協(xié)調(diào)發(fā)展策略。

Aligning with Guangzhou’s urban development strategic plan of“one corridor,one belt,two cores and five poles”,clarifying its role of differentiated and coordinated development in the region,and proposing a regional coordinated development strategy.

Further proposing the target orientation and image vision with characteristics and attraction,based on the benchmarking case,and from the view of accelerating domestic and international dual-cycle development and promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

對(duì)地區(qū)的主導(dǎo)產(chǎn)業(yè)進(jìn)行細(xì)化，突出機(jī)場(chǎng)與周邊地區(qū)資源組合的優(yōu)勢(shì)，構(gòu)建臨空產(chǎn)業(yè)鏈體系空間分布圖譜，形成有機(jī)、彈性的地區(qū)總體藍(lán)圖框架。

Refining the leading industries in the district to highlight the advantages of resource combination between the airport and surrounding areas;establishing a spatial distribution map of airport industrial chain system;forming an organic,flexible overall blueprint of the district.

From the perspective of global supply chain and geo-economy,linking up industrial plans,further optimizing the spatial layout of airport industrial chain system,and promoting the interaction and coordinated development between the zone and surrounding major platforms.
2.2.6交通組織
貫徹低碳智慧交通理念，預(yù)測(cè)未來的生產(chǎn)和生活方式，加強(qiáng)與周邊樞紐、重大平臺(tái)、重點(diǎn)片區(qū)乃至灣區(qū)主要城市的交通聯(lián)系，實(shí)現(xiàn)城市交通與土地利用的協(xié)調(diào)高效。
2.2.6 Transportation organization
Implementing the concept of low-carbon smart transportation,predicting future production mode and lifestyle,and strengthening the traffic connection with surrounding hubs,major platforms,key areas,and main cities in the Greater Bay Area,so as to achieve coordinated and efficient urban transportation and land use.
2.2.7支撐體系優(yōu)化建議
結(jié)合地區(qū)功能布局、未來人口畫像和人口分布，對(duì)生態(tài)保護(hù)與利用、城市更新、商業(yè)消費(fèi)、文旅休閑、基礎(chǔ)設(shè)施、歷史文脈、配套政策等支撐體系提出優(yōu)化建議。
2.2.7 Suggestions for supporting system optimization
Providing suggestions for optimizing supporting systems such as ecological protection and utilization,urban renewal,commercial consumption,cultural tourism and leisure,infrastructure,historical context,and supporting policies,based on the regional functional layout,future population portrait and population distribution.

4.Solicitation Method of International Consultation
本次國(guó)際咨詢采用公開征集的方式，分為“單位遴選階段、方案編制及評(píng)審階段”兩個(gè)階段。本次公開征集將在廣州公共資源交易中心網(wǎng)（網(wǎng)址：http://www.gzggzy.cn）、中國(guó)招標(biāo)投標(biāo)公共服務(wù)平臺(tái)（網(wǎng)址：http://www.cebpubservice.com/）、ABBS建筑論壇網(wǎng)站（網(wǎng)址：http://www.abbs.com.cn/）、廣州建筑工程監(jiān)理有限公司（網(wǎng)址：http://www.gjjl.com/）發(fā)布公告，公開接受境內(nèi)外應(yīng)征機(jī)構(gòu)的登記。
Public solicitation is adopted for this international consultation.There are two stages:unit solicitation stage,scheme preparation and evaluation stage.In public solicitation,bulletins will be published on Guangzhou Public Resource Trading Center website(URL:http://www.gzggzy.cn),China Tendering and Bidding Public Service Platform(URL:http://www.cebpubservice.com),ABBS Architecture Forum website(URL:http://www.abbs.com.cn),and Guangzhou Construction Engineering Supervision Co.,Ltd.(URL:http://www.gjjl.com).Registration of applicant agency at home and abroad will be accepted publicly.
單位遴選階段：主辦方依法組建國(guó)際咨詢委員會(huì)，由國(guó)際咨詢委員會(huì)組織召開單位遴選會(huì)，綜合考慮應(yīng)征機(jī)構(gòu)的資信、相關(guān)業(yè)績(jī)（臨空經(jīng)濟(jì)區(qū)或航空新城戰(zhàn)略發(fā)展咨詢與規(guī)劃，特大或超大城市地區(qū)的戰(zhàn)略發(fā)展咨詢或城市產(chǎn)業(yè)咨詢策劃）、團(tuán)隊(duì)實(shí)力，評(píng)選出4家遴選審查階段入圍機(jī)構(gòu)（無排序），參與下一階段方案編制及評(píng)審。同時(shí)評(píng)選出2家備選單位（須排序），如入圍的應(yīng)征機(jī)構(gòu)在第二階段方案編制期間提出退出申請(qǐng)，則備選單位依序替補(bǔ)。
Unit solicitation stage:The sponsor organizes the International Consultation Committee according to law,which will hold a unit solicitation meeting.The credit standing,relevant achievements(strategic development consultation and planning projects of the airport economic zones or aviation new cities,or strategic development consultation or urban industrial consultation and planning of megacities),and team competence of applicant agencies will be considered comprehensively.Then,four candidates will be selected and enter the scheme preparation and evaluation stage.Meanwhile,two alternative units shall be selected(in order).If any selected applicant agency applies to withdraw in the second stage,the alternative units will take the place in order.
方案編制及評(píng)審階段：4家入圍單位遞交最終成果方案，由國(guó)際咨詢委員會(huì)組織專家評(píng)審，進(jìn)行方案評(píng)審及排名，對(duì)應(yīng)的應(yīng)征機(jī)構(gòu)將獲得相應(yīng)獎(jiǎng)金。獲得優(yōu)勝方案的應(yīng)征機(jī)構(gòu)，需要指導(dǎo)、配合技術(shù)服務(wù)及方案整合優(yōu)化單位開展工作，直至本戰(zhàn)略規(guī)劃方案獲得政府批準(zhǔn)。
Scheme preparation and evaluation stage:four selected units submit the final results scheme,which will be evaluated by experts organized by the International Consultation Committee.The schemes will be evaluated and ranked,and the winning applicant agencies will obtain the corresponding bonuses.The winning applicant agencies should integrate and optimize work with the support of technical services and schemes,until the strategic plan is approved by the government.

國(guó)際咨詢獎(jiǎng)金
5.International Consultation Bonuses
依據(jù)方案評(píng)審委員會(huì)對(duì)提交的咨詢方案進(jìn)行評(píng)審及排名，4家入圍單位將獲得如下咨詢獎(jiǎng)勵(lì)：
第一名：獲得優(yōu)勝獎(jiǎng)金人民幣350萬元(含稅)；
第二名：獲得優(yōu)勝獎(jiǎng)金人民幣180萬元（含稅）；
優(yōu)秀單位（2名）：各獲得成本補(bǔ)償費(fèi)人民幣80萬元（含稅），共計(jì)人民幣160萬元。除了上述4家入圍單位，其他的資格審查登記單位不會(huì)獲得任何補(bǔ)償費(fèi)。
According to the evaluation and ranking of the submitted schemes by the Scheme Evaluation Committee,the four selected units will obtain the following awards:
First Prize:RMB 3.5 million(including tax);
Second Prize:RMB 1.8 million(including tax);
Merit units(2):RMB 800,000(including tax)of cost compensation for each,totaling RMB 1.6 million.Except for the above four finalists,no other units with qualification and registration will receive any compensation.
若經(jīng)評(píng)審，獲得成本補(bǔ)償費(fèi)、優(yōu)勝獎(jiǎng)金中一項(xiàng)或多項(xiàng)費(fèi)用的應(yīng)征機(jī)構(gòu)為聯(lián)合體，國(guó)際咨詢主辦方將全額支付成本補(bǔ)償費(fèi)、優(yōu)勝獎(jiǎng)金中的一項(xiàng)或多項(xiàng)費(fèi)用至該應(yīng)征機(jī)構(gòu)指定的合法合規(guī)唯一的中國(guó)賬戶，可不限定主體賬戶。國(guó)際咨詢主辦方對(duì)該聯(lián)合體成員不再另外支付任何費(fèi)用。
If,after review,the bid winner is a consortium,the sponsor of international consultation shall pay the cost compensation,bonus,or both in full to the only legal Chinese account designated by this applicant,which is not necessarily the leading party’s account.The sponsor will not pay any other expenses to the member of the consortium.
所有通過有效性審查并獲得成本補(bǔ)償費(fèi)的咨詢方案及成果的所有權(quán)歸國(guó)際咨詢主辦方廣州空港經(jīng)濟(jì)區(qū)管理委員會(huì)所有，但應(yīng)征機(jī)構(gòu)享有咨詢成果的署名權(quán)。此外，主辦方對(duì)本次國(guó)際咨詢活動(dòng)收到的所有咨詢成果享有所有權(quán)，所有咨詢成果在評(píng)審后將不予退還應(yīng)征機(jī)構(gòu)。按本征集公告要求提交有效《登記申請(qǐng)表》的應(yīng)征機(jī)構(gòu)即認(rèn)為同意該項(xiàng)條款。
The ownerships of all the schemes and results that have passed the effectiveness review and win compensation belong to Guangzhou Aerotropolis Development District Management Committee,the sponsor of international consultation,while the applicant agency enjoy the signing rights of consulting results.In addition,the sponsor enjoy the ownerships of all the consulting results collected in this international consultation event,and no consulting results will be returned to the applicant agencies after review.Applicant agencies that have submitted a valid Application Form as required by this announcement of solicitation shall be deemed to agree to this clause.

7.Application for International Consultation
7.1資格要求
7.1 Qualifications
（1）本次國(guó)際咨詢接受聯(lián)合體登記。組成聯(lián)合體的機(jī)構(gòu)不得超過3家，聯(lián)合體須按要求提交聯(lián)合體應(yīng)征協(xié)議書（聯(lián)合體應(yīng)征協(xié)議書需各成員加蓋對(duì)應(yīng)機(jī)構(gòu)公章，若境外應(yīng)征機(jī)構(gòu)無公章，可由其法定代表人或合法的授權(quán)代表簽字）。
(1)Consortia are accepted in the application of this international consultation.There may not be more than three institutions in a consortium.The consortium shall submit the agreement of consortium application as required(the agreement of consortium application shall be affixed with the official seal of each member;if there is no official seal for an overseas agency,the agreement can be signed by its legal representative or legal authorized representative).

(2)No application in the name of individuals is accepted in this international consultation.Domestic applicant agencies shall have independent legal person qualification,and provide a valid business license or legal person certificate,and they should not be in a bad state such as revoked business license,ordered to close down or be revoked.Overseas applicant agencies shall be legally registered in its base,and provide valid a business registration certificate.Different units at home and abroad,with the same person in charge or have holding and management relationship,may not register for this international consultation event at the same time.(Note:A base refers to the main place where a company,enterprise or commercial institution is legally registered to operate or set up an office)If the applicant is an overseas agency,it shall form a consortium with a domestic unit for application,and the domestic unit shall be the leading party.(The agreement of consortium application shall be affixed with the official seal of each member,and the leading party of the consortium shall be specified.)
?。?）登記的應(yīng)征機(jī)構(gòu)須具有自2017年1月1日起至登記截止時(shí)間止承接過臨空經(jīng)濟(jì)區(qū)或航空新城戰(zhàn)略發(fā)展咨詢與規(guī)劃，特大或超大城市地區(qū)的戰(zhàn)略發(fā)展咨詢或城市產(chǎn)業(yè)咨詢策劃項(xiàng)目的相關(guān)業(yè)績(jī)（需提供合同或者咨詢報(bào)告首頁(yè)或者業(yè)主認(rèn)可的證明材料復(fù)印件或者獲獎(jiǎng)材料等證明文件，以聯(lián)合體方式承接的過往業(yè)績(jī)需要提供有關(guān)材料證明本單位在該項(xiàng)目中承擔(dān)的工作范圍滿足本項(xiàng)要求，業(yè)績(jī)計(jì)算時(shí)間以簽訂合同時(shí)間為準(zhǔn)）。
(3)An applicant agency shall have relevant project experience,such as strategic development consulting and planning projects of airport economic zones or aviation new cities,or strategic development consulting or urban industry consulting and planning projects of megacities,since January 1,2017 till the application deadline(it shall provide the first page of contract or consultation report,or the copy of certificate recognized by the owner,or other certificates such as awards;for undertaken as a consortium,it shall provide relevant documents proving that the scope of work it undertook in the project meets the requirements of this event;the project time is subject to the time of signing the contract).
?。?）項(xiàng)目總負(fù)責(zé)人須直接參與國(guó)際咨詢活動(dòng)全過程，且親自出席匯報(bào)方案不少于2次，需提供承諾，以《國(guó)際咨詢應(yīng)征機(jī)構(gòu)聲明函》為準(zhǔn)。登記的應(yīng)征機(jī)構(gòu)須確保項(xiàng)目總負(fù)責(zé)人和主要咨詢?nèi)藛T始終參與咨詢工作，不得中途更換。若登記應(yīng)征機(jī)構(gòu)為聯(lián)合體，則項(xiàng)目總負(fù)責(zé)人必須為聯(lián)合體主體方人員。
(4)The General Project Leader shall directly participate in the whole process of international consultation,attend at least 2 meetings in person for scheme report,and provide commitment according to the Statement of Applicant Agency.The applicant agency must ensure that the General Project Leader and the main consultants are always engaged in the consultation and will not be replaced in the midway.If case of consortium applications,the General Project Leader must be a personnel of the leading party of the consortium.

7.2.1登記方式：有意登記的應(yīng)征機(jī)構(gòu)必須按本征集公告要求編制《登記申請(qǐng)表與保密承諾函》（詳見附件1）、《登記應(yīng)征機(jī)構(gòu)情況一覽表》（詳見附件2）、《登記文件格式》（詳見附件3）在2023年4月3日至2023年4月17日期間（上午9：00-12：00，下午14：00-17：00，法定節(jié)假日除外）以書面形式在提交截止時(shí)間前送達(dá)或郵寄至代理機(jī)構(gòu)，并將上述可編輯的電子文件和蓋章版掃描件發(fā)送至代理機(jī)構(gòu)郵箱gzaerotropolis 163.com。提交截止日期：2023年4月17日17:00前，應(yīng)征機(jī)構(gòu)采用郵寄方式提交登記文件的，文件提交時(shí)間以代理機(jī)構(gòu)簽收登記文件時(shí)間為準(zhǔn)。書面登記資料必須在登記截止時(shí)間前送達(dá)現(xiàn)場(chǎng)或郵遞至收件地址，在登記截止時(shí)間前送達(dá)書面登記材料（以郵件簽收記錄或現(xiàn)場(chǎng)簽收表記錄為準(zhǔn)）的即為登記成功。若因郵寄等原因?qū)е聲娴怯涃Y料未在截止時(shí)間前送達(dá)及郵寄過程中產(chǎn)生的一切后果均由參與登記的應(yīng)征機(jī)構(gòu)承擔(dān)。
7.2.1 Application method:Applicants shall prepare the Application Form and Letter of Commitment to Confidentiality(see Annex 1),Information of Applicant Agency(see Annex 2),and Application Document Templates(see Annex 3)as required by this solicitation announcement,deliver or send the written documents before the deadline during April 3,2023-April 17,2023(9:00-12:00,14:00-17:00,excluding legal holidays),and send the editable electronic documents and sealed scanned copies of the above documents to the organizer’s e-mail(gzaerotropolis 163.com).Deadline:Before 17:00,April 17,2023.If the applicant agency sends the application documents by mail,the submission time shall be subject to the time when the organizer receives the application documents.The written application documents must be delivered to the site or mailed to the receiving address before the deadline.If the written application documents are delivered before the deadline(subject to the mail receipt record or site receipt record),the application shall be deemed successful.All the consequences arising from the failure of delivering the written application documents before the deadline due to mailing and other reasons and during the mailing process shall be borne by the applicant agency.
7.3資料要求
7.3 Requirements for documents
7.3.1登記文件格式及提交按《登記文件格式》要求（詳見附件3）。
7.3.1 The format and submission of application documents are subject to the requirements in the Application Document Templates(see Annex 3).
7.3.2登記應(yīng)征機(jī)構(gòu)必須編制完整的登記文件并裝訂成冊(cè)，內(nèi)容較多時(shí)可以分冊(cè)裝訂。各冊(cè)獨(dú)立裝訂的登記文件封面必須加蓋登記應(yīng)征機(jī)構(gòu)的公章，登記文件應(yīng)騎縫加蓋登記應(yīng)征機(jī)構(gòu)的機(jī)構(gòu)公章。登記應(yīng)征機(jī)構(gòu)代表可由法定代表人或其授權(quán)代表?yè)?dān)任。由授權(quán)代表簽署的登記文件中，須同時(shí)提交由法定代表人簽署的有效的授權(quán)委托書。
7.3.2 The applicant agency shall prepare complete application documents and bind them into a volume.If there are many contents,they can be bound in volumes.The cover of each volume of application documents shall be affixed with the official seal of the applicant agency;the application documents shall be stamped with the official seal of the applicant agency on the perforation.The representative of the applicant agency can be its legal representative or authorized representative.With the application documents signed by the authorized representative,a valid power of attorney signed by the legal representative shall be submitted.
注：除登記文件規(guī)定聯(lián)合體協(xié)議書需成員加蓋對(duì)應(yīng)機(jī)構(gòu)公章的資料外，登記文件其他內(nèi)容可只由聯(lián)合體主體蓋章及簽名。上述所有要求加蓋公章可以是電子印章。
Note:Only the Consortium’s Participation Agreement is required to be affixed with the official seals of each member;other application documents can be sealed and signed by the leading party of the consortium.All the above official seals required can be electronic seals.
7.3.3登記應(yīng)征機(jī)構(gòu)必須自行承擔(dān)因其登記文件的任何錯(cuò)漏而導(dǎo)致的一切后果。
7.3.3 The agency must bear all consequences caused by any errors or omissions in its application documents.
7.3.4全部登記文件應(yīng)一式九份（內(nèi)裝登記文件正本1份，登記文件正本電子版1份，只限USB閃存盤，不留密碼，無病毒，內(nèi)容應(yīng)與登記應(yīng)征機(jī)構(gòu)打印產(chǎn)生的紙質(zhì)登記文件內(nèi)容一致，如有不同，以紙質(zhì)登記文件為準(zhǔn)。），副本8份，并注明“正本”和“副本”。如果正本與副本不符，應(yīng)以正本為準(zhǔn)。登記文件應(yīng)由登記應(yīng)征機(jī)構(gòu)的合法授權(quán)代表正式簽署，任何更改（如有）應(yīng)由原簽署人簽字。
7.3.4 All application documents shall be in nine copies(including 1 original copy and 1 electronic version of the original copy;the electronic version can only be saved in a USB flash drive with no password and no virus;the content of electronic version shall be consistent with the written application documents printed by the applicant agency;in case of any difference,the written application document shall prevail),8 photocopies,marked with“original”and“photocopy”.If the photocopies are inconsistent with the original,the original shall prevail.The application documents shall be formally signed by the legal authorized representatives of the applicant agency.Any change(if any)shall be signed by the original signatory.
7.3.5所有登記文件應(yīng)在提交截止時(shí)間前送達(dá)國(guó)際咨詢代理機(jī)構(gòu)，交予國(guó)際咨詢主辦方專職負(fù)責(zé)人，逾期抵達(dá)的文件概不受理。國(guó)際咨詢代理機(jī)構(gòu)對(duì)不可抗力事件造成的登記文件的損壞、丟失不承擔(dān)任何責(zé)任。
7.3.5 All application documents shall be delivered to the international consultation organizer before the deadline,and handed over to the full-time person in charge of the sponsor.Any documents arriving after the deadline cannot be accepted.The international consulting organizer is not responsible for the damage or loss of the application documents caused by force majeure events.
7.3.6所有登記文件必須封入密封的信封或包裝，在封口上加蓋應(yīng)征機(jī)構(gòu)的公章。登記文件的①正本（內(nèi)含：登記文件電子版光盤）、②副本、③登記申請(qǐng)表應(yīng)分別裝訂后一起封包，并在信封或包裝的封面上寫明：
