寶安區(qū)工務(wù)署即將開展《灣區(qū)芯城文體中心新建工程》設(shè)計招標，誠邀國內(nèi)外各優(yōu)秀設(shè)計單位一同參與，項目正式公告將于近期在深圳公共資源交易中心、深圳市城市設(shè)計促進中心、日杰瑞欣官網(wǎng)（公眾號）等平臺發(fā)布，敬請國內(nèi)外設(shè)計機構(gòu)關(guān)注。
The Bureau of Public Works of Bao'an District is about to launch Design Tender for New Construction Project of Culture and Sports Center in the GBAIC City.The official announcement of the project will soon be released on the Shenzhen Public Resources Trading Center,the Shenzhen Center for Design,and the official website(WeChat Official Account)of RJRX Urban Planning&Design Consultants Co.Ltd.,Shenzhen.Design teams both domestically and internationally are invited to pay attention and participate.
寶安區(qū)燕羅街道“灣區(qū)芯城”是深圳市第20個重點發(fā)展區(qū)域、全市20大先進制造業(yè)園區(qū)之一，片區(qū)將通過高位規(guī)劃、整街統(tǒng)籌，建設(shè)成為世界級先進制造業(yè)產(chǎn)業(yè)集群和前沿科技創(chuàng)新成果轉(zhuǎn)換高地，打造城市高質(zhì)量發(fā)展典范。灣區(qū)芯城文體中心項目將填補街道文體設(shè)施短板，滿足區(qū)域居民文體活動迫切需求，助力片區(qū)高水平發(fā)展，建設(shè)成為“面向世界、引領(lǐng)未來、全國示范”的嶄新燕羅。
The GBAIC City in Yanluo Sub-district,Bao'an District,is the 20th key development zone in Shenzhen and one of the top 20 advanced manufacturing parks in the city.The area will be developed into a world-class advanced manufacturing industry cluster and a highland for the transformation of scientific and technological achievements through high-level planning and overall area coordination,and become a model of high-quality urban development.The GBAIC City Culture and Sports Center will address the shortage of culture and sports facilities in Yanluo Sub-district,and meet the urgent needs of residents for culture and sports activities.At the same time,it will help Yanluo develop at a high level and build a brand-new Yanluo that faces the world,leads the future,and demonstrates the country.
項目西側(cè)鄰現(xiàn)狀環(huán)盛路（支路），用地范圍內(nèi)包括現(xiàn)狀道路朝陽路局部（雙向兩車道）、燕川東路局部（雙向兩車道），結(jié)合燕川片區(qū)土地整備利益統(tǒng)籌規(guī)劃，未來用地范圍及周邊將對道路進行優(yōu)化調(diào)整。
The western side of the project currently neighbors Huansheng Road(a branch road),and within the site boundaries are existing Chaoyang Road(two-way with two lanes)and parts of YanChuan East Road(two-way with two lanes).In conjunction with the Plan of Land Consolidation&Benefit Coordination of Yanchuan area,the roads will be optimized and adjusted in the future.
項目用地面積為19682㎡(其中文體中心用地面積為10166㎡，文化廣場用地面積為9516㎡)，總建筑面積（暫定）為70983㎡(其中地上建筑面積暫定為29612㎡，地下建筑面積暫定為41371㎡)。
The project site covers an area of 19,682 m2(with 10,166 m2allocated for the Culture and Sports Center and 9,516 m2for the cultural square).The total floor area is tentatively set at 70,983 m2(including 29,612 m2above ground and 41,371 m2underground).

項目招標范圍包含但不限于：方案設(shè)計、初步設(shè)計（深化）及概算、施工圖設(shè)計及與本設(shè)計相關(guān)的分項深化設(shè)計、綠色建筑設(shè)計、裝配式建筑設(shè)計及其他補充設(shè)計、海綿城市設(shè)計、超低能耗或近零碳建筑設(shè)計、建筑節(jié)能計算、用水節(jié)水報告編制、綠色建筑評價標識咨詢及認證服務(wù)、施工現(xiàn)場配合及編制竣工圖，直至工程竣工驗收等。
The tender scope includes but is not limited to:schematic design,preliminary design(deepening)and budget estimate,construction drawing design and related detailed design,green building design,prefabricated building design and other supplementary designs,sponge city design,ultra-low energy consumption or near-zero-carbon building design,building energy-saving calculation,water-saving report preparation,green building evaluation,consulting and certification services,on-site construction coordination and completion drawing preparation,until the completion of the project acceptance.
最終工作內(nèi)容以招標文件和設(shè)計合同為準。
The final work content shall be subject to the Tender Documents and the design contract.
1、獨立法人機構(gòu)或合伙制企業(yè)或其他組織機構(gòu)。
1.Independent legal entities,partnership enterprises,or other organizational institutions.
2、具備國家住房和城鄉(xiāng)建設(shè)部頒發(fā)的建筑行業(yè)（建筑工程專業(yè)）設(shè)計甲級或以上資質(zhì)。
2.Possesses Grade A or higher qualification in architectural industry(specializing in building engineering)issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.
3、項目負責(zé)人要求：具備國家一級注冊建筑師資格證。聯(lián)合體投標的，項目負責(zé)人必須由牽頭單位人員擔(dān)任。
3.Project Leader Requirements:Must possess a National First-Class Registered Architect qualification certificate.In the case of consortium bidding,the project leader must be a member of the lead firm.
4、聯(lián)合體投標，需符合以下要求：
4.For consortium bidding,the requirements must be met as follows:
（1）牽頭單位需具備建筑行業(yè)（建筑工程專業(yè)）設(shè)計甲級或以上資質(zhì)。
(1)If participating as a consortium,the lead firm must hold a Grade A or higher qualification in the architectural industry(building engineering specialization).
?。?）聯(lián)合體成員不得超過2家（含牽頭單位）。
(2)The consortium should not have more than 2 members(including the lead firm).
?。?）聯(lián)合體成員不得再單獨或以其他名義與其他設(shè)計單位組成其他聯(lián)合體參與報名。
(3)Consortium members may not register independently or form other consortium with different design teams under any other name.
項目總投資（暫定）為81873萬元，項目資金來源為政府投資。
The total investment for the project is tentatively set at 818.73 million CNY,the project is funded by government investment.
1、設(shè)計費Design fee
本次招標總設(shè)計費用（暫定）1804.61萬元，其中包括基本設(shè)計費（含竣工圖編制費）1692.81萬元，BIM費用（設(shè)計階段）111.80萬元。
The total design fee is tentatively 18.0461 million CNY,including the basic design fee(including completion drawing preparation fee)of 16.9281 million CNY and BIM fee(design stage)of 1.118 million CNY.
2、落標補償費Compensation
對資格預(yù)審入圍但未中標的投標人設(shè)置落標補償費，共計160萬元，標準如下：
Compensation for shortlisted bidders but not winning the bid is a total of 1.6 million CNY.The standard is as follows:
（1）中標人將被授予合同，不作補償；
(1)The winning bidder will be awarded the contract without compensation;
（2）進入定標環(huán)節(jié)但未中標的兩名投標人，每家各50萬元；
(2)Two bidders who entered the process of deciding the winning bidder but did not win the bid,each will receive 500,000 CNY;
?。?）未進入定標環(huán)節(jié)的四名投標人，每家各15萬元。
(3)Four bidders who did not enter the process of deciding the winning bidder,each will receive 150,000 CNY.
